Job Description

IRC North Central America has operations in El Salvador, Honduras and Guatemala, 158 staff members in all three countries and responds to the humanitarian crisis of violence, displacement and the most vulnerable populations, including returnees, LGBTQI+, survivors of gender-based violence, children, adolescents and indigenous people. IRC has active Women's Protection Empowerment (WPE), Child Protection (CP), Economic Development and Recovery, Rule of Law Protection and Education programs in all three countries.

The Child Protection Technical Coordinator will serve as the overall technical lead for CP Protection programs and will be responsible for providing strategic direction and vision to IRC's child protection response in North Central America. He/she will be responsible for the quality implementation of all aspects of an integrated response that combines information sharing, risk reduction, vulnerable case, identification and referrals, and specialized programs for children and adolescents, those affected by violence, including especially affected groups such as women, children and the LGTBQ community. The CP Coordinator will oversee the CP team staff with three direct reports, who will focus on project implementation and budget execution, consolidation of CP programming, representation in coordination spaces, business development and capacity building, and partnerships with civil society organizations and government institutions serving populations affected by violence in the country. The Child Protection Coordinator will oversee the child protection team and will have overall responsibility for the day-to-day management of the program, focusing on safe spaces for children, prevention and response activities, provision of information and guidance, case management for children, as well as technical oversight of future implementing partners. The Child Protection Coordinator will work extensively with other sectors to ensure that protection principles are incorporated into emergency programs.

The CP Technical Coordinator will scale up programming in all three countries, including child protection, risk mitigation, safe spaces, prevention programs, community mobilization, adolescent programming, particularly for displaced or on the move populations, building on the initial programmatic strategy in NCA, interacting with technical colleagues at HQ and ensuring technical quality. monitoring and evaluation, appropriate supervision, quality assurance, partner identification, scaling up and implementation that corresponds to the current Strategic Action Plan. The CP Technical Coordinator will be integral to fundraising and business development efforts as well as donor engagement for the areas, participate in protection stakeholder coordination meetings and work closely with IRC NCA Deputy Directors of Programs (DDP), Operations, Finance and other program area leaders to ensure proper programmatic planning, budgeting and continuously review the implementation strategy for effectiveness and fitness for purpose, as well as support adaptation of the model for further expansion across the region as needed.

The CP Technical Coordinator will report directly to the CRI Deputy Program Director in the Country where the position is located, maintaining a close relationship with the DDPs in the region.

Responsibilities

• Identification of areas of possible intervention, identification and relationship with community leaders, community-based organizations, collectives, social groups and civil society.

• Develop participatory community diagnostic processes in the identified intervention zones.

• Lead processes to identify the needs of communities that receive migrants, refugees, internally displaced persons, victims of conflict and armed violence, and host communities.

• Lead processes of sensitization with the Community of the IRC Programs and interventions.

• Tracking, monitoring and evaluation of impacts and changes in communities to identify risks and potential negative effects of IRC interventions.

• Management of additional and/or complementary needs of beneficiaries by identifying existing services and possible organizations to provide a response (mapping of services).

Technical Quality

• Provide technical and management leadership for the implementation of CP programs in accordance with best practices and CRI policy and reflect local and contextual needs.

• Contributes to the development of any revisions to NCA CP program strategy planning and documentation, in consultation with the technical unit (VPRU) and in collaboration with the IRC NCA DDP.

• Provides technical guidance on confidential and secure data collection, case identification, secure information exchange and referral mechanisms in line with internationally recognized best practices.

• Lead the identification of key partners working in PC areas.

• Support to improve the quality of specialized services available in the country, in addition to contributing to the standardization of PC protocols, referral pathways and SOPs.

• Serve as a liaison with the Violence Prevention and Response Unit Technical Advisors at headquarters to ensure program quality.

• Provides technical security guidance on information exchange and maintenance of safe spaces aligned with internationally recognized best practices.

• Leads the technical partnership for selection, training, supervision and monitoring for the protection of program implementation.

Coordination and promotion

Participate in coordination mechanisms at the national level and, as appropriate, at the regional level of the NAC.

• Participate in the promotion, coordination and input of national and regional NCA policy briefs in relevant areas, as well as in the development of the Humanitarian Response Plan.

• Coordinate internally with other areas to ensure operational and financial management of projects.

• Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC's position, promoting long-term strategy and resolving issues / conflicts.

