In November 2018, the National Justice Council (CNJ) and UNDP signed the international technical cooperation project BRA / 18/019 - Strengthening of the Monitoring and Inspection of the Prison and Socio-Educational System, today knows as "Fazendo Justiça". The project aims to develop tools and strategies focused on strengthening the monitoring and supervision of the prison and socio-educational system, with emphasis on reducing overcrowding and super-population in these systems. In this sense, the project aims to position the National Council of Justice as a central actor in solving the crisis in the prisons and socio-educational systems, considering the particularities of each one.

The actions envisaged include studies, evaluations, and plans, as well as the creation of mechanisms and instruments to promote the implementation, dissemination and support of technical, conceptual, and operational capacities aimed at improving criminal policies and socio-educational measures in the country.

The actions of Axis 3 are aimed at the implementation and improvement of policies and actions aligned with the citizenship of people deprived of liberty and egressed on the prison system, with the promotion of services and the development of methodologies, production of reference materials, collection and systematization of data and articulation with the Judiciary, Executive and Legislative Powers. Among the main initiatives of the Axis, the strengthening and qualification of the Social Offices stand out; National Plan for the Generation of Work and Income; Education Policy in the Prison System; strengthening of social participation in criminal enforcement; National Plan for the Promotion of Sport and Leisure; qualification of judicial inspections; judicial strategy to strengthen the National Health Care Policy in the Prison System, among other transversal actions.

The UN Volunteer will perform analytical and technical-administrative functions, supporting the national coordination of Axis 3 of the Fazendo Justiça Program, responsible for citizenship policies for people deprived of their liberty, attention to those who have been released from the system, qualification of the Judiciary in prison policy, social participation and public/ society oversight in criminal enforcement.

Under the direct supervision of the Coordinator of Axis 3 of Fazendo Justiça programme, the UN Volunteer will undertake the following tasks:

• Support the production, organization, tabulation, systematization and interpretation of data from related actions;

• Perform administrative activities, document organization, document review and document management;

• Technically contribute to the discussions held regarding mental health, prevention of torture and judicial inspections, based on the professional's expertise and the topics highlighted by the Axis 3;

• Prepare and revise, whenever necessary and requested drafts and products based on guidelines passed on by Axis 3 related to mental health, judicial inspections, prevention of torture and other relevant themes indicated by the Axis;

• Acting in the production of documents necessary for the implementation of axis 3 activities, such as texts, reports, letters and other documents necessary for the management, information, systematization, knowledge and development of ongoing actions;

• Support in the development, monitoring and recording of management strategies and tools for monitoring actions in the states, based on the monitoring of goals and priority deliveries;

• Technically support the team in the decision-making processes of actions involving Axis 3 themes;

• Provide general technical and administrative support to the actions of axis 3.

• Carry out missions, meetings and other activities for the execution of the action plan and for technical follow-up and qualitative monitoring of the products and targets foreseen in the Axis under its responsibility;

• Perform other tasks, as required by the designated supervisor

public policies, research or civil society institutions with activities related to criminal justice; - Experience with citizenship policies is desirable; mainly in preventing and combating torture and mental health; projects aimed at overcoming the overcrowding of prison units will be considered an advantage. - Experience in consulting activities and/or preparation of technical reports for publication or other knowledge products. - Experience in organizing and coordinating collective activities such as group development, training processes and restorative practices. - Experience working with the judiciary.

NOTE: UNDP will give priority to social markers of differences and encourage the application of black women, LGBTQIA+ people and people released from the prison system.

The assignment will be in Brasília, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
