Under the supervision of Chief, CP section, the specialist supports the development, preparation and implementation of the Child Protection programme(s) and is responsible for the management, implementation, monitoring, reporting, and evaluation of the child protection programmes/projects within the country programme. The incumbent will provide technical support to ensure overall efficiency and effectiveness of the programme delivery in line with the overall sector programme strategies, goals and objectives and build capacity of national staff and counterparts.

KEY ACCOUNTABILITIES and DUTIES & TASKS:

1. Programme Planning, Development and Management:

  • Provides substantive inputs in the formulation of country programme documents and plans of actions relating to CPiE interventions within the primary technical areas of responsibility (as agreed upon with the supervisor)

  • Participate in strategic programme discussions on the planning of child protection programmes/projects. Formulate, design and prepare programme/project proposals for the sector, ensuring alignment with UNICEF’s overall Strategic Plans and the Country Programme, regional strategies and national priorities, plans and competencies.

  • Establish specific goals, objectives, strategies, and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
  • Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.
  • Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners and donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, best practices, and approaches on child protection related issues to support programme management, implementation and delivery of results.

2. Promotion of UNICEF’s Global Goals:

  • Promotes the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes.

3. Knowledge Management:

  • Promotes knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned within the primary technical areas of responsibility

  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.

  • Organize and implement capacity building initiatives to enhance the competencies of clients and stakeholders to promote sustainable results in child protection and related programmes/projects.

4. Rights-Based and Results-Based Approach.

  • Promotes the quality of rights-based CPiE programmes through participation in the formulation of programme goals, strategies and approaches, collaborating with key partners to address the multiple aspects of the protective environment;

5. Sectoral Work Plan Development, Implementation, and Monitoring.

  • Takes primary responsibility for the development of the CPiE sectoral work plan and technical decisions as well as for management, implementation and monitoring of assigned CPiE project/sectoral activities, in compliance with the defined programme strategies and approaches, with adequate consultation with relevant stakeholders. Support maintenance of information system for monitoring gender/sex disaggregated data.

6. Programme Delivery, Evaluation and Reporting.

  • Ensures programme, sectoral or inter-sectoral, efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with stakeholders. Contributes to the preparation of annual Child Protection sector status reports, with contribution of all relevant partners.

  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management. Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.

  • Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations, procedures, donor commitments, as well as standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
  • Actively monitor programmes/projects through field visits, surveys and exchange of information with partners to assess progress, identify bottlenecks and potential problems. Take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

  • Prepare regular and mandated programme/project reports for management, donors and partners to keep them informed of programme progress.

7. UNICEF and Government Accountability.

  • Coordinates with Operations and Supply staff on supply and non-supply assistance activities related to the assigned CPiE interventions. Orients UNICEF implementing partners in UNICEF supply and non-supply policies and procedures, as required. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines, as relevant.

8. Communication, Collaboration, Networking and Partnership.

  • Ensures exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve CPiE programme requirements and objectives within the technical areas of responsibility. Conduct field visits to monitor programmes interventions and collect information.
  • Collaborates with other sectors as relevant to maximize impact of CPiE interventions.
  • Interacts with partners, NGOs, UN and bilateral agencies in the different stages of CPiE programme/project implementation to follow up on agreements and recommendations. Provides technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve Child Protection programme goals with all key partners.

IMPACT OF RESULTS:

The strategic and effective advocacy, planning, formulation and implementation of child protection programmes/projects and the achievement of sustainable results, contributes to the achievement of goals and objectives to create a protective environment for children against harm, all forms of violence and ensures their survival, development and wellbeing in society. Achievements in child protection programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

To qualify as an advocate for every child you need to have…

Education: Advanced university degree, preferably in the social sciences, law or other relevant technical field. (First Degree with seven years of professional work experience at national and international levels in child protection, notably in emergency contexts can be accepted in lieu of Advanced Degree).

Experience: Five years of professional work experience at national and international levels in child protection, notably in emergency contexts.

Language Requirements: Fluency in English and Arabic
