Org. Setting and Reporting This position is in the office of the Supply Chain Management within the African Union-United Nations Hybrid Operation in Darfur (UNAMID), duty station El Fasher. The incumbent will report to the Property Coordination Officer.

Responsibilities The Claims Assistant will be responsible on the following duties:

Within limited delegated authority, the incumbent will serve as the Chief of Claims and Property Survey Unit supervising and overseeing the work of the staff within the unit. The incumbent will also be responsible for administrative matters relating to maintaining the Secretariat of the Local Property Survey Board (LPSB) of the mission;

  • Reviews supporting documents attached to claims, e. g., invoices, Receiving and Inspection Reports, PT.8's Board of Inquiry reports and Letters of Assist to verify accuracy and reasonableness while ensuring that UN Rules and Regulations and financial authorities are complied with;
  • Reviews all claims for death and disability benefits; Evaluates Claims reports in connection with national legislation under which the entitlement is claimed, casualty reports from missions, medical reports, and death or disability certificates;
  • Reviews, investigates, and collects additional information on third party compensation claims arising from traffic accidents involving uninsured UN-Vehicles and claims arising from UN occupancy of premises, and other evidences concerning traffic accidents to facilitate a determination on the responsibility of the organization;
  • Coordinates and reviews the work of the Unit staff involved in routine claims verification and processing, providing guidance, basic interpretations of policies, and training as needed to ensure timely and accurate processing;
  • Acts as the liaison with clients, the appropriate Administration, the advisory Board on Compensation Claims, Medical Services, Security Service, Medical Insurances, Personnel Service, Finance Section;

Property and Asset: - Takes the lead with respect to the preparation and implementation of the asset write-off and property survey activities, ensuring the implement such activities in accordance with the established procedures and guidelines; - Monitors and reviews the asset write-off and property survey activities by conducting regular and special reviews to assess progress of actual work versus the Property Management Section's work plan. Coordinates the production of progress and ad hoc reports. - Defines requirements and work with systems units with respect to improving property reporting systems and cost-effective utilization of program resources. - Develops procedures and implement same to ensure that assets and property management controls are consistent with UN policy and practice. The incumbent is required to have excellent UMOJA knowledge, and thorough understanding of property and financial rules and regulations. - Supervises and/or provides guidance on asset and property administration and management information issues and practices to colleagues. - Provides guidance and leadership to more junior staff. General Administration - Oversees work related to documentation and provision of briefings and guidance to Board of Surveys and Local Property Survey Board. - Oversees the process of updating Umoja Disposal Module of written-off property. - Performs other related work as required.

Education High school or equivalent diploma is required.

Work Experience At least eight (8) years of progressively responsible experience within the United Nations system or the private sector in fields of administrative services, Claims, BOI or in other related fields is required. Experience in handling various claims (including property, real estate, traffic accidents, injury, insurance); evaluation of damages/losses is required. Previous experience in data analyzing, report preparation and developing respective procedures and policy documents is required. Experience in property loss investigations and/or negotiating conflict resolution is desirable. Experience in managing property data in ERP systems, as well as experience using International Public Sector Accounting Standards (IPSAS) methodologies is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