• Works closely and coordinates with IRC logistics, finance and grants staff to ensure program activities and expenditures are timely and compliant; including active participation in opening/closing and grant review meetings.

• Effectively represents the IRC in Protection coordination forums, such as the Protection Working Group / Protection Cluster.

• Negotiates and maintains appropriate information sharing protocols within CRI programs and with external stakeholders.

• Maintains effective and safe referral pathways for protection issues and other vulnerable cases. Lead the development and maintenance of SOP for referral

Staff supervision and development

• Directly supervises CP Managers provides training, quality supervision and mentoring of CP teams and remote team management support.

• Ensure a focus on providing adequate training and coaching, as well as professional development opportunities, based on IRC best practices and methodologies for IRC staff and partners.

• Maintain open and professional relationships with team members, promoting a strong team spirit and providing supervision and guidance to enable staff to perform successfully in their positions.

• Ensure timely completion and submission of monthly timesheets, probation reviews and performance reviews.

• Overall responsible for staff work plans, calendars, work schedules and vacations, and staff training/development.

• If/as needed, identify staff performance issues and work with line managers and Human Resources to document and address them in accordance with National Staff Employment Policies.

Business Development, Grants Management and Monitoring and Evaluation

• Lead proposal development inputs, including technical design, writing and partner coordination for CP areas and support positioning, networking to seek new funding opportunities to deliver on the program strategy and scale up different implementation modalities that are cost effective and sustainable.

• Lead the overall implementation of CP programming grant management activities in conjunction with the Grants team and managers, including: providing guidance to staff to ensure that established goals and objectives are met, that projects are properly monitored and evaluated, and that project reports are well written and submitted in a timely manner.

• Together with the teams, prepare program work plans, expenditure plans, tracking and monitoring tools that meet program objectives and prepare appropriate operational guidelines for project staff;

• Ensure that project activities are implemented within assigned budget parameters, manage all financial aspects of CP protection programs, approve relevant expenditures and review expenditures, in consultation with Finance and Operations teams when necessary;

• Analyze protection concerns for children, adolescents, women, girls, as well as the LGBTQI+ population in NCA and across the country, propose new areas of work to the IRC and participate/lead in the development of proposals.

• Development / maintenance of effective and efficient monitoring, support, quality control and reporting systems and processes.

• Ensure consistent and regular field monitoring and implement quality assurance modifications as needed.

• Ensure that IRC and donor reports, according to established timelines on grant activities, indicators and achievements, are produced with quality.

• Support adaptation of program strategy, staffing structure, etc. as needed.

Other reports and duties

• Provide support to other reports as requested by the M&E area, NCA DDP, Country Director or Technical Unit.

• Actively participate as a leader in the NCA Senior Management Team, strategic initiatives, donor and site visits, and any other activities as assigned.

• Consistently and proactively monitor/assess team security; promptly report concerns or incidents to the executive leadership team and liaise with external parties as needed in accordance with IRC security protocols to maintain/enhance the security environment for IRC programs.

• As needed, support DDP for occasional tasks that may arise that are not listed above.

Requirements

• Advanced degree strongly preferred, child development, protection, humanitarian response, social work, psychology, human rights, international law, social sciences or related field.

• At least six years of experience in the implementation, technical assistance and management of child protection, women's protection and/or protection programs in an emergency or complex security contexts, with a demonstrable understanding of the relevance of humanitarian action; professional experience in NCA is strongly preferred.

• Strong knowledge and understanding of international child protection and women's protection standards and best practices in humanitarian response and development contexts.

• Applied experience in mental health and psychosocial support programs.

• Demonstrated experience in technical training, capacity building and mentoring of staff, as well as identified partner organizations.

• Must be able to apply skills and knowledge in a variety of capacities, including direct implementation, advisory roles, training, and transferring technical knowledge and management skills to others.

• Proven experience and success working in partnership models and with remote management.

• Demonstrated experience working with a new program start-up is preferred.

• Demonstrated ability to work with innovative systems and creative approaches to programming.

• Experience working with new technologies and/or hotlines is an asset.

• Strong program, people and budget management skills, including planning and reporting across multiple grants and countries

• Strong written and oral communication skills, effective in representation and liaison with internal and external parties

• Strong program/technical and budget management, planning, reporting, monitoring and evaluation skills

• Fluency in Spanish and English is required

• Experience in international NGOs required
