Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. UNEP provides capacity building and technical support to governments to enhance their policy and implementation capacity and helps them access finance to align to the Paris Agreement, decarbonize, anticipate, and adapt to climate impacts. Within UNEP’s Climate Change Division, the GEF Mitigation Unit supports developing countries to identify, develop, implement and evaluation Global Environment Facility (GEF) climate change mitigation projects. The Unit, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. Thematic areas of these projects include as related to net-zero nature-positive accelerator, energy communities, climate transparency, electric mobility, energy efficiency and sustainable cities. Under the supervision of the Portfolio Manager, the Communications Specialist is required to develop an internal communication strategy and communication products for enhancing stakeholder awareness on the Division’s impact through its GEF portfolio. The consultant will undertake the following duties: Specific tasks and responsibilities Develop a Communications Strategic Plan: • Create a comprehensive communications strategic plan for the Unit. • Ensure alignment with the broader organizational goals, including as related to communication, and the Mitigation Branch's objectives. Annual Communications Workplan: • Develop an annual workplan aligned with the strategic plan detailing communication activities, timelines, and resource requirements and allocations. • Coordinate the implementation of this workplan (and by extension strategic plan), including supervision of content creators and creating content Enhance Reputation and Visibility: • Design and implement activities, resources, and communication pieces to boost the Unit's reputation and visibility. • Ensure consistency with the communications strategic plan. Stakeholder Engagement: • Coordinate and collaborate with key communication stakeholders, including: o Mitigation Branch Communications team o UNEP’s Communications team o Project Communicators Network o Communications Taskforce at GEF Coordination Office Relationship Management: • Develop and implement relationship strategies with internal and external stakeholders, including: o UNEP senior management and other relevant units within the organization o GEF Secretariat o Representatives from developing countries

Qualifications/special skills

• Advanced university degree in one of the following fields is required: project management, environment, economics, development, communication, journalism, public relations or a related discipline is required; • A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree; • Minimum of five (5) years of experience in communications of environmental and/or social issues is required; • Experience in creating communication strategies and developing communication products on climate change is required; • Experience in working with national governments of developing countries is required; • Previous experience in internal communications, as well as in stakeholders and donors communications is desirable; • Experience in working for United Nations entities in the field of communication is a desirable;

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required. Knowledge of another United Nations language is desirable.
