Result of Service 2. Objectives

The Communications Assistant will perform the following functions: - Collaborate in the development of the Communications Plan of the project that identifies the objectives and communication strategy of the project, resources, external and internal communication channels and key issues to prioritize (including timetable). - Provide support in the identification of priority audiences for the internal and external communications of the project at the local, national, and international levels, the construction of a map of actors and an association plan. - Work proactively with the PMU to identify opportunities to capture and share knowledge and disseminate information on the main advances and results of the project. - Produce and design communication and graphic materials as required, such as press releases, reports, blog posts, web and social media material, MADES newsletters, and notes for UNEP regional newsletters, in coordination with the DIRCOM of MADES. - Design and transform textual information into visual communication materials, such as: presentations, newsletters, blogs, graphic resources in general for social networks and official UNEP and MADES web pages, in coordination with MADES’ DIRCOM and UNEP communication experts. - Build a country-appropriate project narrative, consistent with UNEP's corporate communication style and policy. - Provide support in the field for capturing photographs, filming and managing interviews that serve as a means of verifying the progress and challenges of the project. - Maintain files (physical and digital) of the information and materials produced. - Identify, anticipate, report and establish corrective measures to the risks and potential problems of the strategy and communication plans’ implementation. - Provide support in solutions to graphic communication problems, using innovation, creativity in a responsible manner and following the graphic guidelines of the organization and the project while managing to meet the delivery dates set by the PMU, in coordination with MADES DIRCOM and UNEP communications experts. - Contribute to the dissemination of PMU calls for proposals, such as calls to local partners and other key stakeholders. - Carry out design of flyers, invitations, and other digital and printed communication materials for various project communications, in coordination with the PMU in coordination with MADES’ DIRCOM and UNEP communications experts. - Design t-shirts, kepis, vests and other distinctive materials of the project. - Support the construction of the project's website, loading audiovisual content and other formats, as required, and provide maintenance and updating as required in coordination with UNEP communications experts. - Guarantee the visibility of the project through the media, radio, television and social networks. - Coordinate with the UNEP regional adaptation team the use of the organization's and project's logo, including in publications and any activity directly related to dissemination. - Support in the development of the visual identity and brand of the program and supervise its proper use. - Guarantee communication of the project in coordination with the adaptation and climate change portfolio of MADES; with the rest of the UNEP portfolio in Paraguay (and eventually with that of the other United Nations agencies in the country), and with the UNEP regional adaptation and climate change portfolio. - Serve as a focal point with UNEP's Regional Adaptation and Climate Change Communication Specialists. - Develop and maintain a calendar of project events, ensuring that major events are identified early; support the PMU to develop and manage messages and information material to ensure the success of major events. - Propose and organize specific awareness-raising activities aligned with the project. - Ensure the technical aspects of possible virtual communications of the project such as webinars, conferences on various platforms, virtual workshops, among others in coordination with the DIRCOM of MADES. - Ensure that all outreach information material is written in a way that the public can easily understand the concepts and issues, and tailor each material to reach multiple target audiences, in coordination with the DIRCOM of MADES. - Promote equal opportunities for men and women and the inclusion of indigenous communities within key communication messages. - Develop and maintain contact with key print and electronic media (including radio, television, news websites, and blogs) to provide them with relevant information about the project. - Generate spaces for dissemination/information about the project in the community radio stations of the districts in the area of influence of the project. - Generate a database with contacts of the actors and participants of the activities carried out in the project. - Create monthly reports with metrics about event participants/publications/website visitors, among others. - Prepare products to promote project results and activities in formats such as draft speeches, presentations, letters, reports, brochures, posters, fact sheets and case studies. - Collaborate with other UNEP specialists and communication assistants in Paraguay, Southern Cone and LACO and the UNEP-Paraguay Programme Officer. - Any other activity within the framework of your position that is required by the PMU.

Duties and Responsibilities 1. Purpose

United Nations Environmental Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and acts as an authoritative advocate for the global environment.

The UNEP Office for Latin America and the Caribbean, located in Panama City, works closely with the 33 countries of the region with a population of close to 588 million people and its activities are integrated into the Medium-Term Strategy and the Work Program approved by the United Nations Environment Assembly (UNEA).

The office works for the implementation of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs), the new Paris Agreement and the priority actions defined in the Nationally Determined Contributions (NDCs) and the National Adaptation Plans (NAPs) with countries of the region.

In terms of supporting the countries of the region in achieving the global commitments signed within the framework of the Paris Agreement, the UNEP Climate Change Subprogram for Latin America and the Caribbean aims to strengthen the capacity of the countries to advance on strategies towards a low-emission and climate-resilient climate for sustainable development and human well-being. Within this framework, the UNEP Climate Change Subprogramme, through its Climate Change Unit, leads and supports various initiatives aimed at designing, promoting and implementing innovative mitigation and adaptation solutions at the national and subnational levels, and strengthening the country transparency.

