Role

The impacts of climate change, extreme weather events and climate variabilities disrupt peoples' livelihoods, causing important human and livelihood loss, food insecurity and displacing entire communities. Under the changing climate, building coping mechanisms and risk management capacity of communities on local, national, and regional level is essential to build climate resilience.

NORCAP has an ambitious goal to support increased climate resilience and environmental sustainability for people. Since 2015, we have worked to strengthen climate services in East and West Africa, to improve the quality and usage of weather information to increase climate resilience for people.

We are looking for someone with solid experience and understanding from working with climate and weather services from the development or humanitarian sector to serve as Thematic Manager for our climate services programme.

The Thematic Manager will work in the Section for Innovation Business Development and Analysis in NORCAP’s Head Office in Oslo. The position is responsible for developing and delivering results within this thematic area, in accordance with the NORCAP new strategy for 2022 to 2025 and relevant strategic action plans, to ensure that NORCAP is a relevant and leading actor within climate services.

Responsibilities:

  • Responsible for developing and implementing strategic plans related to NORCAP’s programme on Climate Services
  • Accountable for delivering results within the programme and projects in accordance with relevant strategic plans, grant agreements, result frameworks and budgets
  • Proactively contribute to an effective and well-functioning team that delivers collectively and according to plans.
  • Stay updated on the thematic area covered by this position to guide and develop NORCAP’s programme and advocacy efforts
  • Represent the project in relevant fora and vis-à-vis international, regional and national donors, partners and stakeholders.
  • Responsible for thematic content to donor reports, in close collaboration with Project Manager.
  • Provide inputs to the budgeting processes, as requested by the Project Manager
  • Ensure synergies between own thematic area and other related thematic areas in NORCAP.
  • Review and assess the expertise available for thematic area of responsibility and lead the preparations of new recruitments in collaboration with recruitment advisers. Facilitate and promote best practices and learning across the department

Qualifications:

  • Minimum of 5 years of relevant experience within the humanitarian, development, or peacebuilding sectors
  • Master’s degree or equivalent within climate change, meteorology, environmental studies, or other relevant field of study (including proven work experience and skills). Documented results within developing and leading programs in the relevant thematic areas
  • Experience from strategy work, fundraising, project management and advocacy.
  • Demonstrated professional experience in maintaining and developing partner and donor relations
  • Demonstrated professional knowledge of the humanitarian/development/peacebuilding sectors at both policy and operational level
  • Demonstrated experience with initiating, planning, and executing projects in the relevant sector
  • Experience with personnel administration, preferably from international work
  • Good interpersonal and communication skills
  • Documented results related to the position’s responsibilities.
  • Fluency and proficient writing skills in English.
