Org. Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

Responsibilities Under the overall guidance of the Director of the UN Office for Disaster Risk Reduction (UNDRR) and the Special Representative of the Secretary General for Disaster Risk Reduction, the Chief of the Regional Office for Asia and the Pacific will be responsible for the following duties and responsibilities:

-Formulates and implements the work programme for the Regional Office in line with the UNDRR Strategic Framework and Work Programme, by determining priorities, and allocating resources for the completion of outputs and their timely delivery, in cooperation and co-ordination with UNDRR Headquarters and other offices. Oversees the work of the UNDRR Pacific Office in Suva, Fiji, and the UNDRR presence in Kobe, Japan.

-Oversees the programmatic/administrative tasks necessary for the functioning of the Regional Office, including preparation of work plans and budgets, recruitment of staff, evaluation of staff performance (e-Performance), and monitoring and reporting on budget/programme performance in the context of results-based management.

-Ensures that the outputs produced by teams under his/her supervision meet high-quality standards; that reports are clear, objective and based on comprehensive data; and that they comply with relevant organizational mandates.

-Contributes to UNDRR's global resource mobilization efforts by mobilizing resources from the region.

-Supports Member States in the region to translate the Sendai Framework for Disaster Risk Reduction into regional and national strategies and plans including through Regional and National platforms for disaster risk reduction.

-Identifies, builds and enhances strategic partnerships for national, sub regional and regional cooperation with Governments, regional organizations, the private sector, civil society, parliamentarians, and science and technology community at large to mobilize support for sound and coherent action related to disaster risk reduction, and to ensure meaningful involvement and participation of those stakeholders in the development and implementation of effective disaster risk reduction policies, frameworks and programmes.

-Leads UNDRR initiatives to coordinate implementation of UN Plan of Action on Disaster Risk Reduction for Resilience in the region.

-Strengthens UN Coherence on disaster risk reduction in the region and ensures integration of risk reduction policies and programs through cooperation with the relevant regional sustainable development coordination mechanisms, Resident Coordinator system and UN Country Teams.

-Communicates and advocates for the integration of disaster risk reduction as a key element of the sustainable development agenda. Communicates the linkages between climate change adaptation and disaster risk reduction and make a compelling case on the importance of reducing disaster risk as a prerequisite for achieving sustainable development.

-Represents the Director and SRSG in all aspects of UNDRR's co-operation with Governments, regional bodies, IGOs, NGOs, private sector, civil society and parliamentarians at the regional level on disaster risk reduction.

-Provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. Encourages cooperation and facilitate intergovernmental consultation and negotiation.

-As a member of the UNISDR Extended Management Team, participates in setting the strategic direction for the organization, planning and monitoring of the achievements and oversees the management of programs and projects and implementation at regional level.

Education Advanced university degree (Master's degree or equivalent degree) in social sciences, natural and environmental sciences, international relations, government, public administration, public policy, social policy, social development, community development, risk management, or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience in programme/project management, building strategic alliances and partnerships, or resource mobilization is required. Experience in international organizations is required. Experience in disaster risk reduction is required. A minimum of five years of experience in international organizations is desirable. A minimum of three years of experience in disaster risk reduction is desirable. A minimum of two years of experience in representation functions with international organizations is desirable. A least three years of experience managing offices and people is desirable. Experience supervising geographically dispersed teams is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
