Overview

The Sudan Health Assistance Response to Emergencies (SHARE) project aims to address immediate emergency health needs in Sudan through the delivery of essential health care at primary and secondary service level and sustaining core public health functions in the country, to maintain the main foundations for a speedy recovery in the post-conflict phase in the future.

The project builds on a partnership formed through past IDA-financed projects in other countries with United Nations Children’s Fund (UNICEF) and the World Health Organization (WHO) working closely in partnership, which have strong technical capacity, presence, and experience in Sudan.

Sudan is highly climate vulnerable, with high exposure to droughts, floods, and extreme heat, which are becoming more frequent and more extreme due to climate change. Its capacity to adapt to these climate shocks is among the lowest globally, with significant impacts on health and health service delivery. Therefore, as part of the Sudan Health Assistance Response to Emergencies (SHARE) project, the World Health Organization (WHO) will finance the development of climate change health service delivery contingency plans at referral health facilities and flood and high heat risk assessments of health facilities.

As part of this support, the World Health Organization (WHO) aims to reduce the impacts of climate change on health and the health system in Sudan by conducting vulnerability assessments and supporting climate resilience in selected health facilities.

The climate change expert will be working closely with the PMU team on implementing climate-related interventions and activities under the Sudan Health Assistance Response to Emergencies (SHARE) and SHEIP projects (in coordination with the relevant departments, implementing partners, and external entities), specifically with a focus on the following tasks:

● Delivery on the objectives, required outputs, and outcomes as per the World Health Organization (WHO) commitments and agreements with its partners and as per its mandate. ● Develop action plans to enhance the climate resilience and environmental sustainability of health care facilities (this could be based on the outcomes of the assessments, amongst others). ● Rolling out implementation plans and overseeing the implementation of health climate-related activities. ● Develop and conduct high-level and specific climate vulnerability assessments, including selected hospitals and public health facilities, and impacts, climate resilience, and environmental sustainability based on the relevant assessment tools. ● Review the impact of the climate hazards on health facilities (in the recent period) and related lessons learned in terms of “risk mitigation and resilience measures”. ● Developing and tailoring flood, heat, and other climatic hazards contingency plans, emergency preparedness, and response plans for health care facilities as needed. ● Work on raising awareness and sensitization on climate change, and its risks, etc., and develop a communication plan on climate change risk to relevant stakeholders. ● Capacity building on climate change and building resilience and providing capacity building, conducting trainings and workshops on climate change and health, assessing climate vulnerabilities and impacts of climate change on health care facilities and health of communities. ● Any other related tasks as may be required or assigned by the supervisor.

Sudan is a unique country facing a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. Allowances The purpose of allowances for National UN Volunteers expert is to enable the National UN Volunteers expert to sustain a modest and secure standard of living at the duty station. The allowances are in no way to be understood as compensation, reward, or salary in exchange for volunteer work. Volunteer Living Allowance (VLA): All National UN Volunteers expert are entitled to a monthly volunteer living allowance of USD 2,594.34 The purpose of this allowance is to cover the basic living costs of the National expert UN Volunteer. The allowance is to ensure that the volunteer can sustain a basic, adequate, and safe lifestyle. The monthly allowance rate is a fixed rate for the duty station as established by UNV headquarters.
