On March 11th, 2020, WHO declared COVID-19 a pandemic. The highly infectious and transmittable disease resulted in the death of 4.1 M people and infected over 191M as of late July 2021 according to health data sources. The disease has also caused unprecedented social and economic devastation, especially amongst the poor. As the country geared up to control COVID-19, the Ministry of Health and Family Welfare spearheaded a national communication strategy for promoting the Covid appropriate behaviours and sustain these norms, build trust and confidence of communities to follow the COVID protocols. This was followed by the introduction of COVID vaccine which was a significant milestone. The vaccine impact at scale will be achieved if it is distributed equitably and the vaccine acceptance rate is high. The trust in and demand on vaccine requires transparent information and public awareness to support the roll-out of the vaccination campaign. This requires strong communication support to convey the risk of the virus , engage communities and social mobilization and community engagement efforts. Communication messages are important in such situation to generate and manage adequate demand, facilitating eagerness, and addressing vaccine hesitancy and confidence. As the lead technical partner for communication for the Ministry of Health and Family Welfare, UNICEF has developed a coordinated multi-sectoral response to empower, engage and support children, their caregivers and communities from exposure to the novel coronavirus, and its impact using the Risk Communication and Community engagement (RCCE) approach. The UNV is expected to be a part of the team providing the RCCE support to the Ministry and states and facilitate technical communication assistance to UNICEF C4D team around RCCE for COVID-19 to induce behavior change as per the following tasks.

The UNV Communication for Development Officer will support the following areas Risk Communi-cation and Community engagement for COVID -19 Support to COVID-19 RCCE strategy implementa-tion at the national level through coordination with state teams. Coordinate with the knowledge management team for COVID-19 RCCE through identification, documentation and dissemination of best practices, innovations and positive stories, audio visual products. Support in the development and dissemination of communication products for COVID 19 campaigns. Facilitate analysis of data and reporting for donor supported programmes on RCCE for COVID 19 Support in monitoring of all COVID communication related tasks and activities Support knowledge management and documen-tation for COVID-19 through coordination with UNICEF teams in states and partners. Support state offices with RCCE grants planning, campaigns implementation and reporting. Contribute to grant management through financial reports generation, compilation of input from states and drafting of updates, reports. Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting ApplicationContribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. Assist with the UNV Buddy Programme for newly-arrived UN VolunteersPromote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Vol-unteering service whenever technically possible. As an active [insert name Host Agency] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: Consolidated reports of all states for COVID 19 RCCE (as per reporting time-lines) Biweekly analysis and report on COVID updates. Database of guidelines, protocols and advi-sories on COVID 19. Repository of all communication products developed by C4D team (Delhi and state offices). Knowledge management pack of print / audio/ visual stories. Number of grants are allocated to states, reports being produced. Number of local campaigns conceptualized, imple-mented and coordinated at state level. • The development of capacity through coaching, mentor-ing and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Di-versity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobi-lized, activities participated in and capacities developed

At least 3 years of professional work experience at the national and/or international level in areas of social development program planning, communications and public advocacy and/or related areas at the international and/or large organization some of which preferably were served in a developing country is required; experience within public health is an asset, as is experience working in the UN or other international development organization; Excellent oral and written skills; excellent drafting, formulation, reporting skills; Accuracy and professionalism in document production and editing; Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
