Job Description

The Roving Civic Engagement & Governance Officer will be responsible for the design, implementation, and monitoring of the IRC’s community peacebuilding interventions in Galmudug, Banadir and Southwest State as well as other regions within Somalia as deemed necessary. He/ she will primarily support the IRC implementation of community engagement activities under the Building Resilience Communities in Somalia III (BRCIS III) project, which is a long-term FCDO funded project on resilience in Somalia. The Roving Civic Engagement & Governance Officer will also support secondarily with the implementation of community engagement activities in other locations as deemed necessary. She/He will be responsible for the implementation of Community Peace and Development Framework (CPDF) activities, which is an IRC tool for community action planning, mapping and implementation of community grants based on a scorecard system. She/He will be responsible for leading implementation of these processes in target locations to enhance and promote peacebuilding and social cohesion through multiple local participatory approaches to measure core governance and peacebuilding outcomes. She/He will lead organizational and technical capacity building activities and other key project activities for community engagement activities.

Under the supervision of the Peacebuilding Manager and with indirect reporting lines to the Peacebuilding & Governance Advisor, He/she will also be responsible for the provision of the day-to-day activity implementation and coordination with local CSOs and communities, supporting the implementing of peacebuilding initiatives, and providing capacity-building trainings to partner teams. Further, She/He will build relationships with key local stakeholders in the communities targeted by the project and lead community engagement activities.

This position will closely work with the Monitoring, Evaluation, and Learning (MEAL) team as well as local CSOs and community leaders to develop and administer community public awareness campaigns and debates to promote knowledge sharing and empowerment in peacebuilding processes. This position will directly report to the Peacebuilding Manager with secondary reporting responsibilities to the Governance & Peacebuilding Advisor.

- KEY RESPONSIBILITIES:

- Program Reporting & Compliance - The Roving Civic Engagement & Governance Officer is responsible for supporting the Peacebuilding & Governance team in implementing peacebuilding and community cohesion activities. The planning includes the development of work plans, spending plans and financial reports, the monitoring of spending plans, creations of donor report as well as any other strategic communications and compliance documents. - Support the Peacebuilding & Governance team in compiling program outputs for reports and compliance documents, including financial management and spending. - Support the Peacebuilding & Governance team with coordination activities and communicating with all stakeholders on implementation progress across all target locations. - Attend meetings to discuss program reporting and compliance progress as well as provide updates on spending plans, workplans and reporting timelines. - Create communications materials and human-interest stories of beneficiaries. - Provide support to the Governance Sector’s Business Development on inputs for new project proposals, concept notes, and other applications for Peacebuilding and Governance funding opportunities as applicable.

- Program Implementation The Roving Civic Engagement & Governance Officer is responsible for implementing the CPDF (Community Peace Development Framework) activities, including developing community action plans (CAP) for community engagement and mapping . - The Roving Civic Engagement & Governance Officer is also responsible for creating or reactivating community resilience committees (CRCs) or other existing community structure and the improvement of their social accountability. - The Roving Civic Engagement & Governance Officer ensures all program needs and plans are met on time in accordance with IRC and donors’ standards. - Ensure timely and effective implementation of Peacebuilding activities in all target locations, including new locations that might arise as a result of expanded IRC program activities. - Provide capacity building support and training to local peace committees to improve gender equity and social inclusion. - Establish referral pathways to other essential services with support from other sectors within the IRC Somalia Country Office. - Monitor progress towards implementation of Peacebuilding activities in all target locations. Learning - The Roving Civic Engagement & Governance Officer will support the development of a peacebuilding learning agenda across all locations during the inception phase of the projects. - Monitor progress towards the learning agenda and support with the compilation and creation of learning outputs from all partners. - Work closely with the IRC MEAL Officer to ensure all activities are implemented according to plan and that learning is captured and disseminated across all partners. - Perform any other duties as assigned

Qualifications

- Required Qualifications: - Bachelor’s degree in Peace and Conflict Prevention, Public Administration, Developmental Studies, Social Sciences, or related field. - Minimum of 4 years of experience designing and implementing relevant professional experience working on peacebuilding, social cohesion, early warning systems, or governance projects in Somalia. - Knowledge and understanding of local and national conflict dynamics in Somalia. Particular understanding of conflict dynamics in Galmudug region is highly desired. - Strong communication skills with diverse groups of stakeholders with different levels of seniority and ability to develop and maintain relationships and key partnerships. - Demonstrated ability to engage and partner with communities, civil society organizations, government representatives, donors, and other stakeholders. - Demonstrated innovation and success in partner capacity-strengthening and in participatory, flexible, and gender-sensitive programming and implementation. - Experience with community empowerment programming, including community driven development or other participatory development processes. - Strong commitment to capacity building of national staff and civil society with willingness to adopt a participatory and consultative approach. - Knowledge of context and conflict analysis and stakeholder analysis. - Experience with gender and conflict sensitive programming and implementation.

- Required Competencies:

Commitment to service, strong communications skills, planning & organizing, ability to be punctual and ensure timely reporting, proactive, a good team player, and ability to work under difficult conditions in the field.
