Organizational Setting

Food and Agriculture Organization of the United Nations (FAO) is a specialized agency of the United Nations which is engaged in international efforts to combat hunger. Since the beginning of the armed aggression of the Russian Federation in Ukraine and blockage of Ukrainian sea ports at the Black Sea FAO has been collaborating with the Government of Ukraine to increase alternative export capacity of grain and oil seeds from Ukraine. The Project is aimed at increasing the export capacity of Izmail port through raising testing and certification capacity for exported crop and livestock commodities at the phytosanitary and veterinary testing laboratories of the State Service of Ukraine for Food Security and Consumer Protection (SSUFSCP). The Project envisages the installation of new equipment together with reconstruction of existing physical facilities and infrastructure of Izmail veterinary and phytosanitary laboratories and installation of cabin modules for laboratory workers at Izmail port area. While the initial assessment has been undertaken, a further technical assessment of the project site will be needed.

Reporting Lines

The Civil Construction Engineer will work under the overall supervision of the Designated Responsible Officer/Head of Office and direct supervision of the Project Manager/Head of Program Development, and as a part the Technical Task Team (TTT) composed of SSUFSCP and FAO technical experts and technical supervision of the Project Lead Technical Officer

Technical Focus

Civil Construction Engineer will have to validate the necessary upgrades and determine the scope of works needed for reconstruction of existing premises, develop the Reconstruction Work Plan and monitor the performance of the Construction Service Provider.

Tasks and responsibilities:

• Participate in the field missions in Ukraine. Collaborate with the team of veterinary and phytosanitary experts in the field and other specialists on the organization of workplaces for laboratory workers according to the list of laboratory equipment. • Perform surveys and other data collection (maps, benchmark levels, etc.) required for designing of Lab or rehabilitation of Lab. • Assess the needs for construction and repair works, materials and related services at the site of installation of laboratory equipment in Izmail city, Odeska oblast. • Carry out engineering design and preparing drawings, bill of quantities, and supervise construction/rehabilitation works, supervision and assist in contract management, making change in the design if required, review and clearance of contractor’s payment certifications for approval by the Project Manager and carrying out the role of site manager and/or engineer. These services would include, but not limited to, supervising the contractor, certifying monthly payments to contractors(s), valuing and issuing variations to contracts; awarding extension of time and valuing the compensation events; developing and implementing an effective construction supervision and quality control regime; and ensuring timely completion of works; and recommending design modifications on site. • Assist the Project Manager to perform reviews of technical proposals / design and cost estimates, rate analysis, preparation of bills of quantities and construction supervision. • Exercise quality control on all activities related to adequate designs and implementation of works. • Prepare technical specifications, schematics, design, blueprints and other requirements for the solicitation of contractors/service providers to be used in an Invitation To Bid (ITB) solicitation for procurement of services and materials. • Perform technical evaluation of bids and draft bids technical evaluation report. • Supervise/monitor construction and repair works. • Regularly provide reports on progress of works. • Prepare reports on performed works. • Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Civil Engineering and/or other related fields • Experience in designing construction and repair works (at least 2 examples of similar successful projects). • Working knowledge of Russian or Ukrainian is required; working knowledge of English would be an advantage. • National of Ukraine.

Technical/Functional Skills

• Experience in construction and repair of laboratory facilities, knowledge of the arrangement of workplaces in a laboratory (will be an advantage). • Work experience as a supervisor /inspector of construction and repair works (will be an advantage). • Skills in preparing a comprehensive list of necessary works and materials for project implementation and making cost estimations for construction and repair works (BoQs). • Skills in preparing specifications, schematics and blueprints for tenders for procurement of construction and repair works (associated skills in relevant software packages.
