Org. Setting and Reporting This position is located in the Security Unit of the United Nations Global Service Centre (UNGSC).

Under the general supervision of the Director (D2) and Area Security Coordinator, the incumbent reports to the Director, UNGSC. As Chief Security Officer, the incumbent manages safety and security personnel in both mission locations (Brindisi, Italy and Valencia, Spain).

Responsibilities Within delegated authority, the Chief Security Officer will be responsible for the following duties:

  • Manages and coordinates the day-to-day activities of the Security Section and ensure adherence and compliance to UN Staff Rules and Regulations.

  • Prepares the draft security plan, including all aspects related to elaboration, development, implementation and updating of the plan. .

  • Maintains continuing lines of communication with security focal points and all other UN agencies deployed in the area of operations to ensure maximum security coordination.

  • Serve as primary adviser to the Area Security Coordinator on all aspects of security management, crisis readiness and preparedness and in the execution of her/his responsibilities with regard to the security of UNSMS personnel.

  • Establish an Area Security Cell, where possible, to support the above.

  • Prepare, maintain and update area-specific security plans and security listings of personnel employed by organizations of the United Nations system and their eligible family members.

  • Maintain continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff, project personnel and dependants to follow appropriate preventative steps.

  • Maintains an ongoing evaluation of air and land evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, fuel supply and assessable roads.

  • Evaluate effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans and conducts fire drills and training as necessary. Oversee the provision of the safety patrols, identification of potential and factual hazards, and implementation of safety relevant mitigating measures.

  • Monitor and evaluate office physical security measures including issuance of identity cards, if possible by conducting background checks, and entry controls, as appropriate, for normal or emergency conditions.

  • Provides advice and training to UNSMS personnel and dependents on residential security measures when applicable.

  • Establish contacts with host country security officials.

  • Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments.

  • Establish procedures for investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members, project personnel or eligible dependants and ensure the implementation of all types of investigations including fact finding based on the requirement of the management.

  • Assumes responsibility for guard force management.

  • Arrange protection detail for senior personnel or visiting VIP’s as necessary.

  • Conducts security training in such subjects as the security management system, fire safety, first aid and responsibilities of the operations response unit.

•Prepares proposed budgets and administers financial matters of the Section.

  • Performs other duties as assigned.

    Education Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Also relevant would be military or police academy/staff college education equivalent to a first level or advanced university degree.

    Work Experience A minimum of five (5) years of progressively responsible experience in security, police or military service with extensive command or leadership experience; of these, at least two (2) years of international exposure in a management function in the United Nations or other international organizations is required.

    Direct experience in United Nations Security Management System with proven crisis management capabilities is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (both oral and written) is required. Knowledge of the other language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
