OBJECTIVES OF THE PROGRAMME

Strategic Communications is one of the priorities of the WHO Regional Director's “Vision2023” for the Eastern Mediterranean Region (EMR) and is an integrated part ofthe Department of Communications, Resource Mobilization and Partnership (CRP). The Strategic MediaCommunication (SMC) Programme's Strategic Objective is to reinforceWHO's role as the trusted health authority, and to share evidence-based healthinformation in the Region. The program'sspecific objectives are to: Reach the public, donors, media and otherstakeholders with accurate, timely and appealing information throughtraditional and innovative platforms to: promote WHO's impact and credibility as the leading voice for publichealth highlight heath needs across the region though human storiescommunicate health risks and dispel misinformation. Enhance WHO's capacity to communicate for health,foster partnerships with the media and other key stakeholders, and attract resourcesfor strategic prioritiesReaffirm WHO staff's knowledge of and pride in thework of the Organization Advise senior management on issues that affectWHO's reputation and credibility

DESCRIPTION OF DUTIES

Provide technicaland operational support to planning, developing, and implementing a RegionalCommunications for Health (C4H) strategy aimed at streamlining Programme Communications resources and products at the WHO Regional Office and WHO Country Offices (WCOs) as well as using C4H as a tool to improve healthoutcomes towards achieving the Regional Vision of Health for All by All.Serve asthe primary C4H focal point for the Sport and Health Initiative at the WHORegional Office to advance the Project's communications plans and products in accordancewith a workplan jointly developed by WHO/HQ and WHO/EMRO in coordination with WHO Qatar Desk Office, the State of Qatar (Ministry of Public Health and QatarSupreme Committee for Delivery and Legacy) and FIFA. Develop, write, edit and design printed and electronic content (e.g. web stories, mediareleases, social media cards, newsletters, video and multimedia materials,posters, flyers, infographics, etc) for WHO/EMRO's C4H initiatives andcampaigns, particularly those related to the Sport and Health Initiative, ensuring that the content is newsworthy, accurate, accessible, updated, informative, engaging and aligned with WHO House Style, corporate branding andaccessibility guidelines.Serve as atechnical and coordination point of reference for SMC/CRP Programme Communications Officers assigned to different technical areas of work andensure continued, consistent and streamlined C4H support to all WHO/EMRO Technical Departments as well as WCOs.Provide technicalinput and support to Corporate and Programme Communications Teams to ensurethat health communications campaigns (e.g. health days) and initiatives, particularlythose related to the Sports and Health Initiative, follow the C4Hframework and that the key communications messages and products are carefullytargeted (considering culture, beliefs, values, language and accessibility ofthe target audiences) and strategically framed under the WHO's “Health for All”goal. Support WHO Country Offices to proactively utilize storytelling techniques within theC4H framework to amplify the community voice, increase receptiveness of the WHO's health communication message, and promote adaptation of healthy behaviours.Support developmentand implementation of C4H capacity building initiatives at Regional Office,Country Offices and Ministries of Health in collaboration with UN agencies, andother stakeholders and partners such as the media. Document, monitor and evaluate WHO/EMRO's and WCO's C4H initiatives, achievements,and best practices to maximize its impact - particularly those pertaining tothe legacy and learning of the Sport and Health Initiative, drawing ontechniques and evidence from social and behavioural change communication,health promotion, behavioural insights, community engagement and riskcommunications.Collaborate with other teams across the SMC/CRP Programme as well as concerned technical counterpartsin the Regional Office to ensure coordinated, timely, synergistic andevidence-informed amplifications of C4H products - particularly those relatedto the Sports and Health Initiative - on traditional/digital media and communications platforms/channels across the Region.

REQUIRED QUALIFICATIONS

Education

Essential: A first-level university degree in communications, journalism, humanities, socialsciences, health or a related field. Desirable: Proven knowledge of public health and/or a degree in health communications.

Experience

Essential: At least five years' related experience, with international exposure (e.g. international NGOs, multilateral corporations, diplomatic missions, etc) in the field of health communications including developing and implementing communications content, plans, campaigns and strategies. Desirable: Work experience at the United Nations System (particularly WHO) and/or proven experience in developing advocacy/communication materials (e.g. media/social media content) and campaigns to promote and advocate healthy behaviors (e.g. physical activity. healthy diet, etc.) Experience in handling global or multi-country health communication/promotion campaigns will be considered as an additional asset.

Skills

Theoreticaland practical knowledge of the principles and practices of health communicationsincluding familiarity with relevant theories from behavioural science. Abilityto communicate effectively, including demonstrated skills in writing effectivelyand editing content for a wide range of communications products. Skillsin training, capacity building and knowledge transfer Soundadvocacy skills complemented by the ability to plan and evaluate situations andpropose innovative communication options. Abilityto acquire knowledge and information about a wide range of technical healthsubject matters, and to select, organize and present information in a mannersuitable for the intended audience. Abilityto work with the senior level health officials, partners, multiple stakeholdersand professionals in public and private sector as well as civil society. Soundcoordination and project management skills for delivering communicationsmaterials in coordination with key partners.Provenability to multitask, prioritize, research and produce communications contentand materials with short deadlines.Ability to work harmoniously asa member of a team, adapt to diverse cultural and educational backgrounds andmaintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1829 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
