Background

The United Nations Human Settlements Programme, UN–Habitat, is the United Nations agency for human settlements development. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and the Resolution 56/206. Its activities contribute to the overall objective of the United Nations to reduce poverty and promote sustainable development within the context and the challenges of a rapidly urbanising world.

UN–Habitat is headquartered in Nairobi, Kenya, with a team of some 200 international and local staff, with regional offices for Asia and the Pacific in Fukuoka, Japan (ROAP–Fukuoka), for Latin America and the Caribbean in Rio de Janeiro, Brazil (ROLAC), and for Africa and the Arab States in Nairobi, Kenya (ROAAS). The regional office for Eastern Europe and Transition Countries is also based in Nairobi.

In the Philippines Country Office (CO), key programs and projects include national urban policy support, capacity development to manage urban development and settlements, climate change, post-disaster shelter recovery, urban planning, urban poverty reduction and slum upgrading. Support to climate change programs and projects started as early as early as 2008 under the MDG Demo Project of the UN. Since then, the climate change program has evolved and grown into a strategic and regular technical assistance component of the Philippines Country Office.

PROJECT BACKGROUND

The United Nations Human Settlements Programme (UN-Habitat) is implementing a 3-year International Climate Initiative (IKI) supported project entitled “Building Climate Resiliency through Urban Plans and Designs.” The project aims to strengthen the capacities of national government agencies (NGAs) to promote and integrate urban adaptation planning and designs in the institutional policies and regulations to support local government actions and enhance the skills of local government units (LGUs) in developing resilient urban plans and designs.

The capacity of LGUs, given the spectrum of city classification and urbanization context of towns, likewise need to be strengthened for them to be able to absorb, apply and inform the national agency policies and regulations on urban adaptation planning and design. Through showcasing capacity building of LGUs in developing resilient urban plans and designs and demonstrating their application of learning via implementation of small-scale projects and activities (Output 2), case-based learnings and guides could supplement existing HLURB and DILG planning guides and manuals (Output 4). As proof of concept is showcased in Output 2, bridging of urban adaptation plans and designs to implementation through access to climate financing would be crucial. Showcasing and demonstrating a process to capacitate and link cities to finance through an investment forum would result in innovative features of “project packaging and financing” (Output 3).

In this regard, a compendium of city case studies, one for each pilot city, will be developed with the following objectives:

  • highlight the process that led to each LGU’s urban adaptation strategy and their selected urban design interventions
  • demonstrate learning process and experience of each LGU under the project
  • capture the considerations in developing the LGUs’ urban plans and designs for climate adaptation

The development of city case studies is part of the project deliverables (Output 3 and 4) and will be part of project modules particularly the “national guide” and information kit for the BCRUPD Investment Forum this coming October-November 2020. A case study content editor is needed by the project to enhance the case study drafts of the following partner cities: Cagayan De Oro, Ormoc, and Tagum.

INSTITUTIONAL ARRANGEMENT

The consultant will be directly supervised by the BCRUPD Project Manager with technical guidance from the Climate Change Adviser. Outputs will be submitted to the Project Manager. Review and acceptance/approval of outputs will be managed by the UN-Habitat Country Program Manager and the Project Manager. The outputs (three city case studies) will be owned by UN-Habitat and users/audiences of the said documents are the partner LGUs, national government agencies, donor (IKI-BMU), UN-Habitat, climate change proponents and other development-oriented organizations. The Consultant is required to report to the Project Manager (virtual) on a weekly basis and will be asked to attend project meetings when necessary. The Consultant will only coordinate and liaise with the project team during the whole course of contract implementation.

All work (meetings, coordination) will be done virtually. The contract is “work from home arrangement” and no travel is required for this assignment. The consultant is expected to provide for his/her computer/laptop and other logistical requirements such as communications.

SCOPE OF PRICE PROPOSAL

The proposed contract price is based on a lump sum amount paid all-inclusive for the actual professional services, communications, etc. Payment will be made in two installments based on UNHABITAT’s acceptance of the following outputs: 1st submission and acceptance of three (3) case study drafts of Cagayan de Oro, Ormoc, and Tagum and 2nd submission of copy edit-ready city case studies of Cagayan de Oro, Ormoc and Tagum.

Benchmark for the financial proposal will be the number of workdays allotted to complete the assignment of developing/finalizing three city case studies. The estimated number of workdays for this assignment is at least 24 days. The output submission will be in the form of e-copy (Word file), fit to A4 size, using 12pt Times New Roman font.

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of the contract, the Consultant must be ready to submit proof of insurance valid during the contract duration.

DURATION OF CONTRACT

The consultant is expected to edit (content editing) 3 case studies within 24 days or 8 days per case study spread over one (1) month, covering the period of 25 September to 24 October 2020.

Duties and Responsibilities

The consultant will directly report to the BCRUPD National Project Coordinator and will be responsible for the following tasks for three (3) city case studies:

  • Enhance the case study drafts through full editing based on the agreed content, outline, number of pages using the available materials/documents of the BCRUPD project
  • Edit the substance and text to achieve a seamless narrative and presentation of information
  • Ensure that all sections, appendixes (if any), and footnotes are complete
  • Check completeness of tables, charts, graphs, figures, and photos, and ensure their conformity with the text and other relevant information.
  • Coordinate with the project team members in performing the assigned tasks.
  • Attend project virtual meetings when needed
