Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations. New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, and bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serves partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS is the implementation arm of the Global Center for Climate Mobility (GCCM), which advances the implementation of the Rising Nations Initiative (RNI). The Rising Nations Initiative (RNI) is a Member States-led initiative, guided by a core group of champions, including the Pacific atoll countries. Officially launched on 28 September 2022 Its objective is to press forward efforts towards protecting the statehood of Pacific atoll countries, preserving their sovereignty, and safeguarding the rights and heritage of affected populations. In this regard, the RNI aims to mobilize the needed political momentum for prompt action at all levels to highlight the climate emergency facing the Pacific atoll countries and inspire global and local action, including through intergovernmental processes of the United Nations.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the supervision of the Senior Programme Officer the Communications Specialist will provide support as follows:

  • Support the development of a comprehensive communications and social media strategy that outlines the key objectives, target audience, messaging, content types, platforms, and metrics for measuring success, as part of a broader Advocacy for Impact and Global Call for Action;
  • Develop and execute a content calendar that includes visually stunning and thought-provoking content for social media platforms (e.g. Facebook, Instagram, Twitter, LinkedIn);
  • Monitor and respond to social media mentions and messages in a timely and effective manner. Continuously evaluate the performance of the content and adjust the strategy as needed to ensure optimal results;
  • Implement updates to the website, including new content, design changes, and optimization for search engines;
  • Develop and execute at least three social media campaigns that drive measurable results, such as increased engagement, website traffic, or lead generation;
  • Develop a community management plan that outlines the approach to engaging with followers and building a strong online community, so as to reach out to and connect with new stakeholders and potential partners to expand the network of collaboration and support for the GCCM and the RNI;
  • Support the communications aspects of all events organized by GCCM and RNI, including the development of event messaging, promotional materials, and media outreach; collaborate with event organizers to ensure that all communication efforts align with GCCM’s brand and messaging guidelines;
  • Develop a comprehensive communications plan for GCCM’s participation in meetings of the Conference of Parties and create relevant materials, including press releases, social media posts, and other promotional content. The plan should outline key messages, target audiences, channels, and tactics to effectively communicate GCCM’s role and objectives at the event;
  • Develop training materials for the GCCM team on social media management, including best practices, guidelines, and tools for monitoring and responding to social media mentions and messages
  • Perform other tasks and responsibilities relevant to the scope of this position.

Monitoring and Progress Controls

  • Ensure clear, coherent and consistent communications about the GCCM including the RNI.
  • Support the management of media relations on behalf of the GCCM.
  • Support internal UN communication among agencies, by preparing regular updates on events and activities.

Education/Experience/Language requirements

Required Experience: - A minimum of five (5) years of progressively responsible experience in communications is required. - Experience on preventing violent extremism, counterterrorism, peace and security or other related topics is required. - Experience in conceptualizing and managing the production of communication and public relations materials, including social media and audio-visual content, brand development and detailed reports and presentations is required. - Experience with managing websites and media/social media is required.

Desirable experience (the following experience is optional candidates who do not have it are welcome to apply): - Experience designing, implementing and managing strategic communication and media plans for highly sensitive and global issues would be an asset. - Experience in overseeing translation work would be an asset. - Competent with office software packages, including PowerPoint, excel, basic design software.

Language: - Fluency in oral and written English is required.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA) Retainer - A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work

Contract level: International Individual Contractor Agreement (I-ICA 2) / ICSC-10 Contract duration: 1 year with possibility of extension, subject to satisfactory performance, availability of funds and necessity of services.
