Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat is also the lead agency within the United Nations system for the implementation of the New Urban Agenda and Sustainable Development Goal 11. The position entails developing and implementing UN-Habitat programme of intervention in Ukraine and overseeing a number of international and national professional and support staff based in Ukraine in the development, implementation and monitoring of the programme with the responsibility of the formulation of resource mobilization and fund-raising strategy through the development of joint programmes and bi-lateral initiatives with donors. The post is located in at UN-Habitat Office at Kyiv, Ukraine. Under the direct supervision of the Director of Regional Programme Division/Coordination Office for Europe, and working closely with the Emergency Director, the incumbent will be responsible for the following duties and responsibilities:

Responsibilities

Overall responsibility entails leading the programme team in Ukraine to implement UN-Habitat's mandate in the current emergency situation focusing on development of city profiles and analysis to identify the rehabilitation/recovery needs of damaged housing and public facilities and utilities. Representing UN-Habitat at the United Nations Country Team, the Humanitarian Country Team in addition to other forums and coordinatng with the government counterparts and local authorities to identify needs and advocate among the donors' community for fund raising within the following duties and responsibilities: • Leads the set-up of UN-Habitat presence in Ukraine; • Coordinates overall programme development and implementation, plans resource requirements, provides guidance to the team responsible for the programme development, implementation and monitoring, coordinates output production and ensures quality control. • Liaises with government authorities at the different levels, on behalf of UN-Habitat, in the various regions of intervention, ensuring high-level of collaboration and mutual understanding. Develops new projects and programme proposals individually or jointly with other UN agencies and partners; • Provides managerial and technical support and backstopping to the teams of national experts in the different regions, ensuring good coordination and efficient output delivery, avoiding any potential inter-personal conflict, optimizing the use of existing resources and enhancing team spirit; • Manages outreach activities and supervises internal and external communications (written, website, social media, etc.) • In collaboration with the operations team located in the Regional Programme Division, maintains control and proper knowledge of all aspects related to the project budget management, procurement and recruitment issues including preparation of Terms of Reference (TORs); • Develops and supports the implementation of activities in the different sectors where UN-Habitat is intervening in Ukraine, especially around rapid city and neighborhood profiling and urban information analysis, urban emergency shelter and housing rehabilitation, reconstruction and development, delivery of basic/social services, institutional training and capacity development especially concerning emergency planning and response, establishment of sustainable livelihoods mechanisms in urban areas, among other issues, trying to ensure maximum synergy and coordination at all times; • Carries out regular project monitoring activities/missions when security conditions allow and ensures timely and quality delivery of planned/expected accomplishments and results and prepares narrative reports to donors, as well as regular progress reporting to headquarters; • Ensures good coordination with UN agencies in all UN-Habitat interest activities in Ukraine, and participates in interagency meetings where necessary, reinforcing the agency’s leadership concerning UN-Habitat mandate and comparative advantage in Ukraine from the side of international community; Represents UN-Habitat in negotiations, meetings and high-level policy dialogue with officials, other agencies and donors. • In liaison with the Emergency Director and the Subprogramme 4 Coordinator, supports the development of new emergency projects and the identification of potential donors, following a clear advocacy strategy, importantly ensures the preparation of regular publications on UN-Habitat activities in Ukraine, including the establishment and circulation of a newsletter in soft format and short documentaries in web format; Participates in and/or coordinates all UN-Habitat missions coming from Headquarter (HQ) visiting Ukraine. Convenes meetings and working groups with partners to discuss programme activities and perspectives. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Undertakes any other duties and responsibilities which are within the incumbent’s expertise and experience. • Leads team members' efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other related tasks as required.

Education

Advanced university degree (Master’s degree or equivalent) in Architecture, Urban and Regional Planning, Engineering, Project Management, Political Science, Business Administration or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of ten years (10) years of progressively responsible experience in urban planning and management, housing development, policy formulation, institutional capacity development, and other issues related to UN-Habitat’s mandate is required. Experience working on governance, planning, human security or policy related issues in the area of human settlements is desirable. Experience in senior level interaction with UN and Government counterparts is desirable. Recent working experience in a conflict/post-conflict context is desirable. Experience in resource mobilization, donor relations and outreach is desirable. Experience in establishing partnerships with a diverse range of stakeholders, including at the strategic level is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
