Travel:?

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. United Nations Global Pulse is the UN Secretary-General’s initiative on big data and artificial intelligence for development, humanitarian action, and peace, which operates through a network of innovation labs located in Finland, Indonesia, Uganda, and in New York at the UN Headquarters. In Indonesia, Pulse Lab Jakarta (PLJ) is a joint data innovation facility of the United Nations (Global Pulse) and the Government of Indonesia (via the Ministry of National Development Planning, Bappenas). Pulse Lab Jakarta is administered by UNDP. Functioning as an analytic partnerships accelerator, PLJ applies mixed-methods approaches in the problem, solution and identity spaces, and is focused on catalysing connections across the private sector, government and civil society to support policies and action for effective development and humanitarian practice.

Communication and advocacy is central to the work of PLJ and the broader Global Pulse network. The Lab uses a multimedia engagement approach to generate communication products (digital and print), increase visibility of the Lab’s digital and offline presence, as well as build strategic dialogues and partnerships, by combining elements of traditional media with new media to reach target audiences in Indonesia, the Asia-Pacific region and beyond. As PLJ repositions itself within the evolving national, regional and global innovation and development ecosystems, the Lab has identified the need to create clearer branding to further amplify its work and articulate the added value it provides through a range of multimedia products and collateral.

PLJ is looking for a Communication Manager who will lead the development of the Lab’s communication and public engagement strategy and workplan and will be in charge of overseeing the communication team to ensure high quality delivery and implementation of the communication action plan.

Institutional Arrangement

The Communications Manager will work closely with the Partnerships and Advocacy Lead and report to the Head of Office. In the performance of his/her duties, the Communication Manager will engage with PLJ’s key stakeholders and partners.

Duties and Responsibilities

Scope of Work

Under the direct supervision of Head of Pulse Lab Office, the Communications Manager will undertake the following tasks:

1. Contribute to the planning, design and implementation of internal and external strategies for communication, public engagement, advocacy and outreach:

  • Lead the development and implementation of PLJ’s communication and public engagement strategy and work plan;
  • Draft press releases, fact sheets, talking points, reports, information materials, brochures, presentations, blogs and key messages for Pulse Lab Jakarta and its partners/collaborators;
  • Coordinate the design and maintenance of the Lab’s communication products, including principal website, blogging platform and digital engagement tools;
  • Prepare and disseminate publications to key stakeholders, including donors, innovation community, government counterparts and UN agencies; and
  • Ensure that all Pulse Lab Jakarta's external communications have a consistent style, tone and branding.

2. Devise and follow a public engagement plan for promoting the activities of PLJ:

  • Manage digital engagement with key audiences via PLJ's social media channels and website;
  • Serve as a focal point for media and public inquiries;
  • Develop blog posts and news content for the Global Pulse/Pulse Lab Jakarta website, ensuring consistency of materials and messages;
  • Regularly monitor references to Global Pulse and Pulse Lab Jakarta in online and print media;
  • Monitor, analyse and share the latest developments in areas of relevance to the Global Pulse network, including emerging technologies for social change, mobile data collection and advocacy; and
  • Maintain regular contact with media partners, covering print, TV, radio and web

3. Monitor trends and latest developments relevant to data innovation and PLJ's activities:

  • Identify issues and trends of significance to Pulse Lab Jakarta;
  • Maintain a monthly monitoring and evaluation report of PLJ communication outputs;
  • Track publications, events, conferences and statements of interest to Global Pulse and Pulse Lab Jakarta;
  • Keep PLJ’s senior management team abreast of upcoming activities in the work plan; and
  • Liaise and maintain regular contact with key stakeholders.

4. Support PLJ’s business development:

  • Assist in the organisation of events (for example workshops, webinars, Lab visits, etc.);

  • Represent Pulse Lab Jakarta at meetings of UN inter-agency communications groups as assigned by Head of Pulse Lab office

  • Assist with the preparation of inputs for statements of senior Government and UN officials;
  • Assist with the preparation of other project materials, including donor reports, talking points and official statements as requested; and
  • Provide timely and effective responses to inquiries for public information materials.

5. Ensures facilitation of knowledge/information building and management

  • Develop and maintain the content of Pulse Lab Jakarta's communications materials using gender sensitive language in line with prevailing? guidelines;
  • Support the development of best practices and lessons learned directly linked to PLJ's goals and activities;
  • Contribute to knowledge networks and communities of practice including communications repositories;
  • Provide training and mentoring to PLJ team on communication for development;
  • Document all relevant communication and information evidence related to PLJ’s activities; and
  • Manage the PLJ email and newsletter subscription database.
  • Effective contribution to the network for gender mainstreaming learning and knowledge sharing.
