The overall purpose of this consultancy is to provide support to the UNICEF North Macedonia country office, by executing a range of tasks and responsibilities that are part of the Child Rights Monitoring portfolio, during a three-month period. To ensure uninterrupted flow of work, the national consultant will support the office with key tasks on child rights monitoring, which are incorporated in the broader UNICEF country programme, thereby contributing to the results of the programme.

How can you make a difference?

Under the general supervision of the Representative of the Country Office, the CRM consultant will be expected to carry a range of tasks and activities, under three broad areas thematic areas:

  1. Advancing child rights monitoring in the country
  • Lead the implementation of a Child Rights Landscape Analysis to inform and steer CRM programmatic initiatives, setting the baseline for the development of national CRM mechanism

  • Prepare a TOR for a revision of the legislation and its compliance with the CRC, planned to commence in the last quarter of the year

  • Explore and identify opportunities to dynamize the collaboration with child rights civil society organizations and their coalitions— both in terms of an ongoing dialogue and, where possible joint activities—to bolster civil society’s role in the national child rights monitoring.

  1. Support in implementing evaluation activities

The CRM consultant will be expected to manage the implementation of the multisectoral evaluation of UNICEF interventions addressing inclusion of children with disabilities, which has been already initiated but is still in the preparatory phase of its implementation. The CRM consultant will ensure the completion of the following activities:

(i) conclude the selection of a contractor

(ii) with support from programme colleagues and the Deputy Representative, establish an Evaluation Reference Group and prepare a TOR for its main responsibilities and tasks

(iii) provide continuous support to the contractor in the preparation of the draft inception report of the evaluation

  1. Strengthening collection, use and promotion of children-related data
  • In collaboration with the Communication section and with support of other programme sections, use opportunities across programmatic areas to present results and encourage use of MICS data, particularly on UNICEF social media channels.

  • Support the State Statistical Office (SSO) in the annual TransMonEE database update, acting as a liaison between SSO and UNICEF ECARO Programme and Planning team.

To qualify as an advocate for every child you will have…

- A minimum of three years of relevant professional work experience in relation to monitoring of child rights, research and evaluation activities - Ability to write quality reports - Experience in conducting research, assessments and analysis - Ability to work under pressure and meet tight deadlines - Highly organized, detail-oriented with ability to work quickly and efficiently as part of a team - Cultural, gender, religion, race, nationality and age sensitivity and adaptability - Proven ability to work and collaborate in a team and maintain excellent collegial and respectful working relations. - Demonstrates integrity and high ethical standards - Practical training on programme development, monitoring and reporting and/or evaluation will be considered as an asset. - Fluency in written and spoken English and Macedonian is required. Knowledge of other local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
