UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

The Communications Associate will report directly to the UNOPS Project Manager. The Communications Associate will liaise regularly with senior officials in Jordan, as well as the community in Irbid area (Hawwara and Sarieh). The incumbent will facilitate implementation of different phases of the Water Networks and House Connections Project to ensure the different communities are fully coordinated with. The position requires an experienced person with strong mobilization and community engagement knowledge and ability, aptitude to provide training on group/organizational governance, and data collection and analysis skills.

Functional Responsibilities

Under the guidance and direct supervision of the Project Manager, the Communications Associate is responsible for performing the following duties:

  • Introduce the project to government authorities and local community members, including women and vulnerable groups.
  • Design Community Engagement strategy and implementation plan; ensure that gender-sensitive participatory methods are used to include community members, male and female, in planning and design.
  • Support the project manager in updating the Stakeholders engagement strategy.
  • Identify and engage potential beneficiaries, both women and men; generate a profile of the beneficiaries, both individual and group profiles, including women’s groups, and develop a database of all the beneficiaries.
  • Monitor and coordinate the progress of the government works concerning the household connection to the water distribution networks; ensure that both the UNOPS works and government works achieve the streamlined progress through timely communication and follow-up.
  • Lead in creating awareness among both women and men in the communities on project goals through various activities, tailored to the needs and schedules of both women and men, in liaison with the Project Manager and other stakeholders.
  • Sensitize community members, both women and men, about WASH; empower them through team approach by organizing project-related activities.
  • Liaise and work with female and male beneficiaries and community representatives as well as local and regional authorities and other project staff to ensure accountability and best use of resources.
  • Ensure systematic and timely collection of agreed project data and its accurate analysis to inform project decision-making.
  • Ensure regular, effective and gender-sensitive communication materials are maintained within the project, the Operational Hub in Amman, donors and partners.
  • n liaison with the Project Manager, periodically document project milestones through photos, stories, testimonials, and other communication material.
  • Undertake any other duty as may be directed by the Project Manager

● PRINCE 2 foundation is desired

● Knowledge of gender dynamics in the local context will be an added advantage

Education/Experience/Language requirements

Education: - Secondary Education with 6 years is required

  • University degree at Bachelor level or equivalent preferably in social sciences + 2 years

Expereince:

  • At least 6 years of working experience, including at least 2 years in fields related to community engagement and outreach is required.
  • Previous experience with gender-sensitive community engagement and outreach is highly valued.
  • Knowledge of UN policies, procedures and operations would be an asset.

Langauge:

  • Fluency in both English and Arabic is required
