UNICEF child protection programme is scaling up its comprehensive emergency responses in various parts of Afghanistan; however, its effectiveness is hindered due to lack of comprehensive and well managed data management system. UNICEF, as highlighted in its Core Commitments for Children in Humanitarian Action, is responsible of interagency humanitarian reform and provision of leadership and participation in assigned clusters and sectors. The approach of Child Protection Area of Responsibility (CP AoR) lead by UNICEF ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies. It aims to make the national and international humanitarian community better organized and more accountable and professional, so that it can be a better partner for the affected people, host government, local authorities, local civil society and resourcing partners. A well-run cluster including Information Management is a formal deliverable of the cluster lead agency and forms a part of the agency’s work.

Furthermore, the efficiency and efficacy of Child Protection in Emergency (CPiE) programme preparation, planning and implementation within UNICEF contributes to and accelerates the humanitarian response scale up and national development efforts to scale up access to quality child protection in Afghanistan.

Therefore, there is need to streamline the information and data management system within UNICEF and the CP-sub-cluster to collect accurate, clean, complete and consistent data of child protection response from UNICEF partners in a timely manner and then to produce analysis of the collected data to use it for evidence based planning and programming. UNICEF as major partner of CP sub cluster and responsible of the 80% targets of the CP AoR, having a well-managed information management system will eventually contribute into overall information management capacity of UNICEF and AoR programmes.

Under the direct supervision of the Chief of Child Protection, the Child Protection Information Management Specialist will work with the child protection team in the national and sub-national level to strengthen the Child Protection Information management in coordination with other sectors, CPAOR, the GBV sub cluster and Mine Action sub cluster. In addition, the information management specialist will support to develop and implement the CPMIS+ and strengthen the MRM data base.

How can you make a difference?

Given the scale of the Afghanistan protracted crisis and the current COVID-19 situation, there are great demands for data, information and analysis in the Child Protection Area of Responsibility (AOR) and within the UNICEF child protection programme including emergency and development components. In addition, the need for Information Management capacity is high with the operationalization of the inter-agency approach. The Information Management Specialist will manage the collection, analysis and sharing of information that is important for the Sub-cluster and programme teams to make informed, evidence based, strategic decisions on:

  1. the scale/ scope and coverage of the child protection partners
  2. responses, as necessary; ii) the needs of affected population;
  3. prioritization of areas according to cluster indicators, as specified in the Humanitarian Response Plan (HRP);
  4. The quality reporting of SMQs and RAM
  5. what the key gaps in needs and response are;
  6. what capacity (human, material, financial) is required.

1. Support child protection programme to improve the reporting on the RWP indicators and the SMQs and ensure the capacities of the team are improved on data collection, analysis and reporting.

2. Information Management for the Child Protection AOR in the coordination structure: • In close collaboration with UNICEF and CP AoR coordinator, develop and implement standard tools and mechanisms to enhance the all over coordination of CP Humanitarian response in Afghanistan • Consolidate all information, periodic or ad-hoc, received from the different partners and generate comprehensive documents (including maps, dashboards, infographics and resource analyses), and present information in a way that is easily understood by various decision makers, ensuring the data confidentiality aspect. • Support HNO, HRP process by developing Secondary Data Review (SDR), Needs severity analysis, PIN and Planned reach calculation etc. • Coordinate closely with other IMOs within UNICEF and other clusters to ensure complementarity, harmonization and compatibility in terms of IM. • Develop and implement the CPMIS+ in the context of Afghanistan

3. Data Collection, Compilation and Analysis • Support the development and regular revision of Sub-cluster and Inter-Agency Information Management tools related to the child protection AOR. • Lead the AoR Inter-agency discussions including for data collection, quality assurance and clearance prior to dissemination as necessary. Prepare the draft inputs reports based on collected data. • Provide technical guidance to CP AoR, Afghanistan on the deployment of digital innovations including CPIMS+ and other real time data collection platforms • Develop the data collection tools using latest technologies to streamline the data collection process in a consistent, timely manner from partners to UNICEF and CP AoR. • Build the capacity of IM/ data focal persons of partners on use of various data collection tools, reporting, analysis and IM tools. • Contribute in generating Cross Sectoral Assessment Needs, Service Mapping, Rapid Assessments, Sitreps and Situation Analysis.

4. Data Visualization • Develop data visualization products (including maps, dashboards, infographics and financial/ resource analyses), presenting information that is easily understood by decision makers, individuals and groups. Products will be based on partners data as reported and in line with Protection Cluster and ICCT. • Undertake Mapping including 5Ws, Needs and Gaps analysis, Services and Infrastructure at Hub level, as required by innovative tools. • Respond to data visualization requests from CP Coordinators, including products to support advocacy and resource mobilization efforts.

5. Networking and partnership building

• Build and sustain effective close working partnerships with other sectors and relevant government counterparts, national stakeholders and NGOs through active networking and effective communication - to build capacity, exchange knowledge and expertise, and to reinforce cooperation to achieve sustainable and broad results in child protection. • Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances and to support fund raising for child protection programmes and emergency interventions.

6. Innovation, knowledge management and capacity building

• Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders on information management, and to support the implementation and delivery of concrete and sustainable programme results.

• Keep abreast, research, benchmark, and implement best practices in child protection management and information systems. Assess, institutionalize and share best practices and knowledge learned.

• Organize and implement capacity building initiatives to enhance the competencies of clients and stakeholders to promote sustainable results in child protection and related programmes/projects.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Technology and Science field. Experience on Child Protection.
  • A minimum of 5 years of relevant professional experience in social development planning and information management in child protection related areas is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Understands key technical issues for the CP AoR and Protection Cluster sufficiently well enough to be able to: engage with cluster participants; understand their cluster-specific information management needs.
  • Excellent knowledge of MS Excel or MS Access (e.g. pivot tables and functions); proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs and reports; knowledge of establishing and managing basic websites (e.g. UNOCHA’s Humanitarian Response platform); proven skills in using GIS and map-making packages, and in web design and software development are an asset.
