One of the Governance program projects is “Enhancing Effectiveness of Social Protection Programmes and Improving Access and Participation of Socially Vulnerable Groups”. The project will further support the efforts of the Republic of Kazakhstan in improving the country’s social policy in line with the Strategy “Kazakhstan 2050” and National Plan for the Realization of the Rights and Improvement of Life of Persons with Disabilities until 2025. Kazakhstan aspires to become one of the 30 most developed countries in the world and building of a modern, effective system of social protection of the population, especially people with disabilities, is an integral part of this vision. In this regard, inclusive of the new principles of social policy based on social guarantees of the state and on promoting the personal responsibility of citizens, the project implementation strategy will be based on two main directions: on the one hand, the modernization of the state system of social services and increased participation of vulnerable groups in social and economic life and in decision-making processes affecting their interests. In addition, the project will support the further promotion of international standards in the field of ensuring the rights of persons with disabilities. The project has three main components: (i) promoting the modernization of the social service system; (ii) promoting the Convention on the Rights of Persons with Disabilities; and (iii) strengthening the strategic, analytical and managerial capacity of the Ministry. The project will be implemented in close cooperation with the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan at all stages. The UNDP country office is responsible for the overall implementation of the project, its monitoring and evaluation, as well as for achieving the goals, objectives and expected results.

Under the guidance and supervision of the Project Manager, the Communications Expert is responsible for the timely delivery and quality of outputs and technical advice. S/he will work in close collaboration with the Programme, Projects and Operations teams, Country Office Communications Focal Point, Government officials, media, multilateral and bilateral donors and civil society contributing to successful UNDP Programme implementation.

Within the delegated authority and under the supervision of Project Manager or his/her designated mandated representative(s), the UNV Communications Expert will be responsible for the following functions:

Communications strategy and planning:  Ensure timely coverage of priority issues and/or major events, including drafting communication plans, coordinating communication efforts within the project, monitoring and reporting on progress, taking appropriate follow-up actions, and analyzing the outcomes;  Plan PR and advocacy initiatives around thematic campaigns, project events, key thematic International Days, also jointly with key project’s stakeholders and partners;  Develop new communications partnerships and media alliances on the national, regional and local levels to enhance the visibility of the project activities;  Identify innovative opportunities and new communications tools and platforms to display the key work of the portfolio;  Provide communications guidance the project’s teams;  Contribute to UNDP corporate communication and advocacy campaigns, knowledge building and sharing as a part of UNDP communications group;

Media relations:  Capitalize on the media interest around project topics and undertake activities to promote media coverage including, but not limited to press conferences, interviews, press seminars and other special media activities;  Monitor and analyze public agenda, identify issues and trends, and advise the project team on the communications interventions;

Content management:  Draft features, human stories, news items, press releases, thematic blogs, posts from the fields on the project related activities for the corporate UNDP website and social media platforms, targeting general publics, key donors, and stakeholders;  Draft talking points, speeches, presentations for the UNDP senior management and Unit management;
 Conceptualize and manage the production of the portfolio related multimedia assets, including video stories, PSAs, infographics, photo essays, etc. around key topics, successes and impactful results of the project;
 Ensure regularly update of the project photobank with high-quality, human-centered visuals from project cites, communication activities, major events, etc.;  Draft and design publications, brochures, fact sheets, information leaflets and other print information products in line with the corporate brand manuals and communications toolkit;

Partnerships:  Develop and sustain partnerships with internal and external partners for successful development and execution of the project’s communications and advocacy activities;  Liaise with the press offices of the national partners, stakeholders for joint communications and visibility efforts;
 Build information networks of opinion leaders, social media influencers, NGOs, etc. promoting portfolio related issues;  Perform any other duties as may be assigned by the project.

Results/expected outputs:

• As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including: • The public at large is well informed about UNDP initiatives in Governance and Social Protection area. Well thought through and attuned to the national context communication strategy contributes to the resource mobilization efforts for addressing priority development issues in the country. High quality information products contribute to knowledge building, sharing and dissemination.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

communication, public relations and/or journalism at national or international level;  Relevant experience in working with UN, or other international organizations will be an advantage;  Experience in preparation of human stories, features, blogs, articles, analytical reviews, reports and editing of publications and communications and broadcasting materials;  Experience in social media management and production of digital content;  Experience in organization of networking and events in connection to PR activities;  Experience of information support of the social sphere will be an advantage;  Excellent computer skills, including Windows environment as well as other software required for the work delivery, including excellent skills within web-sites development, photo/video editing;  Outstanding written and oral communication skills, including an established news-writing style;  Ability to manage public relations initiatives from inception to event to follow-up and the ability to communicate confidently to members of the media and the public;  Ability to meet deadlines and handle multiple priorities;  Creative, decisive, responsive, able to work independently and take responsibility for decisions and outcomes.

As of August 2022, the amount of the Monthly Living Allowance received by the National UN Volunteer Specialists in Astana (Nur-Sultan) is approx. KZT 323,590/month. Other benefits include: Entry lump sum of USD 400 (a one-time contribution towards expenses incurred before and initially upon commencement of service); Comprehensive coverage for health, life and malicious acts for the UN Volunteer and health insurance coverage for up to 3 eligible dependents; Access to UNV's learning and career development resources; Annual leave: 2.5 days per month; Exit allowance (paid on successful completion of the assignment).
