The European Union and the United Nations are implementing the Spotlight Initiative, a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices. The Spotlight Initiative (SI) in Afghanistan main goal is to reduce the prevalence of sexual and gender-based violence (SGBV) and harmful practices (HP) against women and girls in Afghanistan. The Afghanistan SI initiative targets the most at risk groups, to accelerate efforts towards the elimination of sexual gender-based violence and harmful practices. The initiative is tailored to promote Agenda 2030’s guiding principle of “leaving no one behind”. Across the six Pillars, the SI in Afghanistan will bring women and girls including those with intersecting forms of discrimination and marginalization to the centre of the interventions. The design of the SI is recognizing that the empowerment of women and girls, and their unique experiences in bringing solutions based on their inter-sectionalities ;is the key to design and implement a programme that responds to the needs and priorities of women and girls of Afghanistan in all their diversity.

PURPOSE OF THE JOB

Under the guidance of the P3 Communication Specialist, the NOA Communication Officer (Digital Media) is responsible for creating compelling social media content. This role will be responsible for planning, developing and implementing dynamic, interactive and meaningful social media content strategies for daily community engagement as well as campaigns; creating and coordinating key social media campaigns, engagement strategies and tactics; coordinating closely with colleagues on digital marketing, influencer and digital partnership engagement, monitoring and analysis, and moderation of platforms; and serving as one of UNICEF Afghanistan’s key representatives in global digital outreach.

Key accountabilities, duties and tasks:

Social Media Strategy and Production of Assets

  • Help drive the planning, development and implementation of dynamic, interactive and meaningful social media content strategies in support of UNICEF Afghanistan’s (ACO) priorities, as well as daily community engagement on ACO social media channels (including the Representative, Section Chiefs, and Regional Director)
  • Strategize to effectively reach ACO’s target audiences through social media channels – as designated by integrated campaign objectives tied to advocacy priorities.
  • Lead on the writing of social media packs, crafting engaging content from key messages.
  • Perform other digital communication and content duties as assigned by Supervisor.
  • Undertake regular field missions to better understand how ACO programmes support results for children and produce child-centered assets following the missions.

Community Engagement and Moderation

  • Improve UNICEF’s agility when it comes to reacting to and riding the waves of relevant media or social media moments that relate to UNICEF's mandate in Afghanistan.
  • Monitor and moderate social media channels (including the Representative, Chiefs of Sections, Regional Director etc.) flagging risks and opportunities to deepen engagement, including some out of hours/weekend shifts and during emergencies.
  • Identify new opportunities to continually improve our presence across digital platforms to deepen engagement with supporters.
  • Keep track of activities of other UN agencies and non-profit partners, identifying content to be amplified and shared on UNICEF Afghanistan’s platforms.
  • Support in providing analytics reports and provide recommendations on tactics to improve UNICEF Afghanistan’s digital presence.
  • Train, as needed, new colleagues on using and optimizing social media platforms, including Twitter.

Digital Partnership Support

  • Work in coordination with Regional Office and Headquarters to better understand and execute digital partnerships to increase audience and engagement, including Twitter and Facebook.
  • Support U-Report team to amplify messages and share polls
  • Help identify opportunities for content amplification on global channels and share insights and learnings.

    IMPACT OF RESULTS

  • Social Media Strategy & Production of Assets: High quality social content exceeds goals for engagement, video views and traffic with target audiences; content is created in a way that supports the UNICEF brand; assets are delivered in a timely manner to allow ample time for translation, distribution and amplification by offices, donors and partners.

  • Community Engagement and Moderation: ACO continues to lead digital platforms in Afghanistan with creative and timely content, in line with UNICEF values. The digital officer acts quickly to identify misinformation and criticism and address it before it becomes damaging to the brand.
  • Digital Partnership Support: social media initiatives are in line with digital partnership priorities, strengthening efforts in communication, advocacy, youth engagement, C4D and more.
  • Monitoring and Evaluation: clear and strategic KPIs are established; analysis is undertaken to continuously improve the effectiveness of social media communication strategy, marketing efforts and activities; results and reports are prepared and shared, including with Resource Mobilization and Regional Office.

To qualify as an advocate for every child you will have…

Education

University degree in Communications, Journalism, Public Relations or Social Science or Computer Science is required.

Language Proficiency

Fluency in English, Dari and/or Pashto languages is required.

Work Experience

  • A minimum of 1-year practical professional work experience in communication, print and broadcast media, or interactive digital media.
  • Field work experience and background/familiarity with emergency situations would be an asset.
  • Proven ability to write flawless, tight social copy on constant deadlines
  • Strong social copy-editing skills
  • Demonstrated success in planning and implementing social media campaigns to achieve communication & advocacy goals.
  • Ability to translate technical and nuanced information into clear, emotional and engaging content for broad public audiences.
  • Adept at relationship management
  • Extensive experience in process and workflows. Project management experience/qualification a major plus
  • Familiar with social media platforms including Facebook, Twitter, Instagram, LinkedIn.
  • Experience of optimizing YouTube channels and Facebook video content.
  • Experience in developing and implementing social video and wider digital strategies
  • Experience in reporting on quantitative and qualitative social analytics.
  • Proven news sense and editorial judgement.
  • Strong ability to manage multiple priorities within specified timeframes.
  • Awareness of social media communication behaviors in low- and middle-income regions/countries.
  • Experience of working with agencies highly desirable.
  • Experience of working on social media communications for high profile individuals desirable.
  • Understanding of digital marketing and fundraising strategies a plus.
  • Experience of capacity building and training a plus.
  • Experience in working for the UN, UNICEF or with International NGOs or global organizations is a plus but not essential

Technical Knowledge

  • Familiarity of the Ethical Guidelines on Reporting on Children
  • General knowledge of: communication practice, methodology and practical application. Knowledge of current theories and practices in communication research planning and strategy.
  • Familiarity and knowledge of the fundamentals of working in various media formats – print, audio, video, web etc.
  • Knowledge in computer systems, including internet navigation, office applications, and specifically, interactive digital media.
  • Familiarity with United Nations or other international organizations; good understanding of world affairs, current events and international development issues
  • Good understanding of global human rights issues, specifically relating to children and women, and current UNICEF position and approaches.
  • Good understanding of UNICEF communication goals, visions, positions, policies, guidelines and strategies.
  • Good understanding of UNICEF policies and strategy to address national and international issues, including emergencies.
  • Good understanding of UNICEF emergency communication policies, goals, strategies and approaches, including emergency preparedness.
  • Good understanding of gender equality and diversity awareness
  • Knowledge and expertise in management, communication strategy and networking
  • Technical competence in producing content for various media formats – print, audio, video, web etc.
  • Knowledge and understanding of the UN policies and strategies to address international humanitarian issues and the responses.
