PURPOSE OF ACTIVITY/ASSIGNMENT:

The consultant will engage in behavior change and external communications, as well as community engagement to sustain and scale-up efforts in controlling the spread of COVID-19 and the broader impact on child rights and wellbeing. This will be conducted and coordinated with UNICEF SA staff and consultants, external partners and aligned to the national authorities’ response to COVID-19 at national and sub-national levels.

The consultant will report to the Communications Specialist and work closely with the Chief of Communications & Partnerships in providing strategic support to the section and increasing visibility about issues affecting children and UNICEF’s response. SCOPE OF

WORK:

The consultant will work across UNICEF South Africa’s 4 RCCE Pillars, as well as supporting related external communication work. This includes the activities listed below but may also require the consultant to take on additional duties and roles as agreed by the consultant, Communication Specialist and Chief of Communication and Partnerships.

• Oversee UNICEF and partners produced content, outreach and approach to Zwakala, the national youth-focused and multi-partner campaign to build vaccine demand in South Africa. • Support social media monitoring and social listening and response to COVID-19 misinformation and rumours. • Support research development, content development as well as monitoring and evaluation of the impact of UNICEF-funded RCCE work in South Africa • Provide inputs for and support the development of RCCE strategies, costed plans of action and other relevant documents including funding proposals, monitoring reports etc. • Provide creative and editorial guidance for multi-media content, developed by partners and service providers, including rapid surveys around knowledge, perceptions and the generation of key data to inform RCCE actions. • Contribute to and support the design, development, pre-testing, production, printing and dissemination of relevant COVID-19 (as we well as other as yet unforeseen public health crises or disasters) RCCE materials meeting on-ground requirements and standards • Ensure productive and strong partnerships throughout all relevant work with key stakeholders – community groups, leaders and other partners in community and civil society – for the promotion of key behaviours to stop transmission. • Compile quarterly Situation Reports on UNICEF SACO’s response to the COVID-19 pandemic. • Engage with media and pitch ideas and content for media use. • Support donor specific visibility.

MINIMUM QUALIFICATIONS required:

Masters in International Relations / Development Studies / Political Science / Sociology / Anthropology

KNOWLEDGE/EXPERTISE/SKILLS required:

• At least two years of RCCE/behaviour change-focused project management experience • Familiarity with multilateral institutions and experience with a UN agency would be an asset • Experience managing / overseeing multimedia content production • Demonstrable media knowledge and ability to engage with journalists and community media outlets • Excellent (English) writing skills • Ability to meet tight deadlines
