Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

How can you make a difference?

Purpose of Activity/Assignment:

The CCL&VM-Sub national will support states during the response to a poliovirus outbreak, working under the supervision of UNICEF Country Offices and in collaboration with the EPI cold

The CCL&VM support to the team at the country office will ensure that the response is:

1. Aligned with the government/Ministry of Health (MOH) plans and strategies, and

2. Aligned with the latest outbreak response SOPs.

1 Work assignment:

  • Collaborate with SMOH/WHO and other GPEI partner teams and the Outbreak Coordinator to ensure state levels implement:
  • The Standard Operating Procedures for responding to a poliovirus event or outbreak
  • The guideline for Cold chain logistics and vaccine management during SIA; -
  • Technical guidance nOPV2 vaccine management, monitoring, removal and disposal.
  • Develop the National Logistics Plan or update from a previous version in consultation with the National Cold Chain and Vaccine Management sub-committee
  • Build capacity and to monitor the implementation of all aspects of the Cold Chain, Logistics and Vaccine Management
  • Facilitate the distribution and optimal use of vaccines and consumables according to macro and micro-plans and ensure that receipts comply with the distribution plan
  • Ensure the proper storage of vaccines and consumables at each level of the supply chain
  • Develop mechanisms to accelerate the preparation, verification, correction and compilation of reports (vaccine utilization reports and A forms) and their daily transmission upstream
  • Collect and analyze vaccine stock and utilization status at all levels of the supply chain after each round
  • Submit vaccine stock reports when submitting requests for additional vaccines

  • ​Preparation for NIDs first round completed measured by Readiness Assessment Tool for

  • Supplementary Immunization Services (SIA) is checked 100% before campaign start date.

2 Work assignment:

  • Train staff and partners involved in the response in vaccine management, logistics and cold chain management in accordance with the guidance note and available learning modules.

Expected deliverables/outputs through 31 March 2023

  • NIDs first round successfully implemented with proper vaccine management and form A for vaccine management for all level timely submitted and validated

3 Work assignment:

  • The consultant will provide technical assistance to ensure that all procedures are followed as per SOP-nOPV2, such as:
  • At end of each round all partially used type mOPV2 or nOPV2 vaccine vials are disposed of as per OBR and/or national guidelines and all unopened vials are retrieved at a predetermined level of the supply chain for future used
  • At end of the final round, all used and unused mOPV or nOPV2 vials are disposed of as biological waste as per WHO and/or national guidelines and MOH attests to restoration of PV2 free status for the country

Expected deliverables/outputs through 30 April 2023

  • Used and partially used vails of mOPV2 or nOPV2 disposed off as per the national guidelines and procedures documented

4 Work assignment:

  • Prepare reports as per GPEI requirement for each round and at end of final SIA round and complete the validation exercise for mOPV& nOPV2 with drawl from lower level to national level.

Final report on vaccine management component completed, validated, endorsed and submitted to Regional polio Outbreak Preparedness and Response Committee

5 Work assignment:

​Support epidemic response assessment teams (OBRAs) and external reviews with information related to vaccine management, logistics and the cold chain. Support the country on the final disposal and containment plan for unused mOPV and nOPV2

Expected deliverables/outputs through 30 June 2023

Remaining vaccine stock recalled to national level and stored guarded until final destruction as per OBRA recommendation

To qualify as an advocate for every child you will have…

Public Health, Medicine, Nursing, Pharmacy

  • At least 3 years of professional work experience at state/national level in outbreak response, routine immunization, public health, and other relevant programs.
  • Demonstrated experience providing technical assistance to governments on the implementation of outbreak responses (Polio)
  • Emergency work experience is an asset.
  • Willingness to immediately take up the assignment.
  • Demonstrated ability to work in a multi-cultural environment

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
