The Child Protection Section at UNICEF Peru is seeking donor support for the funding of a UNV position for 2021-2022 that will provide critical support to achieve results of the current UNICEF - Government of Peru Country Programme 2017-2021 Outcome 1: children and ad-olescents will be brought up and educated without violence and will access services that guar-antee their protection and access to justice, and child protection-related results of the forth-coming country programme. The UNV will support the Child Protection Section’s ability to ensure its technical excellence and quality of programmatic work related to Child Protection especially on our effort to strengthen its system and prevention and response to Violence against Children. The UNV is also expected support an effort to deliver child protection in emergencies response to children on the move (outflow of Venezuelan migrants into Peru) in context of COVID-19. As Peru is the second largest recipient country of Venezuelan migrants, Child Protection inter-ventions are critical for this group of children, especially unaccompanied and separated chil-dren traveling to and through Peru. Our interventions are delivered through implementation of child protection in emergencies activities and regular development activities to strengthen child protection system so that there is a seamless response to protect children from the moment of their arrival to Peru and their integration into Peruvian society.

Under the direct supervision of the Child Protection Specialist (P-4), the UN Volunteer will undertake the following tasks:

  1. Support and contribute to the implementation of child protection system strengthening, violence against children and children on the move projects;
  2. Support resource mobilization through the preparation of concept notes, donor proposals and consolidate inputs for communication related work;
  3. Focal point of knowledge management, capacity building and monitoring and evaluation.

  4. Support and contribute to the implementation of child protection system strength-ening, violence against children and children on the move projects: Work closely and collaboratively with colleagues and partners to discuss implementa-tion issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions. ▪ Monitor and report on the use of programme resources (financial, administrative and other assets) that corresponds to the project the UNV is managing thereby verifying compliance with approved allocations, organizational rules, regulations, procedures and donor commitments, standards of accountability and integrity. Report on critical issues and findings to ensure timely resolution by management and stakeholders. Fol-low up on unresolved issues to ensure resolution. ▪ Prepare regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress. ▪ Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support. Take appro-priate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results. ▪ Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in child protection, to support programme implementation.

  5. Support resource mobilization through the preparation of concept notes, donor proposals and report, and consolidate inputs for communication related work: ▪ Support preparation and drafting of donor proposal and report for donors; ▪ Draft communication and information materials for child protection programme to pro-mote awareness, establish

Focal point of knowledge management, capacity building and, monitoring and evaluation: ▪ Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders. ▪ Apply innovative approaches and promote good practices to support the implementa-tion and delivery of concrete and sustainable programme results. ▪ Research and report on best and cutting-edge practices for development planning of knowledge products and systems. ▪ Participate as a resource person in capacity building initiatives to enhance the com-petencies of clients and stakeholders. ▪ Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. ▪ Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and to report on required action/interventions at the higher level of programme management.

programme development in child protection related areas in a UN system agency or organization and/or experience working in a developing country, humanitarian contexts and/or with minority groups, migrants, refugees, or with indigenous communities is an added advantage. Candidate with social work and case management background preferred.
