The Client Benefits Coordinator will provide services and conduct activities related to Refugee Cash Assistance (RCA) programs, funded by the Kentucky Office for Refugees (KOR), and other public benefits for which clients are eligible, funded by the KY Department for Community Based Services (DCBS). The Client Benefits Coordinator also day-to-day supervision of casework staff and works closely with clients, colleagues, and external parties to develop services and resources in accordance with client eligibility and program requirements. The person in this role will represent the IRC and collaborate and coordinate closely with KOR, DCBS, other implementing agencies, local stakeholders and service providers.

MAJOR RESPONSIBILITIES:

Direct Client Services

- Maintain a reduced active caseload of clients and provide comprehensive and required services to IRC clients enrolling and enrolled in Refugee Cash Assistance (RCA) and other public benefits. - Review benefit applications for accuracy and make eligibility determinations, ensuring non-duplication of services. - Prepare all enrollment documents and conduct enrollment meetings, ensuring clients understand their rights and responsibilities. - Conduct monthly redetermination meetings, to track and plan participation in employment services for the purpose of determining continued eligibility. - Prepare the enrollment package on behalf of IRC clients. - Prepare and disseminate case closure documentation according to policies. - Maintain meticulous documentation and ensure that all deliverables are submitted to KOR and DCBS on time and in compliance with the policies and procedures. - Use personal, insured vehicle and/or public transportation (where available) to travel and transport clients and materials as needed throughout the service delivery area. - Support benefits enrollment for other programs as directed by the Resettlement Manager.

Staff Supervision and Compliance Responsibilities

- Oversee a team of Benefits Specialists including daily oversight of active caseloads, delegation of work assignments, and coaching. Evaluate and report staff performance. - Cultivate a respectful, supportive, and inclusive environment for team members and clients. - Carry out timely, professional interventions to ensure responsive, appropriate, and client-centered service delivery. - Ensure compliance of self and team with all policies, procedures and protocols of the agency. - May train and lead the activities of volunteers and interns. - With support from the Resettlement Manager, ensure oversight and monitoring of case files for proper file documentation, including developing appropriate forms, procedures and training for Benefits staff. - Ensure reporting requirements are met in compliance with donor and organizational requirements. - Other related duties as assigned.

JOB REQUIREMENTS:

- High school diploma, required; Bachelor’s degree in social work or a related field, preferred. - At least two years of relevant experience, required; experience assisting clients to access public benefits and/or with Refugee Cash Assistance programs, preferred. - Fluency in both English with strong verbal and written communication skills, required. - Proficiency in one or more languages spoken by IRC Louisville clients, preferred. Major client languages include Arabic, Bembe, Burmese, Kinyarwanda, Spanish, and Swahili. - US work authorization required. - Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships. - Demonstrated success working and communicating effectively in a multi-cultural environment. - Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively. - Attention to detail and accuracy in work product. - Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes. - Valid driver’s license and access to a personal, insured vehicle.

WORKING ENVIRONMENT:

- A combination of standard office environment and ‘field’ time within the service delivery area to perform the above outlined responsibilities. - Position hours are Monday-Friday, 9:00am-5:00pm. - May require occasional weekend and/or evening work.
