Duties and Responsibilities Organisational Setting

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Caribbean Regional Co-ordinating Unit (CAR/RCU) was established in 1986 in Kingston, Jamaica and is the Secretariat for the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (Cartagena Convention) and the Caribbean Environment Programme (CEP). The Cartagena Convention, which has been ratified by 26 of 28 UN Member States in the Wider Caribbean Region, serves as an overarching governance framework for environmental protection and sustainable development in the region. The Convention is the only legally binding agreement of its kind in the region and is supported by three Protocols on Oil Spills, Specially Protected Areas and Wildlife (SPAW) and Pollution from Land-Based Sources and Activities (LBS).

CEP has three main Sub-Programmes: - Assessment and Management of Environmental Pollution (AMEP) - Specially Protected Areas and Wildlife (SPAW) - Communication, Education, Training and Awareness (CETA)

The CETA Sub-Programme supports the overall work of the UNEP CAR/RCU and provides targeted assistance to the AMEP and SPAW Sub-Programme on matters related to communications, education, training and awareness.

UNEP CAR/RCU also hosts the Project Coordinating Unit of the Global Environment Facility-funded project on Integrating Water, Land and Ecosystems Management in Caribbean Small Island Developing States .The GEF IWEco project is a multi-focal area regional intervention that applies a “Ridge to Reef” approach integrating watershed and coastal areas management in small islands for addressing the multiple challenges of sustainable water, land (including forests) and biodiversity management and conservation within the spatial framework of the watershed unit. GEF IWEco started in 2016 and is due to end in 2023.

The overall objective of the project is to contribute to the preservation of Caribbean ecosystems that are of global significance and the sustainability of livelihoods through the application of existing proven technologies and approaches that are appropriate for small island developing states. A total of ten Caribbean countries are participating in the project: Antigua and Barbuda, Barbados, Cuba, Dominican Republic, Grenada, Jamaica, St Kitts and Nevis, Saint Lucia, Trinidad and Tobago and St. Vincent and Grenadines. The project includes several activities related to enhancing knowledge exchange, best-practices, replication and stakeholder involvement in order to improve engagement and information access for practitioners and other stakeholders through targeted knowledge sharing networks.

In order to ensure long-term sustainability of its activities, the GEF IWEco project outputs are fully integrated into the broader outreach efforts of UNEP CEP. These efforts include showcasing best practices, lessons learned and the synergies between GEF IWEco and other activities led by UNEP CEP. This also ensures that the work of IWEco is featured throughout the Wider Caribbean region and not just in IWEco participating countries, thus enhancing South-South exchanges.

This consultancy is for a Communications and Advocacy Specialist financed by the GEF IWEco Project. The successful candidate will work remotely to provide support to the CETA Sub-Programme. This consultancy is under the direct supervision of the Programme Manager for the AMEP and CETA Sub-Programmes.

Roles and Responsibilities

The consultancy entails:

  • Overall public awareness amplification of the work of UNEP CEP and GEF IWEco, outreach to donors and Contracting Parties, including the development of concrete strategies and messaging.

  • Integration of the knowledge management aspects of the GEF IWEco project communications strategy with the broader knowledge management strategy of UNEP CEP.

  • Development of high-quality communications assets in support of advocacy and media initiatives for UNEP CEP related to global, regional and national conferences, Intergovernmental Meetings and Conferences of Parties, meetings and key milestones of GEF IWEco and other projects

  • Development of blogs, stories, infographics, and other communications assets on UNEP CEP’s key programmatic outputs, through close collaboration with UNEP CEP’s Regional Activity Centres

  • Dissemination of UNEP CEP’s work and GEF IWEco information products and resources as well as identifying new and innovative ways of circulating information products to reach target audiences in the region.

  • Development and implementation of recommendations for promoting the ratification of the Cartagena Convention and its Protocols on Oil Spills, SPAW and LBS (the latter being one of the GEF IWEco project objectives), resource mobilisation and new partnership development.

  • Facilitating greater engagement, awareness activities and networking with governments, civil society, donors, youth, private sector and general public.

  • Organizing media outreach, including updating UNEP CEP’s list of media contacts, establishing new media contacts and arranging interviews, as required.

    Qualifications/special skills Skills: Experience in graphic design, video editing and production is desirable. Experience in producing and posting multimedia content for the web and social media is desirable. Experience with conceptualizing multimedia content based on programme and project objectives, and executing it as part of a collaborative effort, is desirable. Experience with developing accessible multimedia products, and knowledge of accessibility needs in multimedia communications is desirable. Academic Qualifications: Advanced university degree (Master's degree or equivalent) in communication, marketing, international relations, other related discipline, is required. A first-level university degree (Bachelor's degree) in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: Two (2) years experience in Multimedia Communications, including web and digital communications, social media production, photo and video production, journalism, international relations, public administration or related areas. Experience working with a UN entity or international organization would be a distinct asset. Language: English and French are the two working languages of the United Nations Secretariat. For the post advertised, proficiency in oral and written English is required. Knowledge of Spanish and French would be an asset.
