Org. Setting and Reporting This position is located in the Office of the Supply Chain Management within the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in Goma. The incumbent will report to the Chief, Property Management Section and Chairman, Tender Opening Committee.

Responsibilities The Claims Assistant will be responsible on the following duties:

  • Within limited delegated authority, the incumbent will serve as the Chief of Claims and Property Survey Unit supervising and overseeing the work of the staff within the unit. The incumbent will also be responsible for administrative matters relating to maintaining the Secretariat of the Local Property Survey Board (LPSB) of the mission;

  • Reviews supporting documents attached to claims, e. g., invoices, Receiving and Inspection Reports, PT.8's Board of Inquiry reports and Letters of Assist to verify accuracy and reasonableness while ensuring that UN Rules and Regulations and financial authorities are complied with;

  • Reviews all claims for death and disability benefits; Evaluates Claims reports in connection with national legislation under which the entitlement is claimed, casualty reports from missions, medical reports, and death or disability certificates;

  • Reviews, investigates, and collects additional information on third party compensation claims arising from traffic accidents involving uninsured UN-Vehicles and claims arising from UN occupancy of premises, and other evidences concerning traffic accidents to facilitate a determination on the responsibility of the organization;

  • Coordinates and reviews the work of the Unit staff involved in routine claims verification and processing, providing guidance, basic interpretations of policies, and training as needed to ensure timely and accurate processing;

  • Acts as the liaison with clients, the appropriate Administration, the advisory Board on Compensation Claims, Medical Services, Security Service, Medical Insurances, Personnel Service, Finance Section;

Property and Asset:

  • Defines requirements and work with systems units with respect to improving property reporting systems and cost-effective utilization of program resources;

  • Develops procedures and implement same to ensure that assets and property management controls are consistent with UN policy and practice. The incumbent is required to have UMOJA knowledge, and thorough understanding of property and financial rules and regulations;

  • Supervises and/or provides guidance on asset and property administration and management information issues and practices to colleagues;

Tender Opening Committee (TOC) Duties:

The incumbent will also be responsible for administrative matters relating to maintaining the Secretariat of the Tender Opening Committee.

  • Receives, processes, analyzes bids solicitations documentations via various means/media on behalf of the TOC;

  • Manages the TOC Secretariat and organizes tender opening sessions, ensuring that all related files and documentations are opened for all newly received solicitations/IOMs and the time/date of reception/delivery is clearly legible; all bids scheduled/logged according to closing/opening dates; all pages are sorted out according to the respective bids number and printed; late/unsolicited bids are placed in sealed envelopes; vendor’s name and or their Company are as per list of invitees to submit bids; all bids are closed on time, in accordance with the TOC rules and SOP;

  • Ensures that all bids are open within the two (2) weeks deadline after closing and ensure that all IOMs/List of invites, received from Procurement Case officers, are printed and check to ensure that they are in accordance with UN financial and Procurement rules; Verify that the ITB/RFP/ or TEN-MON numbers are corresponding to the information provided for the solicitation;

  • Puts in place systems for safeguarding the confidentiality of submission and develop a database for filling and archiving for ease of accessing/retrieving of records, such as IOMs and abstract submitted to Procurement Section as and when needed by internal and external auditors and other authorities; ensure attendance of Vendor Representatives in Public Openings of bids ITBs at the time and place are recorded in the ITBs;

  • Performs other related work as required.

Education High school diploma or equivalent is required. Post-secondary school qualification in Administration, Supply Chain Management, Procurement and related area is desirable.

Work Experience At least eight (8) years of progressively responsible experience within the United Nations system or the private sector in fields of administrative services, Claims, Tender Opening, BOI or in other related fields is required.

Previous experience in data analyzing, report preparation and developing respective procedures and policy documents is required.

Experience in handling various Tender Opening documents and procedures and working with the Tender Opening Committee in an international public sector organization is an advantage.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is an advantage.
