UNICEF Cambodia operates as part of the United Nations system, collaborating with the government, civil society, and development partners to uphold its mandate of promoting and protecting the rights of children and women. Under its new country programme (2024–2028), UNICEF focuses on advancing children’s rights in Cambodia by implementing climate-smart social services across five key programme areas: Health and Nutrition, Education, Child Protection, WASH (Water, Sanitation, and Hygiene), Policy and Public Finance for Children (PPF4C). Climate and environmental sustainability serve as cross-cutting priorities, ensuring these considerations are embedded in all programme areas.

To support the implementation of these climate-smart social service initiatives, UNICEF Cambodia is seeking to onboard a National UN Volunteer – Climate Officer. This role will involve working across the five programme sections, contributing to the integration of climate resilience into core services and advancing the organization’s mission of safeguarding children’s rights while addressing the challenges posed by climate change.

Under the direct supervision of the WASH and climate lead, the UN Volunteer will undertake the following tasks:

▪ Technical and administrative support in the implementation of the climate resilient WASH activities, including support in the development of provincial WASH climate risk assessment and solutions appraisal and coordination in the development of the e-learning content for climate resilient WASH. ▪ Technical and administrative support in the development of the climate risk informed provincial action plans to reduce CCRI in high and very high provinces. ▪ Technical and administrative support during the formulation process of the priority actions and indicators for social sectors to be included in the Nationally Determined Contribution 3.0. ▪ Technical and administrative support to UNICEF’s activities on climate and youth engagement including attending coordination meeting and youth- and climate-related events in the country. ▪ Provide technical support for climate-resilient WASH and climate-related data analysis, including producing maps to inform WASH and climate advocacy documents. ▪ Administrative and coordination support the planning and organization of meetings and workshops related to climate-resilient WASH and broader climate initiatives. ▪ Perform other tasks as needed to facilitate the implementation of climate-resilient WASH, climate, and environmental activities.

Results/expected outputs:

As an active UNICEF Cambodia team member, efficient, timely, responsive, client-friendly and highquality support rendered to UNICEF Cambodia and its beneficiaries in the accomplishment of her/his functions, including:

• Contribution to enhanced planning, implementation and monitoring of UNICEF’s climate social services. • Contribution to strengthened UNICEF engagement with youth in climate agenda. • Development of professional expertise in delivering climate-smart social services at both national and sub-national levels.

• Education: A minimum of a bachelor’s degree in environmental science, Climate Change, Water Resources Management, Environmental Engineering, or other climate-related fields. • Experience: At least 3 years of professional experience in climate-related work; experience in social services is an advantage. • Technical skills: Proficiency in data analysis and mapping tools, such as ArcGIS, is an asset. • Interpersonal skills: Strong communication and coordination skills, with the ability to work collaboratively with diverse partners, including internal UNICEF teams, government stakeholders, youth organizations, and local authorities at the sub-national level. • Language skills: Fluency in both written and spoken English is required.

As this is a national UNV position, there are no special living condition arrangements associated with this assignment.
