Climate Policy Advisor

Result of Service The ultimate result of services is to develop a forward-looking and responsive five-year Programme of Work that lays out how the CTCN will deliver on its objectives and to guide the operations of the CTCN from 2023-2027. The senior policy specialist will deliver a high-level strategic document that will have a significant impact on CTCN communication, positioning and programming vis-à-vis the Advisory Board, donors, and international partners. This document is of vital importance to the organization.

Expected duration 100 days of work over a 9-month period, starting on 1st April 2022 and ending on 31st December 2022.

Duties and Responsibilities The Climate Technology Centre and Network (CTCN), headquartered in the UN City in Copenhagen, is the implementation arm of the Technology Mechanism of the United Nations Framework Convention on Climate Change (UNFCCC).The CTCN promotes accelerated technology development and transfer, as well as strengthened policy and regulatory environments, at the request of developing countries as they seek to fulfil their Paris Agreement and Sustainable Development Goals. The Centre has served over 101 countries since its launch in the fall of 2013, providing targeted mitigation and adaptation interventions that enable countries to make progress in their transition to more climate-resilient, low GHG emission economies. The CTCN is hosted by the UN Environment Programme (UNEP). Technology transfer has been a cornerstone of the UN Framework Convention on Climate Change (UNFCCC) since it was established. Acknowledging the need to accelerate the transfer of climate change mitigation and adaptation technologies, the Parties to the Convention took a major step forward by establishing the Technology Mechanism at the 16th session of the Conference of Parties (COP) in Cancun in 2010. The CTCN serves as a trusted technology partner, matching developing country needs for climate change-related technology equipment, methods, capacity building and policy advice with world-class expertise. It does this through a distributed model that includes a global network of over 650 technology experts from academia, civil society, finance, the private sector and research institutions; 160 national climate technology focal points; technical resources of the UNEP; and a secretariat headquartered at the UN City in Copenhagen. The CTCN implements its mission through three core services defined by the UNFCCC: 1) providing technical assistance at the request of developing countries to accelerate the transfer of climate technologies; 2) fostering collaboration and innovation among climate technology stakeholders via the Centre's network of regional and sectoral experts from academia, the private sector, and public and research institutions; and 3) strengthening climate change capabilities through knowledge sharing and capacity building. The CTCN’s activities are guided by multi-year Programme of Works that align the country-driven services provided by the CTCN with the actions and activities specified in the Technology Framework of the Paris Agreement. Annual Operating Plans, derived from the Programme of Work, set targets on an annual basis in line with resources available to support the CTCN’s operations, and provide detail on the activities of the CTCN that fall within its mandate as the implementation arm of the Technology Mechanism. At its second meeting in September 2013, the CTCN Advisory Board approved an initial five-year Programme of Work to guide the operations of the CTCN during its start-up phase from 2013-2018. At its twelfth meeting in October 2018, the CTCN Advisory Board approved the second Programme of Work for the CTCN from 2019-2022. The CTCN has undergrown significant growth during the period of the second Programme of Work, rising to more than 300 technical assistance requests for both single-country and regional projects. In the course of 2022, the CTCN will develop its third Programme of Work (2023-2027) to be considered for adoption by the CTCN Advisory Board at its twentieth meeting (expected September 2022). In parallel to the Programme of Work, the CTCN will develop a robust forward-looking Resource Mobilization and Partnership Strategy and implementation plan which takes into account the changing donor landscape and assesses lessons learned from past and current resource mobilization and partnership efforts to ensure that stable and secure funding is available for the implementation of the Programme of Work. The CTCN seeks a senior climate policy specialist, with extensive experience in the international climate negotiations process and with climate technology programming, on a short term basis to design and draft its 2023-2027 Programme of Work through an inclusive and participatory process. The consultancy is home-based, with up to two(2) travels to the CTCN Headquarters.

Qualifications/special skills Skills: 1) Thorough understanding of the UNFCCC, GCF, SDGs, the Paris Agreement and other relevant international agreements. 2) Demonstrated knowledge of climate change issues and policies 3) Familiarity with technologies related to climate change action is considered an asset. 4) Ability to synthesize information in a clear and well-structured manner 5) Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research methods, including interviews and sourcing information from electronic sources. Academic Qualifications: Advanced university degree in (Master’s degree or equivalent) in engineering, technology, environmental science, public policy or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree Experience: 1) At least fifteen years of experience related to international climate change policy and/or negotiations. 2) Proven experience and success in developing organisational level strategy documents that links the strategic visions of the organisation and present solutions. 3) Familiarity with the CTCN, its operational structure, mandate and objectives is strongly preferred. 4) Strong analytical, strategic thinking and planning skills and ability to work under tight deadlines. 5) Ability to consolidate and triangulate data and derive meaningful information from multiple sources 6) Demonstrated expertise in convening stakeholder consultation and participatory approaches to project development with excellent interpersonal and facilitation skills. 7) Proven technical expertise in data collection (surveys, interviews, desk research), qualitative and quantitative analysis. Language: 1) Fluency in written and spoken English is required. Knowledge of French is desirable.

