UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings. Preventing and responding to gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention and risk mitigation of, and response to GBViE one of its targeted priorities in its new Strategic and Gender Action Plans (GAP) 2022-2025, as well as in the new Child Protection Strategy. GBViE contributes to the results under Goal Area 3 and is also now a cross-cutting priority across the new Strategic Plan-, making GBV risk mitigation one of UNICEF’s change strategies and a key contributor across all Goal Areas.

For every child, a hope….

You will be responsible for overseeing a complex and extensive portfolio of GBViE-related innovations and provide technical support on service delivery, such as the GBV Case management Capacity Building Initiative in line with the Interagency GBV Case Management Guidelines (2017). This position will also provide strategic leadership to UNICEF on GBV technology and information management. The Specialist will also be responsible for supporting key UNICEF partnerships on GBViE and the GBVIMS. They will additionally support the production of consistent and reliable data on GBViE for UNICEF, including those related to the Humanitarian Action for Children (HAC) and UNICEF Strategic Plan (SP) indicators. This role will also provide technical support in responding to the COVID-19 pandemic as well as other emergencies.

How can you make a difference?

Management of technical team focused on service delivery.

  • Lead the sustained capacity building initiative on GBV Case management at interagency level in existing rollout countries and potential new countries.
  • Support the development of technical resources for GBV service providers on case management for child, early and forced marriage cases.
  • Strengthen UNICEF’s engagement and support to the social service workforce’s capacity to respond to GBV in humanitarian crises.
  • Strengthen UNICEF’s engagement and support to local women’s groups on service delivery by supporting partnerships with networks of grassroots organizations. This component will include establishing partnership with networks of local women’s groups to support them to respond to GBV survivors.
  • Support the rollout of the revised resource pack on Caring for child survivors of sexual assault to UNICEF country offices and their partners.
  • Provide technical leadership and operational support to UNICEF’s Country and Regional Offices as well as their operational and implementing partners, where applicable, to strengthen their Case Management and service delivery practices in line with the new approach of addressing violence against girls, boys and women.

Management of UNICEF GBViE digital products and project implementation

  • Oversee the development of two GBViE digital product, namely Laaha, the virtual safe space platform for women and girls and the eRPW, digital referral pathway progressive web app (PWA). This includes the development of new features, maintenance and production support as well as sustainability plan development and handover. This includes providing clear directions and objectives for their work; establishing work plans and ensure timely deliverables in line with projects’ outputs.
  • Lead the technical work on the Primero/GBVIMS+ platform and rollouts. In particular, provide on- and off-site field support to the interagency GBVIMS+ rollout processes, with a focus on conflict-affected contexts; Contribute to building and improving skills of GBVIMS users in using GBVIMS data for improving programming, advocacy and fundraising.
  • Work closely with the UNICEF Primero project team to ensure coherence and strategic direction. In particular, strengthen the institutionalization of GBVIMS+ for UNICEF Country Offices and partners.
  • Ensure that UNICEF Country and Regional Offices are informed about the rollouts of GBVIMS and GBVIMS+ and play a key role in ensuring that their implementing partners use these systems.

Strategic positioning of UNICEF on GBViE Technology and Innovation

  • Define business models for GBViE technology products in terms of engagement on digital public goods, open source, etc.
  • Contribute to bridging the digital gender gap by strengthening the understanding of the divide as well as increasing access of women and girls to digital tools.
  • Ensure the documentation of lessons learned and good practices on creating a safe and ethical process for developing a digital platform for and by women and girls are gathered and shared globally
  • Support the advancement of research and advocacy on technology-facilitated gender-based violence (TFGBV).
  • In close collaboration with the Office of Innovation and the Digital Center of Excellence, provide technical support to UNICEF and partner-led technology products related to GBV in terms of product management, sustainability and development.
  • Explore new opportunities for GBViE innovations by keeping abreast of new technologies to prevent and respond to GBV and establishing close collaboration with tech companies and other key actors.

    GBViE-related advocacy, networking and partnership building

  • Act as UNICEF focal point for the GBVIMS Steering Committee, including providing strategic guidance to ensure UNICEF’s leadership in the rollout of Primero/GBVIMS+ and the rollout of the Interagency GBV Case management guidelines (2017).

  • Act as focal point in the GBV AoR Learning Task Team.
  • Act as focal point with the GBV AoR for UNICEF on any topic linked to service delivery and innovations.
  • Represent UNICEF’s GBViE portfolio in Geneva and other Europe-based fora including with donors and other UN agencies.
  • Manage the production of global public goods or evidence-based documents, knowledge management related to GBViE Innovations and Service delivery.

    Strengthen GBViE data management for UNICEF

  • Support UNICEF Country and Regional Offices to use GBVIMS+ and GBVIMS data to inform their programming and advocacy and include Key Performance Indicators (KPIs) to assess the performance of Case Management practices of their implementing partners.

  • Provide guidance to UNICEF on GBV information management to inform measurement of the Strategic Plan, Gender Action Plan as well as roll-out of the GBViE Operational Guide
  • Conduct trainings to UNICEF Country and Regional Offices on GBV Information Management for programming, advocacy and fundraising.
  • Provide technical leadership and operational support to UNICEF Country and Regional Offices in the monitoring and reporting of UNICEF’s GBViE programs and to use partners’ and GBVIMS data to inform their programming and advocacy.
  • Provide technical support in indicator identification, measurement and performance tracking as it relates to UNICEF GBViE programmes.
  • Oversee data visualization projects to utilize UNICEF GBViE data.

Manage resource mobilization, funding partnership management, and project management, including donor reporting and resource utilisation

  • Develop proposals linked to the thematic areas of GBViE innovations and service delivery
  • Coordination and submission of periodic and final reports to donors
  • Strategic engagement and development of partnership agreements with key stakeholders
  • Timely and quality implementation of projects linked to the thematic areas of GBViE innovations and service delivery.

To qualify as an advocate for every child you will have…

  • A minimum of master’s degree in public health, social work, political science, human rights, and international law or another related degree, or equivalent programming experience or related field is required.
  • A minimum of 8 years of programme management experience, preferably including at least 3 years implementing GBV programming in humanitarian contexts is required.
  • Demonstrated experience with GBV case management and its intersections with information management;
  • Experience supporting staff in GBV case management and providing case management training.
  • Demonstrated experience in database development, usage and management, including rolling-out Primero/GBVIMS+.
  • Demonstrated experience developing technology and digital products for women and girls in low connectivity and low literacy settings.
  • Demonstrated experience in the development of technical resources for service delivery and innovations, especially through interagency coordination.
  • Exposure to and awareness of the systems development life cycle, structured analysis, design and programming technique.
  • Experience working with a wide variety of stakeholders and capturing of requirements in an inter-agency setting.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
