Background Information - Job-specific

On 24 February 2022, the military of the Russian Federation invaded Ukraine, with strikes across the territory of Ukraine. Since then, Russia’s invasion imposes a severe humanitarian and socio-economic toll, global energy and food crisis, large-scale destruction of the country's infrastructure, and disruptions in the provision of critical services and degradation of social fabrics and communities’ ties, triggering one of the world’s most significant forced displacements.

Severe attacks on energy and critical infrastructure facilities leave millions of people without electricity, water or heating supply, struggling to access water, food, health services, materials to repair homes, among others. The continued attacks cause substantial damage to the country’s economy and agricultural production, and also affect the poorest countries worldwide.

UNOPS support to partners spans the humanitarian-development nexus from emergency response to building back better, across the housing, health, education, transport, energy and mine action sectors, through infrastructure, procurement and technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession and in its achievement of the Sustainable Development Goals.

Functional Responsibilities

Under the direct supervision of the Lead Civil Engineer the Civil Engineer will undertake following tasks/duties in geographically determined area of responsibility:

1. Construction works supervision
2. Quality Assurance
3. Monitoring and progress control

1. Construction works supervision

• Provide expert opinion/advice to the Project Managers and the Lead Civil Engineer on all engineering issues for assigned works.
• Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.
• Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
• Provide regular reports to the Project Managers and the Lead Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.
• Manage contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.
• Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.
• Ensure that documentation on site are kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).
• Maintain the cooperation with the construction supervisors, contractors, designers and local authorities.
• Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.
• Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after.
• Perform other duties as assigned by the Lead Civil Engineer in the agreed timeframe.

2. Quality Assurance - Supervise the quality of the construction materials and collected attest documentation. - Verify and contribute to technical specifications of products, apparatus, services and associated quality material - Ensure the contractor provides method statement for works prior commencement and perform the quality check of the presented document. - During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and covered by the defect notification period.

3. Monitoring and progress controls - Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports. - Review and contribute to Contractor’s Quality Health and Safety, Social and Environment plans and ensure its compliance. - Ensure on site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices - Hold sites coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of meeting for construction-related meetings. - Provide Site Visit Reports on Project related activities, specifying work progress and arising issues - Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time. - Provide UNOPS with photographic (before, ongoing, after) and reports including lesson learned.

• Assigned civil works / infrastructure projects implemented following the envisaged timeline, budget, in line with national construction legislation and UNOPS norms and standards.
• Strong technical contribution to individual project development, including financial aspects.
• Reports from meetings and site visits produced within 2 working days.
• Provision of photo documentation illustrating the infrastructure activities on the site.
• Timely, accurate and worthy contribution for all reports envisaged as standard project reporting.

Education/Experience/Language requirements

Education

• Bachelor degree in Civil Engineering is required

Work Experience

Required

• Minimum two years of relevant professional civil engineering experience is required.

• Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for medium to large scale construction projects is required.

  Desirable

• Experience in working with the EU and/or a UN agency would be a strong asset.

Certifications

• Certification/Registration for construction supervision and quality assurance from the Ministry of Regional Development, Construction and Housing Ukraine is desirable.
• Certified/Registered for consultant engineer would be an asset.
• Project Management certification (for example PRINCE2® Foundation) would be an asset

Driving license

• Driving license (B category) and ability to travel independently is required

Language requirements

• Knowledge of Ukrainian is required
• Basic or working knowledge of English is required

Functional competencies

• Strong computer skills and advanced working knowledge of Microsoft Office is required
• Knowledge of a CAD software is required
• Familiarity with FIDIC Contracts is desirable
• Ability to travel independently
