Climate Change Group:

The World Bank Group (WBG) sees tackling climate change as critical to the pursuit of its mission. The 2021 Climate Change Action Plan of the WBG seeks to ensure that all activities of the Bank Group are contributing to a lower carbon, more resilient pathway of development. The Climate Change Action Plan expresses the urgency of dealing with climate change to secure an end to poverty and greater shared prosperity. It has called for focus and discipline in getting prices right, getting finance flowing and working where it matters most to have the greatest impact on emissions reduction and supporting the most vulnerable in their resilience.

As part of its overall commitment to climate action, the WBG sees carbon pricing and Climate Financing as important components of a package of actions that countries can consider in support of transitioning to low carbon economies. The rich experiences gained in mobilizing and managing large scale carbon funds by World Bank act as solid building blocks for a new generation of markets and pricing that support the mobilization of Climate Finance. This is the principal mandate for the Carbon Markets and Innovation (SCCMI) team in the Climate Change Group. Towards this mandate, the SCCMI coordinates various initiatives such as the Partnership for Market Implementation (PMI), Carbon Pricing Leadership Coalition (CPLC), Climate Warehouse (CWH), Climate Auctions Program (CAP) and Networked Carbon Markets (NCM). The Climate Warehouse is designing an architecture for connecting dispersed decentralized carbon markets and developing efficient institutional arrangements and efficient market regulatory frameworks. As part of the CWH, the Invest for Climate program supports the development of climate and carbon finance concepts and products for financing low carbon investments and for integrating these in the financial system in client countries.

Against this backdrop, the SCCMI Practice is seeking a Climate Finance Specialist to contribute to the work program of the CMI practice, including specifically supporting the climate finance and carbon market activities. The incumbent will report to the Practice Manager of SCCMI and will work under the direct supervision of the relevant program manager and/or team leader.

Duties and Responsibilities:

• Play an active role in the work on the development of policy, institutional and regulatory framework for the next generation of voluntary and compliance carbon markets in developing countries. The responsibilities will include the supporting the development of regulatory and institutional arrangements for the growth of the compliance markets linked to Article 6 and other international mitigation programs and the voluntary carbon markets and related efforts of programs related to the innovation pillar of Partnership for Market Implementation Facility.

• Support the dialogue with different WB global practices and regional teams and IFC/MIGA to facilitate further development and implementation of the innovation pillar of the Partnership for Market Implementation specifically Climate Warehouse and Invest for Climate work program, particularly in developing institutional, regulatory, and institutional frameworks for the establishment of compliance and voluntary carbon markets.

• Support the delivery of the PMI/SCCMI tasks related to climate finance and carbon markets, including specific inputs in the development of new approaches, analytical tools and financial structures for blended finance using carbon markets, climate finance and concessional resources.

• Lead the development of selected knowledge products under the technical work program of PMIF including, but not limited to, Climate Market Club and Climate Warehouse program, the Networked Carbon Markets initiative, and other efforts of programs related to the innovation pillar of the PMIF.

• Supervise external consultants for the development of analytical work and its dissemination through suitable platforms such as an external website.

• As a team leader for defined tasks, manage and coordinate the overall implementation of the assigned work plan.

• Perform any other duties requested by SCCMI management.

Selection Criteria

Candidates must meet the generic criteria for the Climate Finance Specialist (GF) position.

• A Masters’ level degree, or higher qualification in climate policy, development policy, economics, finance or other relevant areas. Strong theoretical base in subject area, combining a broad grasp of relevant theory and principles and of involved practices and precedent.

• At least five (5) years of combined experience in the World Bank, other international institutions/ companies and/or academic institution in climate change, climate and carbon finance, related policy, and regulatory experience.

• Strong understanding of international voluntary and compliance carbon markets and the necessary policy and regulatory requirements is essential. • Demonstrated ability to seek out, collate and synthesize inputs from across sectoral and thematic boundaries for effective use of carbon finance.

• Experience with recent developments in carbon markets and blended finance and familiarity with the development and application of climate finance instruments. Experience with active role in the dialogue with government and/or other stakeholders.

• Experience in a developing country environment and familiarity with World Bank Group products and operations is desirable. Full familiarity of World Bank Group’s organizational structure, complementarities among different Bank Group agencies, with an ability to apply this knowledge will be a major advantage.

• Demonstrated track record of working with high performance and diverse teams and ability to produce high-quality results and outputs in a timely manner is necessary.

• Excellent oral and written communication skills in English; Proficiency in other WB languages is an advantage.
