Mali is experiencing unprecedented and rising humanitarian needs. More than half of the 7.1 million people requiring humanitarian assistance in 2024 are children. Increasing number of internally displaced persons, mainly children, are fleeing insecurity and grave violations in northern and central Mali, as well as natural disasters and epidemics.

How can you make a difference?

The incumbent will provide key support to the following tasks:

 Support the country office’s communication and public advocacy, with a focus on Emergency preparedness and response; More specifically, act as a first responder to support CO with:

o draft and define appropriate external messages on sensitive issues

o support, cultivate and leverage international media

o define and handle communication, both internal and external i.e. media and partners, on relevant issues.

 Provide active support to the country office (including Field Offices), on the effective use of tools of mass communication, including press briefings and conferences and media interviews, to achieve country objectives.

 Develop close collaboration with international and regional mass media through activities such as media briefings, organizing visits to project sites, facilitating photo coverage and TV footage, and utilize social media, digital and traditional media.

 Apply astute judgment to identify, assess, understand, cope, manage and mitigate communication and advocacy materiels for crises from outbreak to termination. This includes:

o communicate rapidly and adequately on UNICEF MALI first responses to unforeseen crises

o communicating on preparation and prevention of crises – where possible - maintaining clear messages inline with the CO communication and advocacy strategy and humanitarian principles

 Adapt and disseminate advocacy materials from NY and Geneva and contribute to the development and production of country and regional information materials. Identify the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals throughout the county, region, globaly, capture field offices achievements, and manage their production and distribution to the target audiences, including for stakeholders at country level.

 Closely work with Field Offices to assist in identifying and obtaining feature stories and other material from the field to facilitate CO/global/regional advocacy and fund-raising activities, particularly in support of National Committee efforts to mobilize resources.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Communication, Journalism, International Relations, Political Science, Public Administration or related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of relevant professional experience at national/international levels in journalism, communications/public relations, internal communications or marketing.
  • Candidates should have a strong background in external communications, including in emergency situations.
  • Candidates who have worked with UNICEF or any other UN Agencies and have a demonstrated experience in working in humanitarian crises context would be considered first.
  • Fluency in French and English is required. Knowledge of a local language of the duty station is an asset.

Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
