Background Information - Job-specific

UNOPS is undertaking a project“Strengthening Resilience in the Vaccines Supply Chain in Yemen”, which has the objective of strengthening the operational capacity of the supported health storage warehouses at the national (central) and subnational (governorate) levels through rehabilitation works of the warehouses’ infrastructure and provisions of equipment and capacity building training.

UNOPS will be responsible for the design and rehabilitation works of the targeted facilities, ensuring highest standards in design and rehabilitation works, and respect of ‘state of the art’ requirements for safety, sustainability, security, and disability access. In addition, UNOPS will be responsible to provide the targeted facilities with priority equipment and supplies, as well as strengthening capacities through conducting training activities.

Functional Responsibilities

Coordination, Delivery, and Performance:

  • Assist the Project Manager in managing and finalizing the a thorough on-site technical assessment of the targeted locations to confirm the selection and to define the detailed scope of works;
  • Review design drawings to ensure compliance with UNOPS Design Manual
  • Provide advice on feasibility, costings, timelines and requirements;
  • Support the project manager in preparing project plans (QA, Gender Action Plan, and HSSE Plans)
  • Inspects and report on contractor’s works in progress ensuring that the contractor meets UNOPS quality standards;
  • Embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the project during the design and construction/rehabilitation phases;
  • Ensure PSEA measures are implemented throughout the project implementation, as per the country PSEA action plan.

Governance, Monitoring and Reporting:

  • Monitor contractors’ and suppliers set out and works, including compliance with contracts specifications and ensures that contractors and suppliers comply with their work plans to complete work with specified scope of work, time frame, and budget;
  • Attend daily project site(s) in order to monitor and supervise the progress of works in the targeted facilities, identify any existing problems, and provide technical appropriate solutions through application of sound engineering standards in consultation Project Manager;
  • Responsible for preparation of progress reports on rehabilitation and infrastructure activities, according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager;
  • Implement quality controls (QC) procedures, to ensure all infrastructure -activitiesare correctly initiated, managed, monitored, reported and closed in accordance with UNOPS policies and procedures;
  • Assess and report on the project closing plans, archiving of cost and progress report and hand over all related reports to the Project Manager;
  • Evaluate and assess works schedules and programmes, including the comparison with the schedule baselines and reports to the Project Manager accordingly;

Documents Control and Management:

  • Maintain records, compile periodic reports and any specific reports required by UNOPS standard procedures;
  • Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works;
  • Support the project manager in checking, verifying and approving the interim payments submitted by the Contractor/s by ensuring and checking all submitted quantities and submit detailed reports to the Project Manager.

Monitoring and Progress Controls

  • Number of on-site technical assessments conducted and reports compiled;
  • Number of site inspection and progress monitoring visits conducted;
  • Number of community engagement activities undertaken and implemented
  • Number of project reports/ documents drafted;
  • Number of stakeholder coordination meetings conducted.

Education/Experience/Language requirements

Education: - First level University degree (Bachelor’s Degree or equivalent) in a relevant subject matter such as Civil Engineering, Structural Engineering, or Construction Management is required - Advanced University Degree (Master’s Degree or equivalent) in the above-mentioned areas is desired and may substitute some of the required years of experience..

Expereince:

  • At least 4 years of experience (or less depending on academic credentials) in civil works design, planning, supervision or implementation of infrastructure (construction and/or rehabilitation) projects in the Middle East region is required.
  • Experience in supporting the supervision and/or implementation of multi-sector infrastructure rehabilitation projects is highly desired.
  • Comprehensive/Certified knowledge of engineering software applications (i.e: AutoCAD, SAP2000, Prokon, ETABs) is prefered.
  • Work Experience with an international organization and/or UN Agencies is required.
  • High proficiency with computers, and other software/ platforms related to the position's field of expertise is desired..
  • Comprehensive knowledge of Health and Safety is highly desired.
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is highly desired .

Language:

Fluency in Arabic and English language is required.
