Duties and Responsibilities The CTCN is the operational arm of the UNFCCC Technology Mechanism. It is hosted by UNEP, in collaboration with UNIDO and 13 Consortium Partners. The mission of the Climate Technology Centre and Network (CTCN) is to stimulate technology cooperation and to enhance the development and transfer of technologies to developing countries.

The mission of the Climate Technology Centre and Network is to stimulate technology cooperation and to enhance the development and transfer of technologies to developing countries. The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement technology projects that span the technology transfer continuum. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low emissions and climate-resilient development in a manner consistent with the capabilities and priorities of countries. The CTCN Partnership and Liaison Office in the Republic of Korea is set up-up to enhance climate technology development and transfer and to strengthen the linkages between the CTCN and the Green Climate Fund and between the CTCN and other entities working on climate technologies that are based in the Republic of Korea. The Office also serves as a Centre of excellence for collaborative RD&D on climate technologies. The CTCN is also collaborating with the GCF (Green Climate Fund) to facilitate access to environmentally sound technologies that address climate change and its effects, including through the provision of readiness and preparatory support delivered directly to countries through their GCF NDA. These actions are in line with the guidance of the GCF Board (Decision B.14/02) and the UNFCCC, particularly paragraphs 4 and 7 of 14/CP.22 that addresses Linkages between the Technology and the Financial Mechanisms. The CTCN is therefore implementing some of its technical assistance using GCF readiness funds accessed via the country’s NDA. A consultant is required to support CTCN in operationalization of the work of the CTCN Partnership and Liaison Office. The consultant would also upscale the work of the CTCN through the stakeholder engagement and will continue to provide support to more countries towards transformational long-term climate actions. The consultant would support the activities of the newly established CTCN Liaison Office, as follows: - Capacity Building of Regional Developing Country NDEs - Provision of Service as a Centre of Excellence on RD&D for Climate Technologies - Establishment of Twinning Arrangements - Technical Assistance to countries - Communications and Knowledge Management

Qualifications/special skills Skills: 1) Thorough understanding of the UNFCCC, GCF, SDGs, the Paris Agreement and other relevant international agreements. Academic Qualifications: Advanced university degree in (Master’s degree or equivalent) in engineering, technology, environmental science, public policy or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree Experience: 1) At least 5 years proven expertise in climate change and sustainable development, adaption and/or mitigation programmes at management level and evaluation methodologies. 2) Knowledge of broad environment and climate/weather/energy considerations in community development and/or humanitarian settings. 3) At least 3 years project management experience in developing country situations 4) Proven experience in the management of data, information, knowledge and the creation of knowledge (intellectual) capital, knowledge sharing, effective communications, methods and strategies 5) Demonstrated expertise in convening stakeholder consultation and participatory approaches to project development with excellent interpersonal and facilitation skills. Language: 1) Fluency in written and spoken English is required. Knowledge of Korean is desirable

Additional Information Specific tasks and responsibilities

1. Capacity Building of Regional Developing Country NDEs: Outputs: List of topics for CTCN regional forum and training events 2. Provision of Service as a Centre of Excellence on RD&D for Climate Technologies: Outputs: mapping of institutions and experts working on climate technologies RD&D; inputs to training materials on establishing and operating RD&D institutions; information on good practices and lessons learned in RD&D

3. Establishment of Twinning Arrangements: Output: mapping of successful twinning arrangements on climate technologies

4. Pro-bono Support of CTCN Technical Assistance by Network Members based in the Republic of Korea Outputs: monitoring tool on pro-bono Technical Assistance developed and continuously updated; guidelines, best practices and lessons learned on pro-bono support developed

5. Communications and Knowledge Management: Outputs: communications and awareness raising materials on Liaison Office activities with a focus on pro-bono support
