Org. Setting and Reporting This position is located in the United Nations Mission for the Referendum in Western Sahara (MINURSO), Laayoune. The incumbent supports providing sound analytical inputs and advice that contribute to improving institutional capacity to address problems/issues pertaining to the claims and property survey processes. The Claims Assistant will report to the Chief Supply Chain Performance Management Section.

Responsibilities The Claims Assistant will be responsible for the following duties: - Manage the Claims/Local Property Survey Board Unit in compliance with United Nations Rules and Regulations, Policies, Guidelines, Procedures, IPSAS, and best practices. - Assist in the provision of administrative support to the Chief of the Section, the Chairperson of the Local Property Survey Board (LPSB), the Chairperson of the Claims Review Board (CRB), and act as Secretary of the LPSB, CRB, and as Alternate Secretary to the LCC. - Review and analyze compensation claims, and documentation received from other sources (Local Police, Contingents, staff members, and/or third-party claimants or their lawyers), in connection with loss or damage to property. - Process compensation claims cases for the presentation to Claims Review Board. - Prepare correspondences to claimants, lawyers, insurance companies, and others. - Participate in claims survey board missions (on-site visits) within the area of operations, in order to verify discrepancies, and contradictions in the evidence, or to secure additional information. - Prepare and disseminate recommendations and approvals of CRB, LPSB, or Head of Mission to concerned parties for action and follow-up on actions. - Initiate the timely submission of Automobile Accident Loss Reports (AALR) to the insurance representative (Adjusters). - Screen, analyze and process write-off requests and prepare A, AW, and SB write-off presentations for submission to the Chief of Mission Support (CMS), or Local Property Survey Board and submit and follow up with the Headquarters Survey Board (HPSB). - Prepare documentation, briefings, and guidance documents for the Board of Survey, Local Claims Review Board, and Local Committee on Contracts. - Prepare write-off notifications in Umoja for written-off UN properties throughout the process of write-off until submitted to Disposal Unit and generate Umoja BI reports. - Prepare the semi-annual property write-off and LPSB meeting reports and assist in the yearly financial end-year report for write-offs; Maintain proper CRB and LPSB archive system. - Initiate demand notes to 3rd parties liable for damages to property. - Performs other related administrative duties, as required.

Education Technical or vocational certificate in a related discipline is required

Job - Specific Qualification Certification in UMOJA or Similar ERP (e.g., SAP) Business Intelligence is required.

Certification in SCOR-P or other supply chain management training is desirable.

Certification in Power Bl is desirable.

Relevant training in Claims, Property Survey Board, and/or LCC basic or advanced is desirable.

Work Experience At least six (6) years of progressively responsible experience in claims, property survey, and property management preferably in the United Nations or other international organizations is required.

Experience working with United Nations Rules, Regulations, Manuals, and Policy is desirable.

At least 2 years of experience in data analysis, report preparation, and developing respective procedures and policy documents is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; and fluency ’or knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
