The Fiji multi-country office covers ten countries including Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu as well as provides support to regional initiatives.

UNDP in the Pacific has developed its multi-country programme document (MCPD, 2023-2027) to guide its interventions in the next five years in full alignment and directly to contribute to the United Nations Sustainable Development Cooperation Framework (UNSDCF, 2023–27). The Office covers 10 countries in the Pacific with an extensive portfolio which has grown over time. The UNSDCF and UNDP MCPD are designed in full alignment with the 2030 agenda, Samoa Pathway, and 2050 Blue Content Strategy, which is endorsed by the Pacific Island Countries (PICs) among others. The UNDP Pacific Office next five-year plan strategic priorities are encapsulated under three outcome areas: (i) Planet, (ii) Prosperity, and (iii) Peace.

Energy is one of UNDP’s six signature solutions – alongside poverty and inequality, governance, resilience, environment, and gender equality - to support countries towards three directions of change: structural transformation, leaving no one behind and resilience. As per UNDP’s new Strategic Plan 2022-2025, and the new MCPD (2023-2027), UNDP Pacific office aims to increase energy access for those furthest behind. By speeding up investment in distributed renewable energy solutions, especially for those hardest to reach and in crisis contexts, it aims to increase access to clean and affordable energy.

This position is part of the ‘‘Promoting Green Transformation in the Pacific Region towards Net-zero and Climate-resilient Development’’ regional Project, managed and implemented by UNDP. The Project is funded by the generous support of the Government of Japan under the JSB. The project supports four small islands countries, namely: Vanuatu, Samoa, Timor-Leste, Papua New Guinea, and regional component. In Vanuatu, as part of the regional project, this project aims to achieve the following outcome ‘‘By 2024 eight additional eight additional communities’ access to green energy that contributes to achieving the National Energy Road Map (NERM) target i.e., 100% electrification with Renewable Energy by 2030’’.

Within the delegated authority and under the supervision of Project Manager or his/her designated mandated representative(s), the UN Volunteer Communication and M&E Officer will:

• Support to formulation and implementation of internal and external communications and advocacy strategies, support to business development. • Support to implementation of monitoring and evaluation policies and strategies including implementation of monitoring tools and standards such as environment social safeguard policy of UNDP. • Ensure integration of gender in the project. • Support to the evaluation process. • Facilitation of knowledge building and knowledge sharing on monitoring and evaluation.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

working with quality assurance instruments and results-based management models (4 years of experience required for Bachelor's degree holders, 2 years of experience required with Master’s degree). • Experience in programme management and multilateral development stakeholders. • Sound knowledge and practical experience in environment, energy, climate change, gender analysis, planning and programming. • Proven experience with planning, design and implementation of M&E systems, M&E methods and approaches and data/information analysis is required. • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems. • Excellent writing and analytical skills in drafting concept notes and reports. • Progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project management in the context of development cooperation or related area is required. • Experience in handling of web-based data management systems is an asset. • Proficient in photo editing and video editing software/platform. • Proven experience in handling and developing communication content/materials across different communication channels (both online and offline). • Excellent interpersonal and networking skills, including the ability to liaise effectively at project management levels. • Ability to communicate and function effectively in an international, multicultural environment. • Ability to work effectively in a team

Vanuatu is a beautiful island with well security situation, with access to air travel, medical facilities, banking facilities, communications infrastructure.

Vanuatu is a unique country with a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
