PURPOSE OF THE JOB

The Cold Chain Logistics Specialist reports to the Deputy Representative Operations and will work closely with the Chief of Health and the Supply and Logistics Specialist and is responsible for the implementation and strengthening vaccine management, EPI supplies and cold chain systems. In collaboration with UNICEF’s Health and Nutrition Programme team, national partners on immunization service supply chain management, the incumbent will provide technical support in defining supply requirements for vaccines and cold chain equipment and accessories for programming.

Key function, accountabilities, and related duties/tasks

Under the general guidance of the supervisor, the incumbent will undertake the following specific tasks:

  1. Information Management, Reporting and Monitoring
  • Elaboration of the proposal required for the cold chain equipment optimization platform (CCEOP) application.
  • Responsibility for the maintenance of the vaccine database, with regular updates of the vaccine stock management tool (SMT) and use of the visibility of vaccines (VIVA) platform.
  • Meet reporting obligations by ensuring the timely completion and monitoring of the effective vaccine management assessment (EVMA) recommendations and implementation of Supply Chain Continuous Improvement Plans (SCIP). Provide relevant inputs for the preparation of donor reports as per requirements and set timelines.
  • Monitor implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of vaccine management and supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children.
  1. Immunization Supply Chain Service Delivery and Systems Strengthening
  • Based on the updated cold chain inventory of the country, the incumbent will perform cold chain gap analysis and support EPI and UNICEF teams to identify the cold chain expansion and replacement requirements.
  • Outsource maintenance services of the cold chain equipment to companies.
  • Support the development of the CCEOP Operational Deployment Plan (ODP) and the elaboration of the CCEOP proposal to be submitted to GAVI IRC
  • Support trainings on Effective Vaccine Management to EPI staff and support the national EPI team and partners to implement Effective Vaccine Management Continuous Improvement Plan (cIP) towards better performance across the supply chain standards
  • Assist national logisticians to conduct temperature mapping for each cold room at central level using the WHO tool (protocol, training, data analysis).
  • Assist the country in the elaboration and submission of the applications for the introduction of new vaccines.
  • Provide technical advice and support to the immunization team to strengthen routine immunization supply chain management.
  • Provide regular feedback on vaccine stock and cold chain management to UNICEF programme and operations teams.
  • Put in place a functional PUSH system for the distribution of vaccines and consumables from central, regional depots to health structures.
  • Put in place tools for monitoring the distribution of vaccines in central, regional depots and health structures
  • Provide input to the immunization programme action planning and advice on supply requirements for Annual Work Plans.
  • Ensure appropriate planning, implementation, monitoring and evaluation of the immunization supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.
  • Develop an immunization supply & logistics strategy based on risk assessment analysis and programme assumptions.
  • Establish strong working relations with regional office cold chain logistics specialist, as well as Supply Division, to align with global and regional approaches and initiatives in supply chain management.
  1. Technical and Advisory Support to the Ministry of Health and National Systems
  • Participate in coordination, implementation and monitoring meetings with internal and external partners and establish close collaboration with Country Supply and Logistics Unit.
  • Promote and drive immunization supply chain strengthening and change management initiatives with the government and partners, to ensure efficient and effective supply chains for children.
  • Advisory support to the Ministry of Health and national systems in defining and determining supply solutions for children, such as use of procurement services; supply financing solutions; local market development; private sector engagement

To qualify as an advocate for every child you will have…

  • University Degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, Health or related social science field.
  • Certification in refrigeration and air-conditioning systems and experience in managing Immunization supply chain is an asset.
  • A minimum of five (5) years of relevant experience, at the national and international levels, in immunization/cold chain supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required. Understanding of development and humanitarian work. Emergency experience in a fragile Country. Health supply chain management experience is essential.
  • Knowledge of developing the Health System Strengthening (HSS) and Cold Chain Equipment Optimization Platform (CCEOP) requests as well as implementing the CCEOP operation deployment plan (ODP).
  • Knowledge in installation, repair and maintenance of cold chain equipment especially the solar direct drive (SDD), temperature mapping of cold rooms and forecasting for vaccines and EPI supplies is a must.
  • Fluency in English and French is required. Knowledge of Portuguese is highly desired.
