UNICEF Office in Mazar covers two regions (the North and Northeastern Regions) with 9 provinces and over 180 districts that are populated by one-third of the Afghanistan population and geographical coverage. The region has special political sensitivity because the population is claimed to be affiliated with the previous government and known for their resistance to the current de facto authority in the past. moreover, the National Resistance Front is very active in the two regions, and ISK is undergoing serval operations in Mazar city and other parts of the region. This situation caused continuous and protracted displacements due to active conflict between the NRF and de facto. Besides this volatile context, most of the population are government-appointed with no regular salaries and the increased rate of unemployment has seriously affected families and increased the number of extremely vulnerable children in rural as well as urban areas (a recent survey carried out in the Balkh region has registered more than 16,000 children in streets). Like other parts of Afghanistan, North and North-eastern Regions half of the population are children and adolescents who are affected by protracted conflict and displacement, floods, and harsh winter. They are exposed to extreme situations of violence and abuse due to ongoing fighting, displacement, a poor economy, and harmful social norms and practices. The increased number and frequency of conflict-related incidents have caused an alarming rise in child casualties. UNICEF is the UN Agency mandated by the United Nations General Assembly to advocate for the protection of children’s rights, help meet their basic needs, and to expand their opportunities to reach their full potential, including addressing the challenges associated with the above-mentioned context. In an emergency situation, UNICEF Child Protection strives the achieve eight Core Commitments for Children (CCCs) throughout the humanitarian actions, where evidence generation and information management are key in reaching the benchmark of these cross these commitments. Toward these commitments, UNICEF Zonal Officer in Mazar supports the Departments of Labour, Social Affairs, DoLSAs, Civil Society organizations (CSOs), and community-based structures in the nine provinces of the North and North East Regions in capacity building capacity of social work and case management of child protection system to improve prevention and response to child protection issues as well as departments of vital statistics DoVs and Departments of Public Health DoPHs in improving birth registration in the health facilities. Acknowledging the above, UNICEF Mazar Field Office would like to have the additional capacity for improved child protection evidence-based programming and tracking of CP emergency programmatic response to various child protection situations, including improved response to child survivors of grave child rights violations. The additional capacity will help UNICEF guaranteeing that children receive all the necessary humanitarian assistance that is required for their safety and wellbeing.

Under the direct supervision of a Child Protection Specialist, and technical guidance from CP Officers, of the North and Northeastern Region, the national Child Protection Officer (the UNV for Information and evidence generation) will undertake the following tasks:

Summary of key functions/accountabilities: The overall role of the UNV Child Protection Officer is to collect and manage information and generate- evidence in support of Child Protection’s programming (planning, monitoring, implementation, and evaluation). Within this aim, the main focus is to support improved service delivery to children in the North and North-Eastern Regions. Under the guidance of the UNICEF Child Protection Specialist and Officers – North and Northeastern Region, the UNV will be responsible for the following: responsibilities will include the following. 1) Support to program development and planning: • Collect and analyse child protection-related information to inform the Child Protection programming, including the development, review, and update of the CPN situational analysis in the North and Northeastern Regions. • Proactively gather information and work closely with UNICEF Child Protection partners (HYSI, ACTED, ADWSO, YHDO, and other CP possible partners) to ensure regular reporting on the Country’s Child Protection trackers; document best practices/ success stories, to support quality reporting (including donor reports). • Verify data submitted by partners in the UNICEF’s information system and inform trends and response rates to child protection situations. • Support and guide the collection and verification of MRM, including information about cases referred to service providers, in order to allow the section to determine the rate among victims’ assistance service providers. • Lease with the MRM database at a country level and ensure cases from North and Norther are reflected in the MRM national information system. • support the planned rapid assessment for the most vulnerable children in an urban setting. • Mapping of UNICEF Supported Child-Friendly Spaces (CFSs) through Geographic Information Systems (GIS). • Inform technical reports on data management and inputs for program preparation and documentation ensuring accuracy, timeliness, and relevancy of information. • inform the development/establishment of sectoral program goals, objectives, and strategies and results-based planning through research, data collection, analysis and reporting of child protection, including the management of the child protection database. • Prepare timely required data and documentation/materials to facilitate the programme review and approval process for the CP programme. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Statistics, demographics, public policy, international development, economics, information technology, database management, or related field. • Professional work experience in data, information management, planning, monitoring, reporting, and other related areas in a child rights-based organization.
• Working with or for young people is an added advantage. • Excellent oral and written skills; excellent drafting, formulation, and reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in UNICEF’s mission, and mandate, and the core commitment for children in humanitarian action and volunteerism as a mechanism for durable development, and the UN System.

The UNV is afghan national and preferably to be from North Region and aware of the local contexts of the Northern Region.
