UNICEF India has seen exponential growth across its digital channels and platforms. Through strategic positioning that thrives with evolving norms and latest learning for keeping relevant and compelling in the digital space, ICO aims to continue to expand its role as a leading voice, leading advocate and a leading brand as a credible, effective and passionate influencer for children. This goal is systematically pursued based on an updated, effective digital and engagement strategy and regularly updated fresh, high quality, compelling content that is agile and responsive to significant issues and concerns encountered by children and women in India, especially those underserved and vulnerable.

The Digital Communication Strategy and implementation must support the larger organizational vision, and be part of Communication, Advocacy & Partnership (CAP) Section’s role across Advocacy, Media and Celebrity work, for achieving results for children as delineated in the Country Programme of Cooperation with the Government of India, and programmatic outcomes/goals in support of the Sustainable Development Goals (SDGs). The organization envisions a pivotal role for strategic partnership with the UN agencies, with partner Ministries in the Government of India and partnership with key actors and stakeholders in advancing the digital outreach and engagement, including active partnership with young people.

The specific Communication, Advocacy & Partnership (CAP) Section, in which this position belongs, is driving for UNICEF India to have a leading share of voice and engagement in the digital space by reaching a large and diverse audience including a wide array of supporters, partners, donors and child rights advocates. The goal is also to engage with other digitally driven agencies, influencers and young people to make progress. Under an integrated framework for strategic advocacy CAP Section systematically facilitates and coordinates office-wide advocacy initiative to support the country programme results. The Digital channels have significant role in advancing the focused and integrated approach to advocacy in UNICEF India, working with programmes, cross-sectoral teams, with state offices and in close coordination with the Front Office.

Purpose of the Job:

Under the general supervision of the Chief of CAP, the incumbent will support the ongoing development, management, coordination, implementation and monitoring of UNICEF India's digital, content, campaign and brand strategies, and associated products and activities to promote awareness, understanding, support and respect for children's and women's rights, and support for UNICEF's mission, priorities and programmes of UNICEF India. The Communication Specialist (Digital) will lead the digital unit and be accountable for keeping updated and appropriate implementation of digital strategy, supporter engagement strategy, content plans, ensuring high quality and compelling content productions. In addition, The incumbent will manage a large digital team of staff and consultants.

Beyond being in charge of the strategies, results and management of the Digital Unit, the incumbent will support the overall communication and advocacy priorities and the Chief of the CAP section as a key senior member of the team, stepping in as officer-in-charge as and when necessary, abreast of and contributing to the key functions and outputs of the section.

Through relevant digital content and campaign, the incumbent will play a critical role in bringing different actors to take concerted action to make a positive difference in the lives of children in India.

The Communication Advocacy and Partnership Section in India engages audiences and decision-makers across multiple platforms, digital and traditional, to build support for the aims and work of UNICEF in India. Our nationwide operations and offices in 13 states reach millions of people with trusted, objective information and an inclusive message that enables the public, civil society, private sector, and government to promote child rights. From Artificial Intelligence to blockchain, digital marketing technologies and platforms are changing online communications and fundraising strategies.

The Communication Specialist's skill in navigating through the ever-evolving communication technology will be central to positioning UNICEF as the trusted channel. Through compelling content generation, the incumbent will have to keep up with the rapid evolutions of the digital marketplace - from algorithm to compelling storytelling. The incumbent will be required to be quick in identifying the right audience and online channel for outreach, devise novel online engagement tactics, measure the efficacy of digital communications campaigns, and develop content that resonates with the target audience and donors. With UNICEF adopting the 'digital first' approach and a new digital strategy focusing on audience-friendly content and the use of channels, Communication Specialist's agility and judgement will be a critical factor in UNICEF India and the region meeting its ambitious target.

Major duties and responsibilities:

Summary of key functions/accountabilities:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Strategic positioning and brand management: UNICEF is strategically positioned in the digital space as a leading voice, advocate and brand for children in India, with an increasingly engaged and wider audience, has a communication, advocacy and partnerships strategy and rolling work plan that responds to India Country Office and national priorities, as well as expands voice, reach, engagement and brand to win support for the cause for children and young people.

