How can you make a difference?

Under the supervision of the Emergency Manager East in Goma and the strategic and technical direction of the Chief of Emergency in Kinshasa, coordinates the preparation and response to cholera outbreaks in the national territory of the DRC and more broadly supports the direct implementation of emergency cholera program in the East (North Kivu, South Kivu, Tanganika).

Directly responsible for the development, planning, implementation, monitoring and evaluation of emergency interventions related to cholera outbreaks and risks, to ensure the survival and well-being of children and mothers and affected communities. Provide coordination and support for policy and program planning and management of the UNICEF supported cholera program in support of the Government of DRC. Oversee the activities of the internal UNICEF cholera task force and the cholera technical groups within the clusters.

Key responsibilities :

Emergency cholera epidemic and public health emergencies preparedness

- Ensures that adequate emergency preparedness measures are taken through the development and updating of contingency plans and establishment of early warning mechanisms and the use of IOA which leads to more effective preparedness and response to specific outbreak cholera and public health emergencies.

- Participates in the formulation and development of plans of action in preparation and response to emergencies, and monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of cholera emergency preparedness and response at the national level.

- Provides policy and program advice related to emergencies, including on management related issues. Provides direction and guidance to the field offices in the east in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms faced with impending emergencies.

Emergency cholera Response and Elimination

- In response to all cholera events, takes prompt action as Team Leader or member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance with a focus on cholera elimination in the DRC.

- Ensures the use of IOA evidence in outbreak monitoring and response plan development

- Assesses local conditions resulting from the emergency situation affecting children and their families in the country. Leads and/or participates in needs assessment missions to determine priorities and an appropriate intervention by UNICEF in close collaboration notably with OCHA and WFP.

- In coordination with emergency manager and Chief emergency, ensure the engagement and coordination of all sections in UNICEF’s emergency response as well as circulation of information, analysis and updates between the field offices and cholera task force UNICEF

- Assists the emergency Manager in emergency operations oversight and program management to ensure that the funding, budget, management, reporting, and field presence coordination are managed efficiently and effectively with clear accountabilities.

- Prepares inputs for appeals and updates related to emergencies as well as project proposals for emergency. Works and coordinates with program sections in the East to ensure an integrated emergency response.

Cholera control program and Coordination

- Provide technical expertise and guidance to emergency staff/section focal points for the development of convergent and integrated emergency response strategy and projects.

- Support FOs in the East and internal task force cholera, in the development and implementation of integrated multisectoral necessary approach.

- Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with the special needs resulting from emergency cholera outbreaks and public health emergencies situations requiring effective emergency responses.. Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.

- In coordination with Chief emergency, contribute to fundraising efforts through regular communications/advocacy with donors based in the east, quality inputs to concept notes, proposals, communication materials.

- As required by the Emergency manager, represents UNICEF in relevant related forum and keeps management informed of all humanitarian developments in the East in terms of strategy, situation developments, potential threats, and opportunities/issues in partnership. Engage and support engagement with the inter-agency coordination fora to influence the humanitarian strategy in the East, advance UNICEF’s priorities and highlight humanitarian gaps.

Cholera Cases Area Targeted Intervention – Rapid Response UNICEF program

- Ensure qualitative, solid and efficient implementation of CATI (UNICEF Cholera Rapid Response) in close collaboration with UNICEF field offices, related UNICEF sections and partners.

- Ensure UNICEF CO has oversight of the cholera situation and response on a daily basis to support the elimination of cholera in the DRC

- Ensure appropriate and timely response to each reported alert through MoH, PNECHOL and official partners

- Support MoH and planification ministry in monitoring, evaluate or preparing the elimination plan.

To qualify as an advocate for every child you will have…

Education

  • Advanced University degree in one of the following fields: public health, WASH, health/nutrition, emergency management or social sciences, or other related disciplines. Preferably a combination of public health and emergency management.

Work Experience

  • Minimum 5 years of progressively responsible professional work experience at international levels in emergency programme/project development, planning, implementation, monitoring, evaluation and administration.
  • At least 6 years of experiences in managing of public health emergency programmes/projects and emergency teams and emergencies in several context (displacements, disasters management, others.).
  • At least 5 years of experience in implementing and/or supporting the implementation of a highly reactive epidemiological surveillance system with associated response methodology
  • Experiences in rapid response cholera program especially CATI is an asset.

Language Proficiency

Fluency in French oral and written and working knowledge of English.

Local working language of the duty station an asset.
