“The Eastern Partnership European School” Phase II Project is the second phase of a wider initiative by the European Commission (EC) for the six Eastern Partnership countries, a flagship Project and one of the "Eastern Partnership - 20 Deliverables for 2020", to address the needs of youth, focusing on the secondary education. The School for the Eastern Partnership offers high quality education to pupils from partner countries to increase their educational and employment opportunities, fostering co-operation, multi-cultural understanding, tolerance, and fundamental values, and promoting a better understanding of the EU and its engagement in the region. In this phase, a partnership with an existing Tbilisi (Georgia) based school will be developed, which can serve as a launch pad for the European Neighborhood School roll-out. The gradual approach also favors further development and improvement of the school's operations and educational offer over time.

This second phase of the EU School project will involve the construction of two main buildings - academic and dormitory buildings - as well as sport infrastructures, access roads and landscaping works.

Functional Responsibilities

The Civil Engineer will provide technical assistance and expertise with reference to the design development and construction activities of the EU School thus ensuring high quality and timely delivery of the requested deliverables. The Civil Engineer will promote a collaborative, client focused, quality and results- oriented approach in the Project Team.

Reporting directly to the Project Manager of the EU School Phase II, the Civil Engineer will undertake, but not limit to, the following tasks/duties:

● Liaison with the design consultancy company, to ensure the design is made according to the required standards and the planned timeline.

● Liaison with the public agencies - Government, Municipality, etc.. - to obtain the needed approvals and permits for the project development.

● Provide expert opinion/advice to the Project Manager on all engineering issues.

● Assist the Project Manager in updating the Project quality register, risk register and lessons learned log in the time frame stipulated by the Project’s strategic documents.

● Review the technical quality and completeness of the design documentation.

● Provide the support to selected consultancy to obtain the UNOPS Design Review Certificate(s).

● Assist the Project team in preparation of the bidding documentation for the construction works.

● Assist the Project Manager to develop the Health, Safety, Social and Environmental Plans according to the UNOPS’ rules and regulations.

● Manage and support the Supervision Team during the supervision of the construction works.

● Prepare quality templates and ensure the monitoring of the quality of the works as per UNOPS Quality Management System.

● Monitor closely and report on the works’ progress against the schedule, including all issues encountered.

● Report on unforeseen deviations affecting the Contract price and timelines, propose solutions and seek approvals for eventual deviations.

● Prepare the notes to the file in support of the changes.

● Ensure all changes are within permissible variations and issue the variation instruction to support them.

● Ensure respect of Health and Safety procedures on the site and report any irregularity

● Provide assistance in the procurement of the relevant equipment for the student boarding facility.

● Follow up on activities necessary for issuance of the Final Completion and Handover Certificates.

● Perform other duties as may be reasonably required and in line with the above scope of services.

Education/Experience/Language requirements

Education

● A Bachelor’s Degree in Civil Engineering or Architecture is required. ● A Master's Degree in Civil Engineering or similar field is preferred, (and may substitute 2 years of the required of experience)

Experience

● At least 4 years’ experience in civil engineering design and/or construction management is required.

● Previous experience working with the UN, particularly UNOPS, is advantageous.

Language requirements

● Fluency in English is required.

● Fluency in written and spoken Georgian is required.

Competencies

● Highly proficient in design software such as LIRA, SAP2000, SAFE, E-TABS, STAAD, CSiBridge, GEO5, TEKLA Connection Designer, AutoCAD, and other structural design software.

● Proven knowledge of large scale RCC structural components and applicable constructability issues on a construction site.

● Working knowledge of MS Office packages (MS Project especially), with advanced Excel skills.

● Driving license and ability to travel independently is an asset.

● Proven organizational, negotiation and problem solving skills.

● Ability to overcome challenges and work in difficult work environments/conditions.