  • Ensure that the India Country Office (ICO) has a periodically updated digital communication strategy with objectives, targets and milestones set in sync with a work plan, a calendar of events, that is responsive to the contemporary issues to rollout across UNICEF India digital channels to be on top of essential issues, messages and campaigns into the digital space effectively.
  • Maintain a continually updated strategy towards driving brand awareness to maintain a high profile for UNICEF and India's children utilizing practical tools for engagement; brand visibility is included in key communication campaigns and activities.
  • Devise strategic roadmap to expand the reach, engagement, impressions, and follower base in the ICO digital and social media channels and consistently help improve key digital performance indicators; and enhance the organization's credibility and brand.
  • Lead the digital team in developing and implementing the digital, content, campaign, and brand strategies in line with the CAP Section's rolling work plan, digital strategy, and contributing to the overall CAP, regional and global strategy.
  • Manage human resources and financial resources. Identify, recruit, and supervise staff, technical resources and consultants as per the workplan.

Digital Communication Content Management: Compelling digital, omnichannel content and integrated campaigns to powerfully advance effective advocacy and communication on child rights issues in support of the country programme priorities in Delhi and State Offices across India

  • Plan and facilitate developing and implementing a digital content strategy for the UNICEF India website and social media and contribute to developing critical UNICEF communications and advocacy products. Manage the UNICEF India digital communication platforms such as the website, official social media accounts, intranet and online collaboration platforms.
  • Manage the social media calendar, including planning campaigns in support of UN and partner initiatives and for the commemoration of key days, working closely with focal points in the field.
  • Manage the website, including regular uploading of content and tracking of traffic to and engagement with the website.
  • Conceptualize innovative, high-quality and compelling content and guide team through production.
  • Conceptualize and oversee development and implementation of creative and integrated campaigns on select important issues and support the ICO strategic advocacy framework and priorities.
  • Tailor content for media pitches, digital media, donor communication and visibility, and UNICEF support to the nodal and line ministries at the national and state level. Oversee production of social media toolkits in support of federal priorities/flagship programmes for amplification by government ministries as required
  • Oversee development and implementation of an innovative, multi-lingual content and youth engagement strategy for content co-creation, including an operational plan.
  • Manage the functioning of the social listening system and share the critical highlights at regular intervals with the senior management and content production teams.
  • Spearhead organic and paid digital marketing campaigns in close association with the resource mobilization team.

Supporter Engagement Strategy: Align supporter engagement strategy with wider advocacy strategy and resource mobilization strategy and closely monitor the implementation as per targets.

  • Coordinate the management and implementation of UNICEF India's digital media strategies and approaches to create public discourse and action around key priority areas and engage key stakeholders, especially children and young people.

Partnership and Alliance Building: Develop a network of influential digital influencers and identify opportunities for cross-promotion on issues of common interest.

  • Develop outreach to key target audiences, including youth; bloggers, influencers and other communication leaders in India (and outreach to Indian diaspora as required).
  • Contribute to coordinate UN system communications by participating in the meetings of UNCG; manage the promotion of joint communications activities between UNRCO and other UN System entities in the country.
  • Serve as a focal point for crisis communications support to the RCO, the UNCG and other UN system entities in India.

Monitoring and Evaluation: Conduct timely and accurate monitoring and evaluation activities of KPIs as outlined in the results matrix and annual work plan to ensure that digital communication objectives are met, and the strategy is effective.

  • Define, implement, monitor, and provide reporting for digital campaigns;
  • Continuously monitor the website and social media performance indicators, flag criticalities, and propose improvements to the communication and marketing strategy.
  • Resolve technical issues across platforms. Maintain knowledge of editorial tools, including content management systems, analytical tools, social media tools (Facebook, Facebook Ad Manager, Page Manager, and Instagram), and project management tools.
  • Be vigilant in listening and monitoring online discussions and trends that need UNICEF's attention, action, and response using state-of-the-art monitoring tools and measures.

Capacity building and support: Ensure that the Representative/Chief of CAP and the country programme team are provided with professional expertise and advice on all aspects of digital communication as required; opportunities are identified and addressed for building digital communication capacity among the country communication team, media and other relevant partners.

  • Advise UNICEF management, colleagues and staff on communication strategy, focusing on digital communication and content. Provide professional expertise and advice on all aspects of social and digital communication.
  • Identify opportunities for building communication capacity among the communication network, partners and colleagues, and facilitate learning and training.
  • Develop and deploy country office communication capacity to gather/facilitate the content and coverage of relevant results/activities, including that of fundraising.

To qualify as an advocate for every child you will have…

  • An advanced university degree in international development, public affairs, public policy international relations, political science, Communication, Public Relations, or related field.
  • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum five (5) years of progressively responsible, and relevant professional experience in advocacy strategy development and implementation, high level partnership management, internal organizational communication and mobilization, advocacy focused on working with government ministries/departments, policy makers etc., lobbying, external relations, liaising, public affairs, social or public policy, programme or project management, preferably in an international organization is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
