Result of Service- Enable regular consultations/meetings with sectoral experts (including Government of India officials /experts, relevant line departments in Bihar, sectoral experts and partner organizations) to identify sector specific areas, opportunities and barriers for enabling a transition towards low carbon growth trajectory. - Prepare gap assessment report of Bihar’s present SAPCC and support preparation of revised SPCC based on an understanding of the State’s low-carbon development prerogatives and the work of different partners. - Facilitate outreach and advocacy for the climate resilient and low carbon development strategy of Bihar - Scope capacity of concerned departments in relevant areas and help develop a strategy for capacity building in consultation with partners - Prepare a model framework for a climate resilient low carbon development pathway that can be used in other states in India

Output 1: Enable regular consultations/meetings with sectoral experts to identify sector specific areas, opportunities and barriers for enabling a transition towards low carbon growth trajectory. Deliverables: a. Sectoral experts for the Technical Advisory Committee (TAC) meetings identified depending on the theme of discussion b. Agenda for meetings, including background analytical work/research and supporting documents and presentations; minutes developed, and necessary action initiated. c. Internal and external review process of the Bihar strategy document facilitated.

Output 2: Prepare gap assessment report of Bihar’s present SAPCC and support preparation of revised SPCC based on an understanding of the State’s low-carbon development prerogatives and the work of different partners. Deliverables: a. Bihar’s previous SAPCC reviewed, including identification of gaps in data, policies, priority areas and interventions recommended b. Comparison with best practices in SAPCC frameworks c. Consultations organized with Bihar government for feedback on SAPCC d. Preparation of draft SAPCC report.

Output 3: Facilitation of outreach and advocacy for the climate resilient and low carbon development of Bihar. Deliverables: a. Media bulletins prepared in the context of climate resilient and low carbon development of Bihar b. Technical reports adapted to advocacy documents c. Outreach and advocacy strategy for Bihar prepared in consultation with partners, aligning UNEP’s climate change advocacy strategy with the development prerogatives of India and Bihar.

Output 4: Identification of specific capacity building needs of concerned departments in relevant areas to help develop a strategy for capacity building in consultation with partners, and documenting learnings. Deliverables: a. Scoping study with partners to identify specific capacity needs of concerned departments in relevant areas conducted b. Capacity building strategy prepared in consultation with partners and stakeholders c. Learning from the capacity building programmes documented via surveys and questionnaires for participants.

Output 5: Preparation of a model framework for a climate resilient low carbon development pathway that can be used in other states in India. Deliverables: a. Compilation of global best practices in strategies for climate resilient low carbon development pathways b. Outline of framework for a climate resilient low carbon development pathway c. Documentation of learnings from this project d. Development of a model framework for a climate resilient low carbon development pathway that can be used in other states in India

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's mission is to provide leadership and foster partnership in caring for the environment by inspiring, informing, and enabling nations and people to improve their quality of life without compromising that of future generations. UNEP is mandated to address climate change, as a priority area of its 2018-2021 Medium Term Strategy (MTS).

UNEP recognizes India's important role in achieving global climate and sustainability goals and aims to strengthen its work on climate change in India. As part of this, UNEP will promote a better understanding of the scale and urgency of the global challenge in India and work with major stakeholders, state and non-state, according to their diverse roles and influence in society, to support climate change mitigation and adaptation at the national and sub-national levels, including through sectorial and macro development strategy and policy frameworks.

Given the range and scale of issues and comparative advantages, UNEP prioritizes its engagement in alignment with the objectives of the national and select state governments, in order to achieve maximum impact in the most effective and efficient manner. Priority areas include, particularly hard to abate sectors, inter alia, energy, urban mobility and cooling; agriculture, industrial processes and waste management, and will include adaptation and resilience, extreme events, and cross-cutting issues such as climate finance.

In this regard, UNEP is working with the State of Bihar to develop its strategy for a climate resilient and low carbon development pathway. To accomplish its objectives, UNEP India is seeking a professional in the domain of climate change to work with multiple implementing partners and stakeholders in Bihar to ensure that the process of the strategy preparation and the final outcome process is well coordinated and aligned in terms of approach, needs and priorities of different stakeholders.

The objective is to coordinate, facilitate and contribute to the preparation of a strategy for a climate resilient and low carbon development pathway for Bihar. This will entail supporting secondary research, stakeholder consultations, and regular interface/coordination with partner organizations.

Qualifications/special skills Academic Qualifications: An advanced university degree in economics or law with a focus on environment and climate change or related fields such as environmental science with relevant research experience. Experience: - A minimum of five (5) years of demonstrated relevant professional experience, with a clear understanding of climate action, low carbon pathways and policy framework in India Domain knowledge in mitigation, adaptation and resilience; role of carbon markets - Excellent demonstrated research and analytical skills - Good writing and communication skills - Professional or voluntary experience within the United Nations system will be an added advantage. Language: - Excellent command of written and spoken English - Working knowledge of Hindi will be an asset
