Overview

Manage communication and knowledge products for UNCDF's Inclusive Digital Economies.

You have:

  • Master’s degree in communications, public relations, advocacy, or related field
  • A minimum of five (5) years dedicated experience in knowledge management or communication
  • Proven experience in digital financial inclusion is required
  • Proven experience in management of events and coordination of contributions from different stakeholders
  • Proven experience in writing engaging knowledge pieces and communications materials
  • Experience working with international organizations, developing country governments, donor agencies and/or NGOs
  • Experience with a UN organization/agency is preferable
  • Experience with EU Communications & Visibility requirements is desirable

Contract

Travel: This is a home-based position. UNCDF will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services in case of reassignment to different duty station.

The individual is expected to travel sporadically in performing their functions. All travel costs will be covered directly by UNCDF, following UNCDF/UN’s rules and regulations.

Office/Unit/Project Description:

UNCDF is the UN’s capital investment agency for the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers ‘last mile’ finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

The UNCDF strategy of ‘Leaving no one behind in the digital era’ is based on over a decade of experience in digital finance in Africa, Asia and the Pacific. The goal of UNCDF is to empower millions of people by 2024 to use services daily that leverage innovation and technology and contribute to the SDGs. To achieve this vision UNCDF uses a market development approach and continuously seeks to address underlying market dysfunctions that exclude people living in the last mile.

The team working under the Inclusive Digital Economies (IDE) practice area at UNCDF is composed of technical experts in digital finance and services as well as communication and knowledge managers. The latter support the technical experts in building a community of practice in the inclusive digital economy space. The communication and knowledge managers support the technical team in documenting, packaging and disseminating learnings generated by projects carried out with partners from the public and private sector (government representatives, MNOs, Fintechs, Banks etc).

One example of the IDE programmes is the one recently initiated in partnership with European Union and the Organization of Africa, Caribbean and Pacific States (OACPS). This initiative of €14.5 million aims at unlocking the potential of digital finance to benefit more than 600,000 women, youth and entrepreneurs across African, Caribbean and Pacific countries. As part of that programme UNCDF is supporting key policy reforms for digital transformation and the creation inclusive financial services tailored to the needs of women and youth in the three regions.

Institutional Arrangement:

The communication and knowledge management officer, IPSA will join the IDE support unite based in Brussels and will contribute to the effective delivery of the activities by the practice, reporting to the Digital Knowledge and Communication Lead for Africa, Asia and the Pacific and in close collaboration with other IDE colleagues in countries.

This position will be initially home based and with possibility to be reassigned to the Brussels office or in a country under one of the IDE programmes as the needs arise.

Duties and Responsibilities

Scope of Work:

The communication and knowledge management officer, IPSA, is responsible for the knowledge management and communication of the activities carried out by the Inclusive Digital Economies practice with a focus on East Africa, the Pacific and the Caribbean countries under the EU-ACP programme and countries under other funding. The communication and knowledge management officer, IPSA, will work under the supervision of the Digital Knowledge and Communication Lead for Africa, Asia and the Pacific and in close collaboration with the other IDE colleagues at country and HQ level. The communication and knowledge management officer, IPSA, will be responsible for the production of the knowledge products and the visibility of these products.

Summary of key functions:

  • Oversee the learning agenda and the documentation of learnings
  • Manage the writing and production of learning pieces
  • Contribute to the development of the IDE community of practice
  • Devise and implement multimedia communication strategy and plans
  • Support the organization of conferences, events and information sharing workshops

Oversee the learning agenda and the documentation of learnings

  • With the technical team and the results & measurement (RM) team define the learning questions to be addressed by the projects and the activities
  • Monitor the documentation of learnings and lead the production for certain aspects such as video interviews and photography
  • Support the team in compiling and analysing data in the monitoring and evaluation system for the IDE activities

Manage the writing and production of learning pieces

  • Draft with the technical team and project partners publications in a variety of formats that match the needs of the target audience (public and private stakeholders active in the digital economy space)
  • Produce annual calendar of content related to the learning agenda and activities
  • Contribute to the production of reports for funders and partners

Contribute to the development of the IDE community of practice

  • Based on the learning agenda devise a strategy to manage the community practice and encourage peer learning
  • Produce on a quarterly calendar of activities and subjects to be addressed with the community of practice
  • Maintain the community by inviting stakeholders to join and manage the conversations and list of members by country and type of stakeholder

Devise and implement multimedia communication strategy and plans

  • Ensure learning products reach their audience (public and private stakeholders active in the digital economy space)
  • Devise the communication plans for learning products and implement through the main channels used by the IDE practice (newsletter and social media channels, third party websites, etc)
  • Produce blogs, press, release, social media, video, animations etc content that support the visibility of learning products
  • Liaise with the press/media to disseminate learnings and communicate about the activities in countries

Support to organization of conferences, events and information sharing workshops

  • Support the organization of events by drafting event concept notes and agenda, including visibility plan
  • Coordinate the events logistics (for online and physical events) including the procurement of facilities and set up of venue
  • Contribute to the production of all communication assets for events: invitations, agenda, presentations, etc.
  • Monitor event indicators (registrations, participation, post event survey etc)

  • Proven experience in digital financial inclusion is required.
  • Proven experience in management of events and coordination of contributions from different stakeholders.
  • Proven experience in writing engaging knowledge pieces and communications materials.
  • Experience working with international organizations, developing country governments, donor agencies and / or NGOs and other civil society groups involved in various sectors of international development.
  • Experience with a UN organization/agency is preferable;
  • Experience with EU Communications & Visibility requirements is desirable.