The expected achievement with respect to adaptation to climate change is that adaptation approaches, including Nature-based Solutions (NbS) with an ecosystem-based approach (EbA), are implemented and integrated into key national and sectoral development strategies to reduce vulnerability and strengthen resilience to the impacts of climate change. In addition, the UNEP Climate Change Subprogramme is also committed to ensuring that cross-cutting issues such as gender equity and women's empowerment are effectively integrated into the development of its tasks to ensure equitable development in line with its adaptation goals.

The adaptation team of the Climate Change Unit is implementing a portfolio of projects and continuously developing a portfolio of new projects, both for adaptation planning and for the implementation of concrete measures, in the three subregions of the region: Central America, South America and the Caribbean. The adaptation team works in close coordination with the rest of the Climate Change Unit and UNEP regional office, regional, sub-regional and country offices in the region and around the world, including Headquarters; other agencies, programs and funds of the United Nations system; Regional and subregional organizations, country institutions, and national and local organizations; and donors and financial institutions such as the Green Climate Fund (GCF), the Global Environment Facility (GEF) or the Adaptation Fund (AF).

As part of this support to the countries of the region, UNEP signed an agreement with the Ministry of Environment and Sustainable Development of Paraguay (MADES) to implement the project "Adaptation based on ecosystems to reduce the vulnerability of food security to the impacts of climate change in the Chaco region of Paraguay” (AbE Chaco Project), with the financial contribution of the Adaptation Fund (FA).

The Project began its activities in April 2019 and aims to contribute to reducing the vulnerability of food security to the effects of climate change in the following communities of the Paraguayan Chaco: i) General Díaz, ii) Cacique Sapo, iii) Pozo Hondo, iv) Jasyendy and iv) Campo Loa in the Department of Boquerón, and iv) Toro Pampa, vii) Colonia María Auxiliadora, viii) San Carlos, ix) 14 de Mayo, x) Sierra León, and xi) Puerto Diana in the Department of Alto Paraguay.

The project has three components: Component 1: Knowledge management on vulnerability and resilience to climate change enhanced with tools and instruments to implement cost-effective adaptation measures. Component 2: Adaptive capacity in rural areas of greater vulnerability strengthened through specific adaptation measures that favor an ecosystem approach. Component 3: Development of capacities and awareness to implement and improve the effective implementation of adaptation measures at the national and local levels.

The implementation of the project has a Project Management Unit (PMU), which is in charge of the technical, operational and administrative management of the project, as well as the development of activities in the field. To meet the objectives and results of the project, a Communication Assistant is required to lead processes of preparation and systematization of information, dissemination of content and implementation of the project's Communication Plan.

The Communication Assistant will operate under the general supervision of the Adaptation Program Officer of the UNEP Office for Latin America and the Caribbean, in close coordination with the Project Coordinator, and in collaboration with the UNEP Adaptation team and the National Directorate for Climate Change (DNCC, MADES), from Monday to Friday, 40 hours per week, full time at the Project Management Unit (UGP), Ministry of Environment and Sustainable Development (MADES), Asunción, Paraguay

Qualifications/special skills ACADEMIC: - Bachelor's degree in Communication Sciences, Journalism, or related areas (Required) - Master's degree, specializations in topics related to communication, marketing, journalism or related fields will be valued. - Graphic design studies will be valued.

PROFESSIONAL: At least 5 years of relevant support and/or support work experience in the area of social communication, press, communication for development, and/or corporate communication (Required). Experience in graphic design, production of audiovisual materials (photography and filming), systematization of knowledge based on field interviews is required. Experience in project communication management in the field of organizations in both the public and private sectors and/or international organizations (desirable). Experience in organizations of the United Nations System or in international organizations (desirable). The presentation of communication products designed and implemented (Strategies, Communication Plans, communication products such as videos, publications, among others) will be valued. Advanced knowledge of graphic design tools (such as Corel or Adobe Creative Suite) and editing of audiovisual materials, among others, will be valued.

Languages LANGUAGE: - Fluent in Spanish is required. - Confident in English is required. - Confident Guaraní language is an advantage.

Additional Information KNOWLEDGE AND SPECIAL SKILLS: - Excellent oral and written communication skills, as well as active listening. - Ability to collect, analyze and synthesize data and generate relevant information. - Ability to work in a multidisciplinary team and ability to work collaboratively and participatively. - Excellent command of computer tools (Microsoft Windows operating systems) and office package (Microsoft Office: Word, Excel, PowerPoint).