Additional Information Deliverable 1: Inception report with process guide and outline of Programme of Work document and clear timelines - Literature review of the mandate of the CTCN, recent decisions by the Conference of the Parties (COP) relevant to the CTCN, key external documents published by I/NGOs, UN organisations and other sources, and internal documents including the recently concluded Second Independent Evaluation of the Effectiveness of the CTCN, the latest CTCN Programme of Work (2019 – 2022) and annual operating plan reports and UNEP’s Medium Term Strategy document (2022-2025). - Inception report that outlines a step-by-step process, methods, tools and timelines for the development and validation of the CTCN’s five-year Programme of Work (2023 – 2027) as well as an outline of the Programme of Work document.

Deliverable 2: Solicit inputs through inclusive and participatory consultations with the Centre’s various stakeholders and provide written reports for consultations - Together with the CTCN Secretariat, finalise and agree on the list of stakeholders for consultation and series of questions - Liaise with the Consultant working on the development of a Resource Mobilisation and Partnership strategy to ensure relevant stakeholders and questions are integrated in the overall consultation plan. - Complete a first layer of stakeholder consultations (approx. 30 stakeholder consultations - including but not limited to CTCN staff, select network members and consortium partners, financial institutions, private sector entities, donors, NDEs, NDAs, GEF OFPs and government representatives, Technology Executive Committee (TEC) and CTCN Advisory Board members, civil society, R&D institutions, and experts on climate change in general, and climate change technology specifically) through qualitative methods and instruments such as Key Informant Interviews (KIIs), Focus Group Discussions (FGDs) and consultative workshops (where required) to triangulate with findings from the literature review.

Deliverable 3: Prepare first draft forward-looking and responsive Programme of Work, including costed budget and projections - Through a consultative process with CTCN staff and using inputs from deliverable 2 and application of appropriate tools of analysis derive a descriptive narrative of key issues/needs, themes, barriers and trends. Clearly articulate the mandate, vision and priorities of the CTCN: identify focus areas (across the CTCN service areas, including technical assistance, capacity building, networking but also including cross-cutting themes such as Youth, Gender, and innovation programming), intervention strategies (e.g regional and programmatic approaches), strategic objectives and key result areas that the CTCN is prioritising to address in the long term and which will best position the CTCN to meet the climate technology needs expressed by developing countries and highlighting linkages to UNEP’s Medium Term Strategy (2022-2025). - Elaborate targets for outputs and impacts associated with the work of the CTCN that meets the expectations of its stakeholders, including the UN Environment Programme as the host institution, the CTCN Advisory Board and the donor community. - Review institutional capacity and set-up of the CTCN against its mandate and identify and make recommendations. - Identify opportunities for synergies of the work between the CTCN and the TEC to achieve more efficient delivery of the CTCN work and the overall work of the Technology Mechanism - Take into account any joint workprograme and/or joint activities to be developed by the TEC and CTCN Advisory Board - Include a costed budget and projections, developed with the support of CTCN and UN Environment as appropriate. - Propose a draft forward-looking and responsive Programme of Work for achieving strategic objectives and key results. - Ensure integration and alignment with the Technology Framework of the Paris Agreement and link to the CTCN Theory of Change which may be amended. - Liaise with the Consultant working on the development of a Resource Mobilisation and Partnership strategy to ensure alignment of the two complementary documents. - Present first draft document to the CTCN Advisory Board task force. - Provide inputs to the CTCN/UNEP Project Document based on first draft.

Deliverable 4: Prepare second draft of the Programme of Work - Propose second draft document with feedback incorporated through reviews and validation exercises - Organise formal exercises/consultations/workshops as needed and relevant and incorporation of feedbacks received. - Incorporate recommendations from the draft final report of the Periodic Assessment of the effectiveness and adequacy of the support provided to the Technology Mechanism in supporting the implementation of the Paris Agreement on matters relating to technology development and transfer. - Liaise with the Consultant working on the development of a Resource Mobilisation and Partnership strategy to ensure alignment of the two complementary documents. - Present second draft document to the CTCN Advisory Board task force.

Deliverable 5: Finalised Programme of Work - Present final draft Programme of Work to the CTCN Advisory Board during its 20th meeting (expected in September 2022). - Revise final document as needed (September – November 2022). - CTCN Secretariat and Advisory Board endorsement for the completed Programme of Work (COP27).
