WHO Azerbaijan’s goal is to achieve Health for All, leaving no one behind, driven by a strong focus on Sustainable Development Goals. WHO Azerbaijan supports Government to tackle the public health challenges and improve people’s health and well-being. The aim of WHO is to accelerate progress towards Universal Health Coverage, which means everybody having access to the quality health services they need without experiencing financial difficulty. This is largely possible through a publicly funded, well-equipped, innovative, responsive and quality primary health care delivery system in the country. WHO Azerbaijan major objectives are: • Ensuring equal access to quality, health care for all. Leaving no one behind. • Preparing the country for responding to public health emergencies • Decreasing premature mortality due to non-communicable diseases, pregnancy related conditions and in children. • Strengthening the health information system for better monitoring and response to public health challenges.

This UNV assignment is part of European Union-WHO action to support deployment of COVID-19 vaccines and vaccination in 6 Eastern Partnership countries, Armenia, Azerbaijan, Georgia, Ukraine, Moldova and Belarus. The implementation of this 3 years initiative is led by the WHO Regional Office for Europe and WHO country offices in the 6 partner countries, in close coordination with the EU Delegations, national authorities and development partners, including those in the United Nations system. Project will support implementation of the national operational plan on COVID-19 vaccination and routine immunization. In the short term the Project will help support developing/updating national vaccine deployment plans and defining service delivery modalities; procure essential supplies to deliver vaccines safely and manage adverse events, e.g. personal protective equipment and medical equipment including anaphylaxis kits; train health workers on vaccine handling and vaccine characteristics; scale up IT capacity and information management systems for effective data monitoring and evaluation, including to monitor vaccine safety; develop communication material, surveys to understand population’s perceptions, and information; campaigns on vaccines; design and implement interventions aimed at vulnerable populations, including outreach vaccination activities. The project long term objectives will contribute towards progressive reopening of societies and economies, strengthened and resilient national immunization systems; improved long-term capacities of health workforce in vaccine-preventable diseases and immunization.

Within the delegated authority and under the supervision of National Professional Officer on Immunization, the UN Volunteer who will be assigned as “Communications and Visibility Specialist” will:

1) Identify opportunities in Azerbaijan to maximize the Project visibility; plan, organize and implement joint-visibility events for important milestones of the Project (i.e. delivery of commodities, launch of training program etc.) in coordination with the European Commission (DG NEAR), the EU Delegations and WHO/Europe in the country and the Regional Office. 
2) In close coordination with the Regional Communication officer, develop and implement the Project communication strategy, communication and visibility plan in Azerbaijan, and support the WHO Country Office on Project-related communications.
3) Ensure coherent and visible branding in line with EU and WHO requirements, and proper visibility of the Project within the broad WHO/EU collaboration.
4) Follow-up mass media news and review the social media pages and research data to get better understanding of people’s perception of topic and their attitutes to set up tailored communication objectives.
5) Map and coordinate communications opportunities and plans with key communications counterparts (in particular EUD and other EU projects, initiatives on the ground) among various authorities (in particular the Ministry of Health), partners (i.e. UN, NGOs and health partners) and stakeholders and ensure strategies and content/messaging are aligned.
6) Plan and develop content and messages for relevant target audiences, in English and Azerbaijani languages, with the support of experts and the WHO/EUD team as appropriate.
7) Develop press releases, speeches and quotes for the events and social media.
8) Map/select most effective tools (including advocacy and press materials, human interest stories, multimedia) and channels (including media, web and social-media, newsletters, events, briefings, other platforms/fora) to reach to targeted audiences.
9) Identify and liaise with major influencers of target audiences in Azerbaijan, including media and opinion leaders. Establish and maintain a media database for media in the country and liaise with journalists on a regular basis to ensure positive and optimal coverage for the Project. 
10) Organize communication campaigns and events to raise the visibility of the project and contributions of WHO and EU to build health systems resilience in Azerbaijan in the context of COVID-19
11) Conceptualize, draft and/or coordinate the production of materials to communicate the Project results through work with the professional advertising and design agency.
12) Travelling to regions for organizing events and for visibility coverage.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.   
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 

Results/expected outputs

• As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to World Health Organization and its beneficiaries in the accomplishment of her/his functions, including: 
    ◦ Communication and visibility plan
    ◦ Social media and mass media products
    ◦ Designed and printed IEC materials and media products for public
    ◦ Conducted events, etc.
• Ensure all communication activities are carried out in accordance with the relevant requirements and guidelines set in the EU-UN Financial and Administrative Agreement, EU communication and visibility manual and relevant WHO requirements Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• Previous experience of producing attractive and easy to read written material such as brochures, reports, press releases. 
• Communication expertise and moderate to strong multimedia expertise: ability to adapt, develop, produce and disseminate multimedia communication products
• Excellent knowledge of standard text, spreadsheet and presentation software application. Computer, IT and multimedia skills (including use of internet, Web, power point, and experience with photographs and videos). 
• Excellent oral and written skills; excellent drafting, formulation, reporting skills
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment
• Have affinity with or interest in public health, volunteerism as a mechanism for durable development, and the UN System

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
