Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority an under the administrative supervision of UNICEF Chief of Field Office in the Solomon Islands and the technical supervision of a Child Protection Specialist with UNICEF Pacific Multi-Country Office in Suva (Fiji), or their designated mandated representative, the UNV will provide technical assistance to the Social Welfare Division of the Ministry of Health and Medical Services to fulfill its functions as child protection mandated statutory authority, and lead of the multi-sector multi-stakeholder child protection system, as follows:

  • Train SWD personnel, in particular on response service provision, including on-the-job coaching/training for national and sub-national staff in child protection case management and referral, management skills, engagement with communities, and review organizational structures and job descriptions if needed.
  • Support SWD to monitor response provision, including technical assistance to adapt, develop or revise systems, guidelines and tools/templates for supportive supervision, individual performance evaluation, service quality monitoring, regular review/planning meetings, reporting from sub-national to national level, case record information management system, etc.
  • Support SWD to develop the regulatory framework for response service provision, including technical assistance to adapt, contextualise, revise or develop child protection case management guidelines, procedures and forms, standards and procedures for alternative care and child protection services, accreditation and registration procedures for non- government service providers.
  • Support SWD in planning, budgeting and reporting, ensuring child protection is included in national and sectoral plans and policies, advocating for resource allocation for child protection budgets and human resources, preparation of reports (financial, technical, annual, etc.), as needed.
  • Provide technical assistance to SWD to carry out its functions as lead of the multi-sector multi-actor child protection system, including supporting child protection legislation and policy development, coordination of the national child protection working group, orientations of multi-sectoral actors on child protection, advocacy activities, and technical inputs on child protection to procedures/protocols/policies developed by other sectors (health, education, judiciary, police) and GBV multi- sector and sectoral protocols.
  • Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s degree in Social Work and Master’s Degree in Social Welfare Services Management, or Bachelor’s/Master’s in social sciences plus extensive experience in the relevant areas

Required experience:

Experience remark:

  • At least 8 years of relevant professional work experience, i.e. direct social work with children in need of care and protection and their families and communities; management of social services, including child protection services; drafting of standards/procedures for child protection services; training of social workers and social welfare managers on child protection social work practice and management; technical assistance to and/or coaching of social workers/social welfare officers in child protection.
  • Experience working with government statutory child protection services/government child, family, and community social services including child protection essential.
  • Experience working with social welfare system emphasizing working with families and communities.
  • Demonstrated facilitation/training skills
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners; relating with people, teamwork, networking
  • Excellent communication skills, in particular, ability to communicate technical concepts, knowledge, and skills in a clear, simple, and jargon-free language; ability to present information in a well-structured, logical manner
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
