Within the delegated authority and under the supervision of Communication for Development Officer or his/her designated mandated representative(s), the UNV C4D Officer will:

• Participate in conducting comprehensive C4D/SBC situation analysis of social, communication, cultural, economic and political issues in the BARMM Region • Provide inputs to the qualitative and quantitative data and information that will support the establishment of a comprehensive and evidence-based information for developing the C4D/SBC component of the Mindanao Field Office’s Rolling Work Plan with the BARMM Ministries • Assess, select, and/or recommend appropriate information and materials for C4D/SBC initiatives verifying accuracy and quality for dissemination • Collaborate with partners to provide operational and technical support in research, development and production of evidenced-based strategies and materials, testing and communicating these through conduct of community engagement events that delivers behavioral and social change • Assess and recommend potential contacts, networks, resources, and tools to support maximum impact and outreach of C4D/SBC initiatives • Advocate, network and build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness • Support the organization, administration and implementation of capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D/SBC planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities, and revise and update them as necessary. • Apply core strategies to ensure results including advocacy, capacity development, behaviour change communications (in cooperation with the C4D Officer), strategic partnerships, services delivery, use of data and innovation/technology as well as networking and team participation/collaboration.
• Provide sound analysis and data for reporting to UNICEF and donors including age and gender disaggregated data, drafting donor reports and proposals and programme documents as required.
• Facilitate effective partnerships and collaboration for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking. • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders. • Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: Results/Outputs can be modified as appropriate; should not entirely mirror the task description but serve as a basis for workplan and deliverables

• To contribute to increasing knowledge and applying C4D/SBC principles in changing behaviors on health and nutrition, WASH, education, and child protection in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) by providing professional, technical contributions to the planning, implementation, monitoring, management and coordination of C4D/SBC activities. The Communication for Development Officer will support the Mindanao Field Office in the overall efficiency and effectiveness of the C4D/SBC component in the Rolling Work Plan.

one or more of the following areas; social development programme planning, communication for development/social and behavior change, public advocacy or another related area. • Experience working in an international Non-Government Organization and field work experience in BARMM is an asset.
• Fluency in English, both oral and written, is required; excellent drafting, formulation, reporting skills. Knowledge local language of the duty station is considered as an asset. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious leaders, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of C4D/SBC. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in UNICEF volunteerism as a mechanism for durable development, and the UN System.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately PHP 36,997.67 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
