You have:
- Min 2 years of experience from working as a liaison and communication, public information and media specialist in a humanitarian/recovery context would be an advantage
- Higher education in a relevant subject or equivalent field experience
- Advanced knowledge of English
- Proficient knowledge of Ukrainian and Russian languages
- Willingness to work in demanding, stressful situations with respect for basic security rules

The Norwegian Refugee Council (NRC) has been working in Ukraine since 2014. Following the escalation of conflict in February 2022, NRC rapidly scaled up its operations across Ukraine and neighbouring countries. NRC’s humanitarian response in the south of Ukraine is focused on an integrated approach that combines its programming expertise (Core Competencies) of Shelter/WASH, Education, Protection from Violence, and Information, Counselling and Legal Assistance (ICLA). NRC and its partners are currently working in all Southern oblasts, through the South Area Office in Odesa and field offices in Mykolaiv and Kherson.

Liaison and Communication Coordinator will closely work with all Programme and if relevant support units in area office as well as Country Office Liaison and Communication team.
Roles and responsibilities The purpose of the Liaison and Communication Coordinator position is day to day follow up and implementation of liaison and communication related functions in the South area office.
Generic Responsibilities 1. Ensure adherence with NRC policies, tools, handbooks and guidelines 2. Implement delegated liaison and communication functions portfolio according to plan of action 3. Prepare and develop status reports as required by management 4. Ensure proper documenting and filing of networking and communication trails. 5. Promote and share ideas for improvement of the cooperation with the external stakeholders 6. Contribute to identification of specific protection risks and needs analyses 7. Contribute to designing of protection response to identified risks and needs 8. Any other tasks that will be assigned by Area Manager.
Specific responsibilities: • Provide liaison with local and regional authorities, including but not limited to facilitating communication, networking, meetings arrangements, correspondence, translating reports, etc. • Develop & maintain bilateral working relationships with comms staff in UN, INGOs at the local level • Provide support to Programme and Advocacy vis-à-vis developing and disseminating quality public information materials, translation and proofreading of booklets, brochures, leaflets, reports, infographics etc. as assigned, and in compliance with NRC and donors’ visibility requirements • Provide support to production of photo and video materials for Programme and Advocacy • Establish and maintain contact with the local and regional level stakeholders, including authorities, media outlets, etc. • Collaborate with Advocacy in implementing communication and advocacy plan through mainstream and social media, public events, global website, drafting public information materials about NRC activities in south Ukraine • Collect and draft materials for writing media and web stories profiling the humanitarian situation in areas of operations • Provide consecutive interpretation from Ukrainian and/or Russian into English language and vice versa during the external meetings e.g. with authorities or during internal meetings in NRC. • Contribute to preparing and circulating factsheets as regular practices and ad-hoc requests • Submit regular activity reports to NRC management
